BEIJING, March 19 (Xinhua) -- Severe drought has affected 51 million Chinese and left more than 16 million people and 11 million livestock with drinking water shortages, China's State Commission of Disaster Relief said Friday.About 4.348 million hectares of farmland were affected and 940,200hectares would yield no harvest, the commission said in a statement.Since autumn last year, southwest China, including Yunnan, Sichuan and Guizhou provinces, Guangxi Zhuang Autonomous Region and Chongqing Municipality, has received only half its annual average rainfall and water stores are depleted. Photo taken on March 17, 2010 shows the thirsty fields of a terrace in Donglan County, southwest China's Guangxi Zhuang Autonomous Region. The local government and people were mobilized to fight against the drought here.The commission said the ministries of finance, agriculture, civil affairs and water resources had appropriated more than 370 million yuan (54.4 million U.S. dollars) to the provinces, autonomous region and municipality to combat the drought.The funds are generally to be used to purchase drinking water, equipments and supplies for urgent water construction projects.More than 4,000 troops of Chinese People's Armed Police Force (PAPF) in Sichuan, Guizhou, Yunnan, Guangxi and Chongqing have been mobilized to help rural residents with water supplies.The PAPF detachment in Yuxi, Yunnan Province, has supplied more than 17 tonnes of its water reserve to 176 households in the province. In Sichuan, PAPF troops used their machinery to help pump underground water.In Guangxi, the PAPF troops transported water in trucks to 13 remote villages which were home to more than 7,000 farmers and 6,000 livestock.Weather forecasts show no obvious indications of rain in the drought region in the next 10 days.

BEIJING, Feb. 27 (Xinhua) -- Chinese President Hu Jintao on Saturday sent a message of condolence to his Chilean counterpart Michelle Bachelet over the casualties and property losses caused by the powerful earthquake that struck Chile earlier in the day.Hu, on behalf of the Chinese government as well as in his own name, extended sincere condolences to Bachelet, the Chilean people and government as well as deep sympathies to the earthquake victims.Hu said China was ready to offer emergency relief assistant to Chile to help those affected by the earthquake through their difficulties.Hu said he was confident that under the leadership of the government, Chile would be able to overcome the catastrophe and reconstruct its homeland.A massive 8.8-magnitude earthquake rocked southern Chile early Saturday, killing at least 122 people, and Bachelet has declared a "state of catastrophe" in the country.

BEIJING, Jan. 16 (Xinhua) -- Being the only foreign rescue team to run medical-aid stations in quake-ravaged Haiti, Chinese rescuers are giving quake victims what they desperately need: medical assistance, team members told Xinhua via phone Saturday.     The China International Search and Rescue Team, arriving in Port-au-Prince at 2 a.m. local time on Jan. 14, opened the first medical assistance station at 8 p.m. the next day, said captain Hou Shike.     The station had been treating patients pulled out of debris and provided medical support to medical and security personnel, he said.     China's second station in the refugee camp near the office building of Haitian prime minister had treated and some 120 people, while giving hygiene tips and conducting epidemic prevention work in the camp.     "To prevent epidemics, we had sterilized an area of 300 square meters in the refugee camp crammed with thousands of quake victims," Hou said.     "Confronted with severe wound infection, numerous refugees are in urgent need of professional medical treatment," said Fan Haojun, deputy captain of the team.     He said although local volunteers had done their best to offer basic treatment, but because of the lack of wound cleansing, infections among some of the wounded had deteriorated that even small operations costed more time and medicines than usual, said Fan.     The Chinese rescue team of more than 60 people left Beijing for the Caribbean island Wednesday night along with 10 tonnes of food, equipment and medicines.     The massive quake also left eight Chinese police officers, serving in China's peacekeeping forces, buried. The body of one missing police officer had been found, said China's public security ministry late Saturday night.

SHANGHAI, Jan. 22 (Xinhua) -- Visiting Austrian President Heinz Fischer here on Friday expressed his confidence in the success of the Shanghai World Expo and expectation for further economic and trade cooperation between his country and China.The Expo would have profound influences on the social, economic and culture development of the host city Shanghai, Fischer said in a meeting with Shanghai Mayor Han Zheng.Austria hosted the 1873 World Expo.Fischer said Austria would actively participate in the Expo and Austrian Federal Chancellor Werner Faymann was expected to attend the opening ceremony.Despite the financial crisis, China was the only market of Austria that saw an increase in export volume in 2009, said Fischer.He called for further cooperation in such areas as economy, culture, science and sports.Austria's statistics showed that the trade volume of its export to China recorded a year-on-year increase of 5 percent in 2009, while China's customs said China-Austria trade hit 4.33 billion U.S. dollars from January to November last year.China has now become Austria's largest trading partner in Asia, and second largest outside the Europe and the fourth largest exporters to Austria in the world.Fischer arrived in Shanghai Thursday, or the 100-day countdown to the opening of the Expo. BEIJING, March 24 (Xinhua) -- China's State Council, the Cabinet, said Wednesday the country would step up efforts to encourage investment from the private sector.The government would encourage private investment in sectors currently mainly state controlled such as infrastructure for transport, telecommunications and energy, public utility, scientistic and technological programs for national defense, and the building of affordable housing, according to a statement released after the Cabinet's executive meeting Wednesday chaired by Premier Wen Jiabao.The State Council called for private firms, which played an important role in creating jobs, to strengthen independent innovation and roll out more new products, according to the statement.The government would also help some private enterprises set up technology research centers.Private companies were welcome to participate in the reform of state firms by purchasing a stake in them, it said.The government said it would create a good environment for private investment by setting up a sound administrative service system and amend unfavorable laws and regulations.In an effort to combat the global financial downturn, the government agreed at the Central Economic Work Conference last December to promote private enterprises so to create jobs, to increase market access for private investment and protect the legitimate rights and interests of private investors.
