SAN DIEGO (KGTV) - The FBI said a bank robber who held up a US Bank in Rolando last week struck again Friday in La Mesa. Surveillance photos show a man entering the Wells Fargo Bank inside the Vons grocery store at 8011 University Ave. in La Mesa just before noon. The man pretended to talk on his phone before demanding money from the teller, agents said. He also threatened “to shoot” if he didn’t receive money, according to the FBI. After approaching the first counter, the man approached several tellers in an effort to get more cash, said investigators. The man spoke to tellers Aug. 15 during the US Bank robbery inside the Vons at 6155 El Cajon Blvd. “Grab a bag. Start with your 100s. Put all the money in the bag and give it to me or I'm gonna [sic] shoot,” the man said, according to agents. A helicopter searched the area near the Wells Fargo Friday afternoon but could not find the man. La Mesa Police said the man is 5’8”, in his mid-20s to early 30s, and has a tattoo of a cross on his forearm. Anyone with information about the robberies was asked to call the FBI. 1088

SAN DIEGO (KGTV) — The city of San Diego may turn to homeowners to help chip away at the housing crisis.On Wednesday, the San Diego Housing Commission floated the idea of offering loans to homeowners in the city to build backyard granny flats to be rented out as affordable housing. The plan could help homeowners pay their mortgage while also providing more low-income units to those who qualify. "They present an opportunity to increase production at potential lower costs in a faster time frame and with a smaller environmental footprint," said Jeff Davis, the housing commission's chief of staff.RELATED: Making It in San Diego: San Diego's housing market cooling down, new report showsThe commission pitched the idea to the city's Land Use and Smart Growth committee Wednesday. Councilmembers on the committee appeared to be in support of the idea. Commission staffers said it was too early to know details about the loan, but if all goes as planned, they could be offered by next year. The idea comes about a month after Poway Mayor Steve Vaus floated a plan for his city to pay to build granny flats in backyards to be rented as affordable homes. The city would take a cut of the rent for about ten years before the homeowner gets it outright. SAN DIEGO (KGTV) - The California Appeals Court put a stay on the release of a sexually violent predator known as "Bolder than Most" rapist. Back in June 2019, a San Diego County Superior Court judge ruled in favor of conditional release for a sexually violent predator. Judge David M. Gill made the controversial decision for Alvin Ray Quarles, 56.Mary Taylor is a survivor and says she's hopeful with the appeals court stepping in, "we've been hopeful in the past, but this is actually a court saying wait a minute lets look at this." Up until this week, things were moving forward as the search for a place to release Quarles in San Diego County continued. Monday afternoon, Taylor got a call from the deputy district attorney saying they filed for a writ and it had been approved. A writ is similar to an appeal. The California Appeals Court issued a stay. Now, all progress towards finding Quarles a location has stopped and cannot continue again until the courts resolve the appeal. In the meantime, Quarles will stay at the Coalinga State Hospital getting treatment through a program for sexually violent predators. 1131

SAN DIEGO (KGTV) - The family of a man who died after sky-diving in Otay Ranch created a Gofundme page for his two sons left behind.Jonas Wingen said his brother, Joe, died Sunday after suffering a medical emergency while sky diving."Deployed his chute, everything was fine... While he was descending something happened, he had a heart attack I'm not sure," said Wingen.Joe's two sons, Jo Jo and Riley, now moving to Lake Elsinore to live with their mom, while grieving the loss of their father."Jo Jo, it's hitting him hard, he's 14... Riley's handling it well," Wingen said. He said the family created a Gofundme to help ease some of the hardship and support the boys' future."Jo Jo is going to get braces... We're going to put some of it in a college fund for when they hit 18," he said.Riley created a memorial video showing how much they idolized their dad, remembering jam sessions and adventures. Wingen said Joe liked to ride dirtbikes, go surfing and play instruments."You know he worked hard and he played hard. That was Joe, and he loved his two boys," he said. "The last thing he said to me was, 'I'm going sky diving tomorrow wish me luck, woo!'"Wingen said Joe's last text he sent captured his essence: "fears lead to an average life."Wingen said their family is planning a celebration of life for August 5, which would have been Joe's birthday.
