The Senate is set to move forward with its version of the annual defense policy bill known as the National Defense Authorization Act -- marking the latest step for a key piece of legislation that has been passed by Congress for 55 straight years. At a time where passing bills is often challenged by the deep partisan divide and competing political factions on Capitol Hill, it can be difficult to understand why the NDAA would be any different. But as the measure that sets military policy on issues such as Guantanamo Bay, buying weapons, pay raises for service members and even the endangered status of the Sage Grouse, the NDAA is considered of one the few must-pass bills left in Congress. So what makes it so important? One of the most obvious reasons is the money. The NDAA authorizes levels of defense spending -- an amount between that will total between 0 and 0 billion for the next fiscal year that begins on October 1 -- and sets the Pentagon policies under which that money will be spent. This year's bill is expected to authorize a major hike in military spending and even exceed the billion defense budget increase requested by President Donald Trump for 2018 that aimed for more aircraft and ships. In July, the House of Representatives passed their 6 billion version of the bill which included billion more in defense spending than the Trump administration requested. The Senate's bill is expected to authorize a similar amount based on the mark up completed by the armed services committee, led by Arizona Republican Sen. John McCain, in June.If the Senate's bill passes as expected then both houses of Congress will come together to vote on a final version. A vote in the Senate is scheduled Monday. But the fight over the size of the defense budget is just getting started, however, as Senate Democrats have vowed to block major increases to defense spending without equal increases to domestic programs. That fight will occur later this year over the defense appropriations bill, which is a separate piece of legislation that allocates spending for the Pentagon. In addition to authorizing increased military spending, the NDAA will set Pentagon policy on several key issues including troop level increases for the service branches and render a decision on a controversial new "Space Corps" program that was included in the House version of the bill but left out by the Senate. The program was also opposed by the White House and the Air Force. There will also be several controversial issues that will likely be left out of the NDAA including an amendment that would block Trump's ban on transgender service members and the proposed repeal of the 2001 and 2002 war authorizations that the US military uses to fight terrorism across the globe. 2776

The United States is on pace to see its highest number of overdose deaths ever since record keeping began.Between October 2019 and October 2020, 74,000 overdose deaths were reported in the country, up from 68,000 during the same time period the previous year.In local municipalities, the numbers are even more staggering as many cities already surpassed their 2019 numbers through the first nine months of this year, and experts say the pandemic is only fueling the rise. The Associated Press analyzed preliminary overdose statistics in nine states across the country: Colorado, Kentucky, Texas, Connecticut, Massachusetts, Missouri, Rhode Island, New Jersey, and Washington. All of the states showed marked increased in overdose numbers from 2019 to 2020.In Colorado, for example, overdose deaths increased by 28%. In Denver, specifically, that rise was being fueled by the opiate fentanyl, which has been trafficked more across the U.S. Mexico border during the pandemic due to its strength.According Denver’s Medical Examiner’s Office, fentanyl deaths increased tenfold between 2018 and 2020. In 2019, the city reported 56 overdoses from the drug. Through October of this year, that number has skyrocketed to 108.“Drug overdoses are exceeding every metric that we’ve seen for the last decade,” said Dr. Jim Caruso, who is the coroner for the City and County of Denver. “We have had fentanyl related deaths in individuals as young as nine years old. Kids are always tough and they’ve been tough my whole career because you’re looking at the most lost years of productive life.”Dr. Ken Leonard is the Director of the Research Institute on Addictions at the University of Buffalo and says since the start of the pandemic, overdose deaths have only increased at a faster rate, particularly among those with existing drug issues.According to the AP’s analysis, deaths in all nine states peaked in either April or May, just after the tightest stages of quarantine began.Dr. Leonard says the economic consequences of the pandemic forced many drug treatment centers to either furlough or cut employees to save money, affecting accessibility to treatment. He says the isolation from support networks during quarantine may have also played a role in the rise.“The pandemic and the isolation, for a lot of people the unemployment, it all creates a tremendous amount of stress,” said Leonard.Because it takes months to tabulate national overdose death numbers, the true extent of what is happening may not be known until next year, despite early indicators that we are already in the midst of an unprecedented drug epidemic taking place during this pandemic. 2656

The U.S. will pay more than billion for 100 million doses of a potential Covid-19 vaccine manufactured by Johnson & Johnson. The deal is one of several large agreements between the government and pharmaceutical companies as part of Operation Warp Speed, aimed at creating, testing, manufacturing and distributing a Covid-19 vaccine quickly. The Trump administration’s deal with Johnson & Johnson, announced Wednesday, allows for the purchase of an additional 200 million doses.Johnson & Johnson’s vaccine, developed by subsidiary Janssen Pharmaceutical Companies, has shown positive preclinical results. Testing of their vaccine is currently underway with human trials in the United States and Belgium. The Johnson & Johnson vaccine testing is reportedly behind some of the more advanced-stage potential vaccines, like those from Moderna, Pfizer and AstraZeneca, which have begun phase three human trials.“We greatly appreciate the U.S. government’s confidence in, and support for, our R&D platform and efforts and the scalability of our vaccine technology. We are scaling up production in the U.S. and worldwide to deliver a SARS-CoV-2 vaccine for emergency use,” said Paul Stoffels, M.D., Vice Chairman of the Executive Committee and Chief Scientific Officer, Johnson & Johnson in a statement. The company says they are committed to global access to the vaccine following approvals, and has a goal of supplying 1 billion doses globally through the end of 2021. 1493

The timelines on your Instagram accounts have probably been flooded recently with women posting black-and-white pictures of themselves. The premise of the viral trend comes as a way for women to support each other with the accompaniment of the hashtag #ChallengeAccepted in their caption. The origins of the first picture used in the trend were traced by Taylor Lorenz of The New York Times. Lorenz found that a journalist in Brazil posted the very first picture in the challenge. There had been reports that the challenge first began in order to bring awareness about femicide in Turkey, but Lorenz spoke to Instagram and tweeted that the hashtag in Turkey and the United States were unrelated. 700

The University of Washington’s Institute for Health Metrics and Evaluation now projects that 68,000 American lives would be saved between now and March 1 by near universal wearing of masks. The IHME released the updated model on Thursday. The IHME’s coronavirus projections have been frequently cited in the past by the White House’s coronavirus task force. The group uses state data along with other metrics to create projections on the number of coronavirus-related deaths throughout the US.Among the projections released by the IHME, the number of active hospitalizations in the United States tied to the coronavirus is expected to double by mid-January.The COVID Tracking Project, a project led by The Atlantic, shows that current coronavirus-related hospitalizations hurdled the 60,000 mark in the US on Tuesday for the first time since the start of the pandemic. The number of people hospitalized with COVID-19 has more than doubled in the last six weeks throughout the US.By Friday, the number of people hospitalized with COVID-19 neared 70,000.A number of hospital systems in the US are nearing capacity already. And the IHME’s director Chris Murray warns that his estimates are on the conservative side.“The fall winter surge, you know, driven by people going indoors, having more indoor contact and, you know, it's what we've seen play out in Europe and now we're catching up,” Murray told CNN. “So we're seeing the huge exponential rise in cases, deaths starting to follow suit. We're already at over a thousand deaths a day, quite a bit more than that. So our numbers that see us getting to, you know, 2,200 deaths a day in mid-January, are perhaps conservative, and that does require 33 states to put in mandates. So, absolutely it can go much worse than that."Murray’s projection forecasts roughly an additional 200,000 coronavirus between now and March 1. The estimate drops to 132,000 if masks are nearly all situations outside of the household.By March 1, it’s possible that a number of high-risk Americans and health care workers will be vaccinated. The White House said on Friday that it intends on distributing 20 million vaccine doses by the end of December, and 25 to 30 million doses for each subsequent month. The vaccines would come in two doses. 2276
