BEIJING, July 4 (Xinhua) -- China upgraded its emergency response for flood control from level IV to level III on Saturday, according to the Ministry of Water Resources, as incessant downpours continued to wreak havoc in vast stretches of the country.
The HKSAR government will not be unduly worried by such threats as Hong Kong will continue to rely on its fundamental strengths of the rule of law, independence of the judiciary, free and open trade policy, level playing field and unique advantages brought about by the continuous opening up of the mainland economy, he noted.
By building a free trade port, Hainan will implement zero tariffs and low taxes, simplify the tax system, and offer special policies in trade, investment, capital flow, visa and entry, transportation, and flow of data, thus becoming a new hub for reform and opening up in China.
HKSAR Chief Executive Carrie Lam welcomed the move and said the HKSAR government will fully cooperate with the NPC Standing Committee to complete relevant legislation as soon as possible.
