He owns Social Tap San Diego, located next to the ballpark. Due to public health orders, the capacity at their restaurant was significantly reduced. However, they were able to fill the tables and chairs set up in their outdoor areas, and by the start of the game, they had a healthy waitlist.Crenshaw says despite the pandemic, Opening Day still brought more people out than usual."This is baseball. We're Americans. They go hand in hand," he said. It's definitely special and were playing the hand we're dealt."Meanwhile, there were many fans spotted decked out in game-day gear trying to catch a glimpse of the game from their balconies near the ballpark. Some fans waved Padres flags from the balcony to show support.Chip Messenger kept opening day tradition going by watching from his balcony. He has a great view of the field and has invited a small group of people to watch the game from the outdoor vantage point. He plans to share the spot with other people as the season goes on."I run a tight ship on opening day, this is my 8th or 9th opening day from my balcony," Messenger said. "So you invite people you can't have too many, but I want to start inviting people I don't know in a few days. There's going to be like some babies for the time, moms and dads, couples you know. I'll make it fun."Messenger says he usually leaves his balcony party to go to his seats at the ballpark, this year is different. SAN DIEGO (KGTV) - It could take more than three weeks for out-of-work Californians to get unemployment insurance payments.The California Employment Development Department (EDD) tells 10News, during normal circumstances, an Unemployment Insurance (UI) claim takes approximately 21 days from filing to payment.Right now, the circumstances in California are anything but normal.According to a report from the state's Legislative Analyst's Office, "Given the extraordinary number of applications received recently, as well as the expectation that claims will continue to increase over the coming weeks, the Legislature should anticipate that first benefit payments will take much longer than 21 days."The report states similar delays occurred in the Great Recession. EDD tells 10News they are currently experiencing a large increase in claims filed in their programs and have staff working overtime to keep up with the demand."Given the unprecedented increase in UI claims due to COVID-19, we have taken several steps — working around the clock, including Saturdays and Sundays, and redirecting hundreds of staff to process UI claims — to ensure every Californian gets benefits as timely as possible. We do not expect any significant delays at this time. Should the situation change, and delays arise, we will notify the Governor's office, stakeholders, and the public as soon as possible," an EDD spokesperson told 10News."We're seeing impacts higher than what we saw at the Great Recession," said Andrew Picard with the San Diego Workforce Partnership.This week the organization put out a report on potential impacts of COVID-19 on employment in San Diego County.The report stated, "In the first three days of partial closures (March 16-18), Californians submitted 190,000 unemployment insurance claims — more than quadruple the weekly average — and the March 19 statewide order to shelter in place will bring more layoffs."Between March 16 to 22, the Workforce Partnership received notices or phone calls from 52 employers that are considering or have executed layoffs or work-hour reductions for a total of 3,865 impacted workers. SAN DIEGO (KGTV) — Just a few weeks ago, coronavirus testing was hard to come by. But now, many San Diegans are finding it easier to get tested. Some are purchasing at-home test kits online, at no up-front cost.Raechel Kadoya is not a clinician, nor is she at a doctor's office. She is the co-owner of Soichi Sushi, giving herself a COVID-19 test."I want to take advantage of being proactive," Kadoya said as she swabbed her nose.Since the modified re-opening of her restaurant in University Heights, she and her staff have been cautious about coronavirus exposure. That is why she ordered the Pixel by Labcorp at-home COVID-19 test kit for her entire staff."I think that it is my responsibility as a business owner, not only to my staff but to my customers and my family, to make sure that everybody is doing business here safely," Kadoya said.This is the staff's second round of testing. Kadoya said the first one required multiple doctors referrals just to get a drive-through appointment an hour away."We were able to find a place in Lake Elsinore, so we all had to drive up there," Kadoya said.Dr. Abi Olulade, a family medicine physician at Sharp Rees-Stealy Medical Group, said the accessibility of these at-home tests is a big draw."It definitely is something that is very convenient for consumers," Dr. Olulade said.But she suggested customers do their homework before they order."They should be looking at whether or not the tests that they are using have been FDA authorized, and it's not just some random test that they found on the internet," Dr. Olulade said.As of June 12, 2020, seven at-home COVID-19 test kits have the FDA's emergency use authorization. SAN DIEGO (KGTV) -- In an effort to help San Diego's homeless population, the City of San Diego is proposing a third storage facility the homeless can use to store their belongings. The city organized a town hall in July to gather input for the facility that would be placed on 54th and Lea Street.According to the San Diego Housing Commission, the facilities provide a "safe place for individuals who are experiencing homelessness to keep their belongings as they look for work, attend classes, or meet with a service provider or doctor."One of the centers, located on the 200 block of 16th Street, provides bins for more than 400 homeless individuals. Although the centers provide a service to San Diego's homeless population, some residents have made their opposition clear. Before one of the facilities opened in Sherman Heights, residents voiced their concerns. Neighbors told 10News they worried the facility would increase illegal activity and pose safety concerns in the area. To address concerns, security was placed inside the building as well as patrols sent out into the neighborhood. SAN DIEGO (KGTV) -- Major decisions that could boost - or deal a real blow - to Republican candidates running for state offices about to be made in San Diego.It's because the California G.O.P. Convention kicks off Friday at the Sheraton Harbor Island. About 1,000 Republican delegates will be voting on a variety of endorsements for this year's ballot.G.O.P. gubernatorial candidates like Travis Allen and John Cox will attend, hoping to earn enough delegate votes for the party's endorsement for this year's election.The party is focussed only on state offices and initiatives - such as repealing the gas tax, said Cynthia Bryant, the state party's executive director.This is San Diego's second major political convention leading up to the June primary. The Democrats held their statewide convention here in February - with a who's who of national politicians.It was also the site of major news when the party declined to endorse Sen. Dianne Feinstein in her bid for re-election.The big difference for Republicans is that the party will not be taking up major federal issues like gun rights and immigration, Bryant said. The state party also won't be adopting a platform. Instead, Republicans will be focussing on the big decisions in the state - like repealing the recent 12 cent per gallon gas tax hike.They'll also be endorsing candidates for Governor, Lt. Governor, and attorney general. Still, Thad Kousser, who chairs the political science department at UC San Diego, says a lot of the decisions made could shape whether the Republicans can recruit new members. "Is this going to be a red meat crowd that really responds only to the visceral issues of immigrations? Or is it going to be a more strategic party that responds to issues that could help Republicans expand their base?" Kousser said. There are some closely watched congressional elections in San Diego County, including who will replace Republican Congressman Darrell Issa in the 49th district, and whether G.O.P Rep.
