The officer who fired the gunshots in a deadly swatting prank will not be charged as a Wichita, Kansas prosecutor ruled that the officer "acted reasonably," the Wichita Eagle reported on Thursday.Andrew Finch was killed on Dec. 28 after a prankster called the Wichita Police claiming that Finch was holding the caller hostage, and that multiple others had been shot. When police entered the home, they did not know at the time that the call was a prank. District Attorney Marc Bennett said Thursday that officers believed that Finch was reaching for a gun at the time of the shooting. Officers claimed that Finch was reaching for his waistband, and did not follow instructions to keep his hands up. "This shooting should not have happened," Bennett told the Wichita Eagle. "The officer's decision was made in the context of the false call."Finch was shot roughly 10 seconds after he opened the door. An autopsy confirmed that Finch was wounded by multiple bullet fragments, the Eagle reported. "The family's devastated and the family is disappointed by the decision of the district attorney today," Finch's family attorney told the Eagle. Andrew M. Stroth is representing the family in a federal civil rights lawsuit against the department.  1274

The IRS announced this week it has extended the deadline for those who did not file a tax return the last two years to request a ,200 stimulus check. The deadline, which was previously slated for October 15, will now be on November 21.The economic stimulus checks, which millions of Americans received during the spring and early summer, is for most American adults earning less than ,000 a year. The IRS paid the checks out to those who either file an annual tax return or receive government benefits. American adults who are not considered a dependent, such as young adults living at home, and do not file a tax return are required to submit a form to the IRS. The form is available on the IRS’ website."We took this step to provide more time for those who have not yet received a payment to register to get their money, including those in low-income and underserved communities," said IRS Commissioner Chuck Rettig. "The IRS is deeply involved in processing and programming that overlaps filing seasons. Any further extension beyond November would adversely impact our work on the 2020 and 2021 filing seasons. The Non-Filers portal has been available since the spring and has been used successfully by many millions of Americans."As a reminder, here is who is eligible for a stimulus check:,400 – Couples earning less than 0,000 a year (couples earning 0,000 - 8,000 will receive a prorated check).,200 – Individuals earning less than ,000 a year (individuals earning ,000 - ,000 will receive a prorated check).,200 – Heads of households earning less than 2,500 (heads of households earning 2,500 - 6,000 will receive a prorated check).0 - Each dependent child age 16 or under as of Dec. 31, 2019 (for qualifying individuals and couples). 1791

The president of a California university is apologizing to one of his professors and her family after they were allegedly racially profiled on campus. In a thread on social media, Danielle Morgan outlined how officers escorted her brother to her house on campus at Santa Clara University over the weekend. She is an assistant professor in the College of Arts and Sciences.Morgan recalls that her brother came to the door and said the officers needed her to come out and “vouch for me.” Morgan told CNN she was asked to produce ID to prove who she was and where she lived.“I asked what the issue was and he (the officer) said my brother was ‘in the bushes’ and it was ‘suspicious’ and they thought he may have been homeless. I asked why I needed to show ID at my own home. He said ‘Well, it's not your home. The University owns it,’” Morgan said. 852
