INDIANAPOLIS -- A Bloomington, Indiana auto dealership was told to stop selling cars after the Indiana Secretary of State's Office discovered the business is not licensed in the state. The secretary of state's office issued a cease and desist Friday to H Auto for selling cars without a license and illegally issuing interim license plates.H Auto has been advertising in English and Chinese and allegedly may have been targeting Chinese students at Indiana University, according to the secretary of state. The advertisements say to make an appointment because H Auto does business by appointment only, but typically most dealerships do walk-in business.Some customers of H Auto allege that they were sold cars with fake New Jersey license plates.Others allege the auto dealer took their money but they never got a title for the vehicle they purchased.The secretary of state's office and Bloomington police are currently investigating.If you believe you may have been victimized by H Auto, call the secretary of state's office at 317-234-7190 1074

Infrastructure spending going to be a hot topic in the upcoming midterm elections, with many asking, how are we going to pay to fix America’s aging roads?Correspondent Nicole Vowell traveled to Rhode Island, the smallest state with some of the biggest infrastructure problems.The tiny part of New England spans only about 1,500 square miles and is one of the oldest states. Combined with Rhode Island being nearly 33 percent water, the state is fighting a tough battle to keep roads and bridges intact.Casey Dinges, director of the American Society of Civil Engineers, says one in four of their bridges is structurally deficient. That means, he says, safety standards are ramped up."That bridge will be inspected every year, instead of the standard every two years,” explains Dinges of one of the bridges in the area.The Ocean State may be facing the most worries, but Dinges says, overall, the U.S. just isn't that structurally sound.Last year, Rhode Island earned a dismal D+ infrastructure rating."We've been deferring maintenance and under investing in our infrastructure for decades,” Dinges says of the rating.Of the nearly 800 bridges in the state, approximately 200 of them are considered structurally deficient, which is costing taxpayers millions of dollars to fix.Dinges says for every family in the U.S., it amounts to about per day.The overall goal, Didges says, is for federal and local government to get on board and invest over the next 10 years to upgrade America’s infrastructure."The allocations for what the state needs has not been enough,” Dinges says. 1585

The Insurance Information Institute helps people understand insurance and what it does.Insurance Information Institute director Janet Ruiz said COVID-19 got people thinking.“I think they’re concerned and thinking about mortality and illness in the world,” Ruiz said. “It’s always important to have life insurance but sometimes people are so busy, they’re not paying attention to these types of needs they have whereas right now they’re looking at their financial picture and thinking, ‘Hey, I should have life insurance for my family and make sure they’re taken care of if something happens to me.’”And she says they have more time to prepare for catastrophe.For State Farm, that's helping people navigate what could happen in your region."There are very real significant risks relative to wildfires in California or hurricanes in Florida, or storms in general,” Cook said. “One of the things we pride ourselves on not just helping people recover when something happens but how to help them think about risk mitigation on the front end.”Cook says State Farm's 19,000 agents across the country are talking to clients about how to protect your home. Things like taking inventory, reviewing what kind of coverage you have and what you can do to structurally to protect your home. These are things, that before COVID-19, people would push off for a later date.“People are home and they have more time sometimes to think about the what if scenarios and that intersects with our reach out by our agents to say how can we help you," Cook said.Another big change is automotive coverage. Auto insurance customers policy should check their policies and reach out to their agents. Companies are sending refunds or rebates to customers due to changing driving habits.“We call it good neighbor relief program,” Cook said. “Payment flexibility, options relative to providing relief, we announced a dividend, a return of value to customers to the tune of billion recognizing they are doing less driving and there are fewer accidents.”Some are beefing up homeowner and renter policies, again, thinking about things as they're home and reviewing their properties.“If there’s a water leak, they’ll detect it quickly and get it fixed and they’re not having as much theft because they’re around the house and so you don’t have the thieves coming in while you’re at work,” Ruiz said.She also said most agencies are allowing you to put off payments for a month or two if you need a financial break. In mid-July, California’s department of transportation, known as CalTrans, was supposed to break ground on a highway construction project that was expected to take 18 days.The work was to repair and repave 800 feet of the busy 101 Freeway that connects San Francisco to the mainland, but the work never started because the project wrapped up in April, months before it was originally expected to begin."In the Bay Area, it was one of our busier years,” said CalTrans spokesman Bart Ney.The only reason contractors were able to start and complete the project months ahead of schedule was because of COVID-19.“We had to reduce traffic in normal situations by 30%, which was going to be very difficult,” said Ney. "In this case, we already had about a 40% traffic reduction because of people staying home for COVID-19.”In Colorado, something similar happened as plans to add an express lane through the main mountain corridor were able to accelerate a month.“It was over a 50% drop in traffic,” said Colorado Department of Traffic spokeswoman Presley Fowler.In April, the Federal Highway Administration says Americans drove 40% fewer miles than they did during the same time in 2019. It allowed projects in Nevada, Arizona, Wisconsin, Texas, Virginia, and Florida to all start ahead of schedule as well.The reduction in traffic didn’t only speed up work timelines, it also increased safety for workers as they could work during daylight hours that typically would have been off limits because of rush hour traffic. It also allowed states to save taxpayers millions in worker payroll.“You would quantify that impact in numbers in the tens of millions of dollars,” said Ney of the Highway 101 project.But as some states sped up their projects, others had to apply the brakes to theirs. The reduction in traffic volume hurt states in the pocket when it comes to gas tax revenue. Starting in March, states started seeing their biggest loss in gas tax revenue in decades as some had to defer billions in repair projects, saying they were short billion in funding.To help, Congress has been working on a transportation bill since road work was left out of the CARES Act, but that still has not passed.As states have reopened their economies, traffic volume has resumed to around 80% of its pre-COVID-19 levels. That will help with gas tax revenue. But at the same time, it will take some projects out of the fast lane. 2421
