SAN DIEGO (KGTV) — Hundreds of miles from her hometown of Paradise, Ashley Ketcham watches in horror as the Camp Fire ravages her beloved community.She now lives in Escondido and first heard about the fire from her mother.“I kind of blew it off because we’ve had fires my whole life, and then she wrote me back again and said the CMA Church burned down," Ketcham remembers.RELATED: Camp Fire: At least 9 dead as fire incinerates N. California townAt first, she felt numb.“I woke up this morning and, um, a friend of mine said 'Is it ok to hate God right now?' SAN DIEGO (KGTV) - Hundreds of Clairemont neighbors attended a public hearing Wednesday to learn why their neighborhood was picked for a new homeless housing project.A developer wants to convert former office space on 5858 Mt. Alifan Drive into roughly 50 apartments for the homeless. The location is near the Vons shopping plaza.“It’s just not acceptable. I’m not against homeless shelters by any means but this is not the proper location,” said Mark Bromley. He believes the site is too close to homes and schools.San Diego City Councilman Chris Cate said the developer has not yet applied for a permit to start the project. Cate told 10News he can’t give his opinion on the project in case the issue goes before the Council.Organizers shut down the planned open house after more than 200 people attended due to possible fire code violations given the size of the crowd.Another informational meeting is tentatively scheduled for next Tuesday at a larger location. 973

SAN DIEGO (KGTV) -- District Attorney Summer Stephan spoke about her new efforts to train officers and weed out “bad actors.”The push includes calls for a new independent Commission on Police Practices, which would replace the current Community Review Board on Police Practices. “Our communities need us to grieve with them, but they also need us as leaders to step up,” Stephan said. “Officers that are involved in abuse like what we saw with Mr. George Floyd have a history. They do not belong in a field where you supposed to serve and protect and you have the power between life and death.”She said part of the effort to train officers in de-escalating situations includes a new class that focuses on interactions with the public. “This is about interacting with someone that may have mental health issues, may appear not compliant, and how do you talk to them. How do you de-escalate? How do you show respect and communication?” she said.The goal is to train all 5,000 officers in the local departments.The independent Commission on Police Practices would have independent council and subpoena power. It still needs to qualify for the November ballot. Mayor Faulconer pledged his support for the ballot measure Monday. Stephan said she also supports it.“I support it because it is a balanced approach for oversight and transparency,” Stephan said. As of late last year, the city’s independent business analysis said the commission could cost between .1 to .3 million per year, depending on staffing. 1516

  

SAN DIEGO (KGTV) - Each year around this time, we marvel as gray whales make their way from Alaska down to Baja, Mexico, to give birth. However, this year's migration started late. "This year, with the migration being so late, a lot of the moms aren't actually making it to the lagoon before they give birth. So we're seeing a lot of these pregnant females giving birth on the migration this year," said Captain Domenic Biagini, founder of Gone Whale Watching San Diego.While the migration is late, Biagini says the whales look much healthier than last year, when many died. "Likely these whales spent a little longer feeding this year to make up for what they didn't get last year, and with less sea ice than normal, they're able to actually go further north looking for food, which then also makes the migration longer," said Captain Dom. Biagini says the calves aren't strong enough to dive, so he's already seen close calls with private boaters speeding by. "The problem is a lot of these grays, especially the moms with babies, are intentionally trying to keep a low profile and people aren't realizing that they're there as they're flying through thee areas. So it's really crucial to be conscious of your speed and surroundings during gray whale season," said Biagini.He says while the newborns are more vulnerable, the moms do a good job keeping a low-profile.They should arrive at their destination in a week or two. 1433
