SAN DIEGO (KGTV) - A Bankers Hill man returned home to a knife-wielding man in his kitchen, leading to a frantic dash out of the neighborhood."I heard my neighbor pull up. I'm a light sleeper. Within a couple minutes, I heard sirens coming from every direction," said Tom.Tom, who asked us not to identify him, says two Sundays ago before 1 a.m., surveillance cameras showed his neighbor parking in front of his home. In the video, the homeowner is seen walking to his front door. An outdoor light turns off, and suddenly, another light comes on. Tom says that's when his neighbor encountered a stranger in his kitchen."He came home and found the guy standing at his back door with a bottle of alcohol from his cabinet, and a knife from his butcher block. He backed off a bit and called police," said Tom.The intruder ran out the back. He is then seen making his way to the front of the home, across the street and right to Tom's front door."He tries to get into my house. It's locked so he takes off down the street," said Tom. Tom says a man fitting the same description has been spotted stealing bikes and casing homes in the area. As for the recent break-in, Tom says it's not clear how the man got in, but video of the motion-activated lights suggest he was in the home for nearly an hour."It's more than a violation. You start to lose your sense of security, and that's the worst part of it," said Tom.The intruder is described as a white male, between 20 and 30 years old, 5’6"-5’8", 155 lbs, with tattoos on both forearms. He was wearing a grey shirt, dark pants, and a hat turned backwards. Anyone with information on the case is asked to call San Diego Police at 619-531-2000. 1694

SAN DIEGO (CNS) - Voting in San Diego County Tuesday has been a relatively smooth experience, even with higher-than-normal turnout, a San Diego County spokesman said.Michael Workman, county communications director, said workers at the Registrar of Voters have been very busy. SAN DIEGO (KGTV) -- A former professional skateboarder convicted of raping and murdering a woman in Carlsbad nearly three decades ago is suitable for parole, a hearing panel at Donovan Correctional Facility determined Tuesday.The Board of Parole Hearings panel determined Mark “Gator” Rogowski is not an unreasonable risk to the community, setting him up for release despite objections from the victim’s father and the San Diego County District Attorney’s Office over a crime that stunned the region in the 1990s.“We think the decision did not take into account the grave public safety concerns posed by this inmate. We think he still poses a threat, especially to women,” said Supervising Deputy District Attorney Richard Sachs. “When someone does something as horrible as this, it shocks the conscience that they would be granted parole,” he added.A world champion skateboarder in the 1980s, Rogowski was convicted of beating Jessica Bergsten with a metal rod into semi-consciousness, raping her, wrapping her in a surfboard bag, and strangling her to death in a fit of rage that spanned three or more hours. Rogowski later buried her body in the desert.Bergsten was a friend of Rogowski's ex-girlfriend. He said he took out his rage from the break-up on Bergsten, a college student and part-time model, in a case of "misplaced revenge."“The pain never goes away,” the victim’s father Stephen Bergsten told the panel. “This inmate received a life sentence, but he imposed a death sentence upon Jessica and our family.”Commissioner Brian Roberts said the panel took several factors into consideration, including Rogowski’s remorse for the crime, lack of significant criminal history, good behavior in custody, and rehabilitation programs he has completed during his 27 years in prison.Roberts said the panel also put significant weight on a new law that gives added leniency to “youthful offenders” who commit crimes before the age of 26. The law, which took effect in 2018, is based on studies showing the impulse control architecture in the brain is not fully developed in most people until about age 25.“I’m disgusted with what I did. I think about it every day,” Rogowski told the board. “I took everything from that poor family. They have every right to be angry with me. I want to make it go away but I can’t.”The Board of Parole Hearings has 120 days to finalize the decision. After that, the case will go before the governor for review.“Unfortunately, justice wasn’t served today, but the governor will have a chance to look at this case and we hope he will,” Deputy DA Sachs said.Commissioner Roberts ordered Rogowski to live temporarily in transitional housing upon release. The 53-year-old inmate said his long term plan is to live with his brother. He said he already has a job offer to do paralegal or clerical work. 2838

  

SAN DIEGO (CNS) - Virulent Newcastle disease was detected this weekend at a property in central San Diego County, a state veterinarian said Sunday. Friday's detection was identified when a private veterinarian submitted dead birds to the California Animal Health and Food Safety Laboratory System, according to state veterinarian Dr. Annette Jones. Response team members from the California Department of Food and Agriculture and the U.S. Department of Agriculture are working through the Labor Day weekend on control measures, including restriction of bird movement, mandatory euthanasia of infected and exposed birds, and surveillance testing near the property where infection was detected. "We are moving quickly to investigate the origin of disease as well as any movement of birds or equipment that could carry infection," Jones said in a statement. Detections of virulent Newcastle disease have decreased greatly over the last few months, she said. "Our priority remains to stop the spread of the virus and eradicate the disease," Jones said."We have made significant progress toward this goal by identifying and clearing remaining pockets of disease, but this case reminds all bird owners in Southern California to remain aware of VND signs, practice good biosecurity, stop illegal movement of birds from property to property, and report any sick birds immediately to the Sick Bird Hotline, 866-922-2473."Members of the 'home flock' community encourage keeping your birds where they are, wash your hands, change your clothes and shoes after contact with the birds to prevent the spread of the disease.The disease put California on a quarantine, keeping businesses from buying new chickens, leaving cages empty. SAN DIEGO (KGTV) — A coalition of groups protesting how law enforcement officers use force says it plans to launch a recall effort against San Diego District Attorney Summer Stephan in 2019."You're going to see us all over this county," said Oletha Wade-Matthews. "We're not going anywhere until we see justice, or get you out of office."Around one dozen people gathered Downtown Tuesday to speak at a San Diego City Council meeting, then hold a press conference. They pointed to several deaths which have occurred this year in law enforcement custody, including Earl McNeil earlier this year, and Vito Vitale and Jason Watts in the first three weeks of October.RELATED: No criminal charges to be filed in National City Police custody death of Earl McNeilThe protestors say it's critical to have more PERT (psychological emergency response team) crews available to advise officers on how to apprehend suspects who are either on drugs or suffering from mental illness.In Vitale's case, they criticized officers for holding Vitale down."There has to be medical doctors that will tell you when someone is high on drugs, when someone is having a mental crisis.
