SANTEE, Calif (KGTV) - Edgemore Hospital celebrated the 10th Anniversary of its current facility Wednesday, a milestone in a dramatic turnaround from a reputation that almost led to its closure."You had a hospital that as basically built in the 1920's," County Supervisor Dianne Jacob said in an interview with 10News. "You had a hospital that at times had no air conditioning on days where it was 100 degrees...required a lot of maintenance, held together with bubble gum and baling wire, basically.""It was like a rundown hotel with open windows and animals running around," said patient Glenn Higgins, who spent two years in the old facility. "The nurses were scared to go to certain areas because they said there were ghosts from a lot of people dying."Costs of renovation or replacement were so steep, the County Board of Supervisors almost decided to close Edgemoor and not replace it. However, after being on the verge of making that decision, the Board instead relented and approved the 9 million to build the current facility in Santee.Higgins says that while Edgemoor always had a great staff, the new building has made a big difference in the quality of care. Security experts are clarifying what you should know about the hack against the U.S.Last week, federal authorities warned of the breach in government and private computer systems. It's suspected that Russian attackers were behind it.Some members of Congress have voiced concerns that taxpayers' information could be exposed through the treasury department. But one expert tells us that isn't really valuable to these attackers.“The breach over the last week is much more geared towards nation state secrets, manufacturing secrets, supply chain secrets, you know different intellectual property, than it is personal information,” said Randy Watkins, Chief Technology Officer at CriticalStart.Watkins says the average person likely won't see any immediate impact, but with policy information and military strategies at risk, there could be downstream ramifications.Federal authorities say the hackers primarily got in through software called solar winds that some agencies use.Watkins says that means we need to look more at how we measure security for third party vendors.“A lot of times, the attackers don't need to go directly after the treasury department or the department of defense. Those are very locked down networks, but they can go after the third parties that do business and have connections into those environments, and that's what they did in this scenario.”Officials say this hack could have started as early as last March.Watkins says the type of tech they used is hard to catch, allowing attackers time to patiently collect data under the radar.That means working on detection methods will also be key moving forward. 1641

SANTA ANA (CNS) - Orange County reported 713 newly confirmed cases of COVID-19 and six more deaths Friday, bringing the county's totals to 15,778 cases and 360 deaths.The new numbers came as most of the county's coastal cities prepared to close their beaches for the Fourth of July holiday weekend to prevent further community spread of the virus.The county's cases included 1,208 residents of skilled nursing facilities, 406 jail inmates and 108 homeless people, according to the OC Health Care Agency.The six deaths announced Friday were three skilled nursing facility residents and three county residents who were not living in a care facility. The total number of fatalities include 184 residents of skilled nursing facilities and 14 residents of assisted-living facilities.The number of hospitalized patients in Orange County rose from 556 Thursday to 584, with the number of patients in intensive care dropping from 193 to 187.County officials reported that they had performed 253,991 COVID-19 tests, with 8,075 documented recoveries.County CEO Frank Kim said the decision to close county beaches on Saturday and Sunday was made to align with most major cities along the coast, and out of concern that with indoor dine-in restaurants and bars closed the county's beaches would be more overrun than usual during the holiday weekend.County-operated beaches affected by the order are Aliso, Carmel Point, Table Rock, Thousand Steps, Treasure Island and West Street in Laguna Beach as well as Capistrano, Sal Creek, Baby and Strand in Dana Point and Poche in San Clemente and Bayside in Newport Beach.Gov. Gavin Newsom announced Wednesday that state beaches would also be closed in counties that close their coastline. PCR tests are considered much more accurate because a specimen is tested, but there is a high error rate for many serology tests, which measure antibodies created after someone gets infected.The number of both types of tests the county was receiving were combined on May 28, a mishap discovered on June 3, Chau said. County officials stopped reporting both numbers at that point because the serology tests are not as reliable, Chau said.Officials intended to correct the numbers it was reporting on the county's website, but a newly redesigned site was delayed until June 26 when the corrected data was made public -- meaning incorrect testing data was provided for several weeks, Chau said.Kim and Chau said they should have informed the public and county board earlier of the mistake. (KGTV) - Voters are expressing confusion and frustration after receiving a mailer titled 'COPS Voter Guide.'Brandon Salgado was sorting through the mail this past weekend at his grandfather’s home in Santee when he saw the political mailer."It’s got the badge, says 'COPS Voter Guide.' On the back it says 'COPS' and it's red and blue. Looks like something law enforcement would back," said Salgado.Salgado has family members that work in and with law enforcement, and took a closer look at the mailer’s list of ‘priority’ propositions. At the top, next to Prop 16, which involves the issue of affirmative action, is the word 'NO,' and an arrow pointing to a mailer's description of the proposition: 'For Racial Equality.'"I was shocked that someone should put out that law enforcement is 'No' for racial equality. Just didn’t sit well with me. It’s a bad look, bad optics," said Salgado.Salgado, who thought the mailer had police backing, then saw the fine print, which says 'This organization does not represent any public safety personnel.'So what does it represent?A video on the the COPS Voter Guide website says the Folsom-based group is a non-partisan, public advocacy organization.“The candidates we support have pledged to make public safety a top priority,” explains the group's director in the video.During the 2016 presidential election, the Modesto Bee described it as a 'pay-to-play mailer,' disguising advertisements as endorsements. On the mailer itself, there is the phrase 'paid for' by the candidates or ballot measures."It’s completely misleading ... If I were law enforcement, I'd be upset they appear to be representing me," said Salgado.Salgado, who says the mailer's law enforcement branding is convincing, worries other voters may not read the fine print."Everyone should want the truth and the facts to make a decision for themselves ...
