SAN DIEGO (KGTV) — Caltrans is starting a yearlong pilot program in San Diego to reduce wrong-way driving.The agency has installed markings at 30 locations that include red arrows and "DO NOT ENTER" written across the pavement that are only legible when driving in the wrong direction onto freeway ramps.The markings will stay up until the end of the year, according to Caltrans.The agency says that a previous three-year pilot program helped reduce wrong-way driving by 44% in San Diego. The program utilized special reflectors, sensors, and illuminated signs in early 2018.Now, those specialized reflectors have been installed on hundreds of miles of highways, according to Caltrans."The number of wrong-way drivers decreased significantly during the initial pilot program," said Caltrans Director Toks Omishakin. "The addition of these markings, along with what we have learned thus far, will go a long way as we continue to study ways to deter wrong-way drivers."While wrong-way crashes only account for less than 1% of all crashes on California's highways, they are often among the deadliest, Caltrans said."We are constantly looking for ways to improve safety on the transportation system," said Caltrans (San Diego area) District 11 Director Gustavo Dallarda. "If the testing of this new product is successful, it could provide a new tool to reduce wrong-way driving." 1383

SAN DIEGO (KGTV) -- Armed private security guards - and others with nonlethal ways to defend themselves - could soon patrol iconic San Diego locations like Balboa Park and the downtown Central Library.The city of San Diego is officially seeking proposals from security firms that would authorize armed or enhanced safety personnel outside more than 50 places, including community parks, skate parks, and library branches. The guards could either carry guns or non-lethal weapons, such as mace or hand restraints, depending on the arrangement. The city currently has very few armed guards - mostly stationed around public bathrooms downtown. RELATED: City may seek armed guards at Central Library, other parksA firm called Able Patrol and Guard patrols city parks and libraries, However, those guards are unarmed and essentially observe and report. The change comes after guards reported being threatened, spit on, and harassed, namely by a growing homeless population outside the Central Library. The city is now aiming to increase their ability to defend themselves. "The goal of the RFP is to provide the proper level of security for City facilities as determined by City departments."Graham said a San Diego Police expert reviewed the document for technical soundness. SAN DIEGO (KGTV) — By Saturday, many businesses will be shutting their doors all over again as San Diego County deals with a new round of restrictions in the purple tier."The overwhelming majority of folks who are doing it right are forced to be punished because of the individuals who choose not to," said Nathan Fletcher, San Diego County Supervisor. "Where we are now in a situation where we're faced with all bad options."The county's public health officer, Dr. Wilma Wooten, recently requested the state reconsider San Diego County's tier placement and keep the county in the red tier. She argued that data from October revealed the county's increased COVID-19 cases are not because of the sectors that would be impacted the most by moving into the purple tier. The request was not approved."We're going to continue to work to do everything we can with the state to have an approach that's right," said Fletcher.He said it's essential that every jurisdiction across the county does what it can to reduce the spread of COVID-19."We have to come together," he said. "There are limits of what the county can do when it comes to enforcement; we really need the help of the law enforcement agencies."But some say this has gone too far. Many business owners are now choosing to defy the orders and stay open to ensure their business survives, and employees still have a job.El Cajon Mayor Bill Wells said he has taken many calls and emails about the struggles business owners face in his jurisdiction.Some say defying the orders and keeping their doors open means keeping food on their family's table. Wells said having police respond to COVID-19 related complaints won't be a top priority."A lot of us believe the government is overreaching in the situation and so, the county, if this is what the county wants to do, then they're going to have to do the enforcement," said Wells.Fletcher said the only way to get back to a sense of normalcy is to understand how serious this pandemic is and tackle the problem together."There is no functioning economy when you get out of control spread of a pandemic," said Fletcher. "So when you have the mayor of a city and jurisdiction say they're going to ignore and defy public health orders, that sends a signal to people that this is not serious and they don't need to worry about it ... SAN DIEGO (KGTV) -- Dawn Hendon knows a thing or two when it comes to the big day for couples, she was a wedding planner then became an officiant over the past 10 years."It's a happy business, I like to be around people for joyous occasions and weddings are always a happy event so I thought this is a happy thing, and today we need all the joy we can find," Hendon said.Recently, she's added a backyard chapel at her San Marcos home to her list of services. "I even have shoes, accessories, floral head pieces, boutonnieres for guys and tuxedos for men."Love Wedding Chapel is what she calls it and she was able to pull it off thanks to help with a grant from the San Diego Black Chamber of Commerce.
