SAN DIEGO (KGTV) — With San Diego Comic-Con fans missing the convention in-person this year, some have instead left a tribute across the street from the convention center.Fans of the pop culture event recently began leaving flowers, t-shirts, and notes of their memories from past Comic-Cons outside TinFish — a popular site for people watching and off-site SDCC experiences every year.Chris Morrow, one of the organizers of the shrine, says the tribute was organized as a way for fans to continue connecting over their shared love of the convention.RELATED: San Diego Comic-Con 2020: What to know about SDCC@Home"Residents from San Diego County got together to show love and respect to Comic-Con. SAN DIEGO (KGTV)- Across California, a record-breaking 3.7 million acres have already burned in more than 8-thousand wildfires this year.Both Cal Fire San Diego and the San Diego Fire-Rescue Department are preparing to respond to potential fire disasters, as dangerous weather conditions return to San Diego County.“We know the potential is there,” said Thomas Shoots, a public information officer for Cal Fire. “We’re holding all our firefighters on duty, and we’re staffing on every piece of equipment to make sure we’re covered, we’ve brought on contract dozers. We’ve asked that the other agencies that we work with here in the county provide resources, and they stepped up, and we’re very appreciative of that.”San Diego Fire-Rescue has also increased staffing and equipment.The National Weather Service extended a Red Flag Warning to Tuesday at 5 p.m. for the inland valleys and mountains.A heat advisory will also be in effect Tuesday through Thursday.Just weeks ago, the Valley Fire destroyed homes and charred more than 16 thousand acres in the East County.With similar weather conditions, fire crews hope community members will try to reduce the possibility of a fire sparking.“If everybody could do their part, anything they can think of that can start a fire, whether its dragging chains down the highway, clearing brush with metal motors, please be extra cautious,” said Shoots.SDG&E warned 700 customers in the backcountry of the possibility of Public Safety Power Shutoffs (PSPS) but sent the all-clear to most customers by Monday afternoon.However, 19 customers in Descanso may still be impacted by PSPS overnight into Tuesday. 1651

SAN DIEGO (KGTV) -- With distance learning and the fall semester approaching, college students are struggling with what to do about apartments they are no longer moving into.Nicole Ah Mow lives on the Big Island in Hawaii. Ah Mow was excited to help her daughter move to San Diego, as she prepared to attend San Diego State University as a third- year transfer.“We heard that a lot of these apartments get filled up pretty quickly, so we wanted to get in on it quite early,” Ah Mow said.They found 5025 Apartments near the campus and signed a lease to move in later this month. As the pandemic got worse and universities started weighing between in-person or virtual learning, Ah Mow asked the complex if there was any flexibility.“Basically [they] just said at this time, there's no other option,” Ah Mow said.“Everyone is very stressed out,” said Erin Rounds, managing attorney with the Tenants Legal Center.She said they have been flooded with calls since the pandemic began.“Tenants do still have rights and they have enhanced rights right now,” Rounds said. “Landlords need to be understanding and sympathetic and follow the law.”She said its critical families go over their contract. Rounds said there are limited circumstances where you can break a lease. “The sooner you let them know, the better that situation's going to be,” Rounds said.She advised anyone looking to break a lease to contact an attorney.In Ah Mow’s situation, emails from the assistant community manager in early July said they are "unable to terminate [her] lease."In late July, the apartment complex managers gave her three options: move in and pay the rent, allow the complex to find someone to take over her daughter’s spot and pay the fees, or Ah Mow needed to find someone herself and pay a 0 reassignment fee.“I’m stuck between a rock and a hard place,” she said.Not knowing the area, she opted for 5025 Apartments to find someone. However, she told Team 10 she had to pay close to ,000 upfront including more than ,500 in rent difference.She understood some of the fees, but for her “to pay the difference, I think that’s really harsh on their side.”Team 10 called and sent several emails to 5025 Apartment managers. SAN DIEGO (KGTV)- A new technology just reached San Diego and Border Patrol agents say it’s going to help them do their jobs faster, easier and more efficiently. They’re called Mobile Video Surveillance Systems. Each unit is grounded to a Ford F150, the controls to operate the cameras mounted on a mast in the bed of the truck are inside. San Diego is the second place in the nation to have truck like these. Border Patrol says they’ll be rolling out in just a couple days. The first place to have Mobile Video Surveillance System trucks is Rio Grande Valley, Texas. Michael Scappechio is a supervisory with Border Patrol and he tells 10 News, “the looming threat of the migrant caravan in Tijuana and more people potentially on the way we need to make sure we’re prepared for that”. The two cameras allow the agents to see two pictures at all times, a daytime camera and an infrared camera. While Scappechio says the need for this kind of technology is needed in San Diego, it’s their increased rate of arrests that landed the trucks here, “nearly a 90 percent increase is significant, that’s going to get attention, that’s going to get resources, that’s going to get man power, infrastructure and technology”.Border Patrol tells 10 News these trucks won’t replace the border wall but instead, will go hand in hand with it. 1334

SAN DIEGO (KGTV) -- With rising home prices and amid an affordability crisis, a weaker housing market is being predicted in 2019 by the California Association of Realtors.The report seems to confirm a report published earlier Thursday morning by Trulia. Home sales are already seeing a slump compared to 2017 and the trend is expected to continue in 2019, with an expected 3.3 percent drop.“While home prices are predicted to temper next year, interest rates will likely rise and compound housing affordability issues,” said C.A.R. President Steve White.“Would-be buyers who are concerned that home prices may have peaked will wait on the sidelines until they have more clarity on where the housing market is headed. This could hold back housing demand and hamper home sales in 2019.”Meanwhile, the median home price is forecast to increase by 3.1 percent to 3,450 in 2019, following a 7 percent increase in 2018.The association added that the surge in home prices due to supply shortages is finally taking a toll on the market. Adding more uncertainty is outmigration, according to the association.Outmigration is the result of the state’s housing affordability crisis, which is predicted to be a concern for the California housing market in 2019 as interest rates continue to rise.According to the organization, 28 percent of homebuyers moved out of the county they previously lived in, up from 21 percent in 2017.The association warns that outmigration will continue as long as home prices remain out of reach and interest rates rise in the upcoming year. 1574
