(AP) — A Kentucky couple who refused to sign a self-isolation order when one tested positive for the coronavirus said they were placed under house arrest.Elizabeth Linscott of Radcliff told news outlets she was tested July 11 for COVID-19 because she wanted to visit her grandparents and received a positive result the next day. Linscott said the health department emailed her a form to sign that said she would check in daily, self isolate and let officials know if she has to be treated at the hospital.The form said the isolation order is to “prevent the introduction, transmission and spread of the 2019 novel coronavirus in this state.”Linscott said she declined to sign because of one sentence: “I will not travel by any public, commercial or health care conveyance such as ambulance, bus, taxi, airplane, train or boat without the prior approval of the Department of Public Health.”“I could not comply to having to call the public health department prior if I had an emergency or I had to go pick something up for my child or myself as a necessity and could not wait,” Linscott said.When she declined to sign the form she said she was told the case would be escalated and on July 16, Linscott said she and her husband were placed under house arrest with ankle monitors.Hardin County Sheriff John Ward said his office was on hand to execute court documents from a Hardin County Circuit Court judge. Relatives of Richard Russell say they are "stunned and heartbroken" after the airline worker stole a passenger plane Friday from the Seattle-Tacoma International Airport and was killed when he crashed 25 miles away."This is a complete shock to us," the family said in a statement Saturday night. "We are devastated by these events, and Jesus is truly the only one holding this family together right now."The statement said Russell, 29, was "a faithful husband, a loving son and a good friend."Referring to audio recordings of Russell talking to air traffic control during his hour-long flight, the statement said his "intent was not to harm anyone. He was right in saying that there are so many people who have loved him."Russell, a Horizon Air ground service agent for three and a half years, was the only person aboard the plane, the Pierce County Sheriff's Department said. The job of a ground service agent includes directing aircraft for takeoff and gate approach, handling baggage and tidying and de-icing planes, authorities said.The incident, which the FBI's Seattle office did not consider terrorism, raises questions about airport security. According to Cal Fire, the blaze started on the 6000 block of Avenida Cuatro Vientos around 2 p.m. The agency said the fire burned through two to three acres. A resident of the neighborhood was at work and said his wife called him, crying and concerned about the flames moving up the hill."Fortunately, my next-door neighbor, who's been here for over 30 years, had a portable pool pump," said Dr. Afshar. "And he was the first to arrive on action to put out the flames that were in our backyard. By the time he had it controlled, the fire department was here."The homeowner believes the fire may have been started by crews hired to clear brush.Witnesses report seeing smoke as far away as Interstate 15. (KGTV) — A 53-year-old cyclist remains on life support after a hit-and-run crash in Ramona.Michelle Scott was biking to work Wednesday morning on State Route 67 when California Highway Patrol says a driver swerved onto the shoulder and hit her. "I'm actually most focused on the recovery of my wife."Both he and Michelle are Community Emergency Response Team volunteers through FEMA and the Ramona Fire Department, with training to respond to disasters."It's hard to accept the different stages of grieving when you already know them but you're the one that's going through the grieving," he said.Michelle was sent flying into the roadway after the crash.
