RICHMOND, Va. - Governor Northam announced Wednesday that he has signed several new laws to reform policing and criminal justice in the Commonwealth. These reforms include measures banning no-knock warrants and limiting the use of neck restraints by law enforcement. The laws also require law enforcement officers to intervene or report when they see wrongdoing from colleagues, and banning sexual relations between officers and justice-involved individuals.“Too many families, in Virginia and across our nation, live in fear of being hurt or killed by police,” said Governor Northam. “These new laws represent a tremendous step forward in rebuilding trust between law enforcement and the communities they serve. I am grateful to the legislators and advocates who have worked so hard to make this change happen. Virginia is better, more just, and more equitable with these laws on our books.”Governor Northam signed the following bills that reform policing:Senate Bill 5030, sponsored by Senator Locke, omnibus police reform legislation, which incorporates a number of critical reform measures passed by the House of Delegates:House Bill 5099, sponsored by Delegate Aird, prohibits law enforcement officers from seeking or executing a no-knock search warrant. With Governor Northam’s signature, Virginia becomes the third state in the nation to ban no-knock warrants.House Bill 5049, sponsored by Delegate Helmer, reduces the militarization of police by prohibiting law enforcement from obtaining or using specified equipment, including grenades, weaponized aircraft, and high caliber firearms. Governor Northam amended this bill to clarify that law enforcement agencies can seek a waiver to use restricted equipment for search and rescue missions.House Bill 5109, sponsored by Delegate Hope, creates statewide minimum training standards for law enforcement officers, including training on awareness of racism, the potential for biased profiling, and de-escalation techniques. Governor Northam made technical amendments to this bill to align it with Senate Bill 5030.House Bill 5104, sponsored by Delegate Price, mandates law enforcement agencies and jails request the prior employment and disciplinary history of new hires.House Bill 5108, sponsored by Delegate Guzman, expands and diversifies the Criminal Justice Services Board, ensuring that the perspectives of social justice leaders, people of color, and mental health providers are represented in the state’s criminal justice policymaking.House Bill 5051, sponsored by Delegate Simon, strengthens the process by which law enforcement officers can be decertified and allows the Criminal Justice Services Board to initiate decertification proceedings.House Bill 5069, sponsored by Delegate Carroll Foy, limits the circumstances in which law enforcement officers can use neck restraints.House Bill 5029, sponsored by Delegate McQuinn, requires law enforcement officers intervene when they witness another officer engaging or attempting to engage in the use of excessive force.House Bill 5045, sponsored by Delegate Delaney, makes it a Class 6 felony for law enforcement officers to “carnally know” someone they have arrested or detained, an inmate, parolee, probationer, pretrial defendant, or post trial offender, if the officer is in a position of authority over such individual.House Bill 5055 and Senate Bill 5035, sponsored by Leader Herring and Senator Hashmi, respectively, which empower localities to create civilian law enforcement review boards. These new laws also permit civilian review boards the authority to issue subpoenas and make binding disciplinary decisions.Senate Bill 5014, sponsored by Senator Edwards, which mandates the creation of minimum crisis intervention training standards and requires law enforcement officers complete crisis intervention training.Governor Northam also took action on the following bills that make Virginia’s criminal justice system more equitable: Senate Bill 5018 [r20.rs6.net], sponsored by Senator Bell, which allows individuals serving a sentence for certain felony offenses who are terminally ill to petition the Parole Board for conditional release.Amended House Bill 5148 and Senate Bill 5034, sponsored by Delegate Scott and Senator Boysko, respectively, which allow for increased earned sentencing credits. Hundreds of people had to be rescued from fast-rising flood waters in the Midwest as several areas dealt with historic flooding that washed out roads and bridges.For many, all they have left is what they could grab from their homes before fleeing. Outside Omaha, Nebraska, animal rescue groups worked to save dozens of farm animals in the area, but others had to be left behind. Weather experts say, so far, 38 spots in the Midwest have reported record-high river levels, most of it caused by rain and melting snow. The United States Marshals Service announced that its Operation Safety Net has concluded and a total of 35 missing children were recovered in northeast Ohio as a result.The U.S. Marshals Service, working with state and local partners over the past month to locate and recover missing children and teens from the Cleveland area, were able to recover 35 of the 40 missing children referred to them for the operation.According to the U.S. Marshals Service, around 20% of the recoveries were tied to human trafficking cases and were subsequently referred to the Human Trafficking Task Force in Cuyahoga County.U.S. Marshal for the Northern District of Ohio Pete Elliott said the operation's success exceeded expectations."When I went into this, I thought if we had one or two, it was going to be a success," said Elliott, "and now after the first month, just look at how many are out there."As a result of the operation, The United States Marshals for the Northern District of Ohio has created a permanent Missing Child Unit throughout the 40 counties within the district.“We are proud to assist in Operation Safety Net and I commend the United States Marshals Service for their hard work and dedication toward locating these children," Chief John Majoy of Newburg Heights said in a press release. "Many times, they do not know they are a victim and this operation offers hope, freedom and safety they would not otherwise have."There are currently 382 open missing persons cases according to a federal clearinghouse. More than 120 of those cases are from northeast Ohio."There are so many missing people out there it is mind boggling," said Elliott. He said the agency received additional funding for Operation Safety Net from Washington. Two sisters, 15-year-old Yalonda Bates and 17-year-old Leantwana Bates, have been missing since April 18. Leantwana is described as standing 5 feet, 3 inches tall and weighing 135 pounds, while Yalonda is described as standing 5 feet, 3 inches tall and weighing 100 pounds. The sisters are believed to be near Cleveland’s East Side. Alicia Jackson, 16, was reported missing from Berea. Boeing is facing a growing number of lawsuits after 346 people died in two crashes involving 737 MAX planes. The family of one passenger, 24-year-old Samya Stumo, filed a wrongful death lawsuit against the company. “The potential of my sister and 156 others driven straight into the ground because of Boeing’s greed,” said Stumo’s brother, Adnaan, in a press conference. Kevin Durkin, an attorney representing Stumo’s family, says more than 20 whistleblowers have come forward, including pilots and Boeing engineers, who raised concerns about the plane and pilot training. “I think this plane, as designed, should never fly again,” Durkin said. “I think there has to be major changes in it that ensures it's safe.” Boeing is updating its software to fix the problem detected in both of the 737 MAX plane crashes. However, it's not just victims' families suing Boeing. The company’s own shareholders just filed a lawsuit, claiming the company put its profits ahead of airplane safety and honesty. TAMPA, Fla. — Three generations of one Tampa Bay family say they wound up in oncoming traffic after a blowout involving a newer tire.Steve Nelson says he purchased four new tires last November, but they had just 300 miles on them when he hit the road with his son and grandson in June. The trio left Tampa for a cross country camping trip to Yosemite in California — an adventure that took a scary turn on the drive back home.Steve said he lost control of the truck after the front driver's side tire blew out on I-40 near Gallup New Mexico. “We wound up in the oncoming lane dodging semi-trucks,” he said. Steve a retired insurance manager showed us the invoice for over 0 that he paid to replace the two front tires in New Mexico. The paperwork indicates the tires he bought new last November had about 4,200 miles on them. Normally tires don't need replacing before 30,000 miles or more.During the trip home, Steve stopped at a tire shop in Irvin, Texas and asked that they check the back tires. That Dodge dealer replaced the rear tires and wrote on the invoice that those tires had broken cords. Steve made a call for action after he says Mavis, the shop where he bought the tires, denied his claim for a refund. ABC Action News asked Chris Brazzeal, the owner of Brazzeal Tire in Tampa, to examine the original tires that came off the pickup. Chris showed us bubbling and rubber separation on two of the tires. “That is a clear indication the tire is now coming apart,” said Brazzeal. We contacted both Mavis and the tire manufacturer Vee Rubber. “Mavis is committed to providing safe and high-quality services to our customers. We have been in contact with the customer regarding this issue and have reached out to the tire manufacturer on his behalf to facilitate a resolution,” the company wrote.After we got involved a representative from Vee Rubber flew to Tampa, examined the tires and admitted one of them was defective.
