A Pacific Beach woman was hospitalized after tripping over a dockless scooter left next to a traffic light on Garnet Avenue.The incident happened July 1, the day the city began enforcing scooter regulations. Ellie Fellers, who is in her 80s, was trying to cross Mission Boulevard at Garnet Avenue to mail a letter. She says she pressed the button to cross on the the traffic light, which was surrounded by unused scooters. Once she got the signal, she turned to cross but tripped over a scooter.Fellers says she suffered two concussions and a bleed above her adrenal gland. "Enough of this," Fellers told the City Council Tuesday. "The money you're making on those scooters can't possibly make up for the amount that it's costing you."The new city rules call for painted corrals that designate where scooter riders can leave the devices. However, they're currently only located in downtown. On Wednesday in Pacific Beach, there were scooters left along the sidewalks or toppled over in piles. "All of this is making it very difficult for pedestrians to get around town, and we've noticed that people who normally walk for exercise, like Ms. Fellers - they're saying we don't feel comfortable walking for exercise in our own community," said Scott Chipman, a 45-year Pacific Beach resident and a member of its community planning group.A spokeswoman for the mayor says 100 dockless scooter corrals will be added in Pacific Beach, and another 80 in Ocean Beach, by the end of the month.Meanwhile, Chipman and other residents are reporting that many of the scooters are not slowing to the geo-fenced limit of 8 miles per hour along the boardwalk.Annalisa Snow, who was riding a scooter along the boardwalk Wednesday, said she hasn't noticed any change."I haven't personally," she said. "It lets you go fast."What is in effect is a requirement that operators stage the devices in groups of four maximum, with 40 feet of space in between each group. A pedestrian bridge suddenly collapsed onto the road below near Florida International University, crushing cars and killing at least six people Thursday.Hours after the bridge collapsed, officials said early Friday that the rescue mission is now a recovery operation.Emergency crews worked overnight in what Miami-Dade Police spokesman Alvaro Zavaleta called a "very slow process" in order to preserve evidence and the safety of possible victims and rescuers, because of unstable conditions at the bridge.At least nine people were transported to hospitals for treatment, authorities said.Witnesses described hearing a loud boom Thursday and moments later, finding victims, including construction workers across the wreckage and people trapped in cars.Senator Marco Rubio, who visited the site Thursday, posted on Twitter: "The cables that suspend the #Miami bridge had loosened & the engineering firm ordered that they be tightened. They were being tightened when it collapsed today." Rubio has been a visiting professor at the university for the past 10 years.The bridge's main span, which weighs 950 ton, had just been installed Saturday over eight lanes, near the university in Miami.  1205

  

A second Trump Organization employee discussed a potential immunity deal with the federal prosecutors who charged Michael Cohen, President Donald Trump's former personal attorney, according to people familiar with the matter.That employee ultimately did not receive immunity after prosecutors in the US Attorney's Office for the Southern District of New York decided against granting such protection. The person was not called to testify before the grand jury, the people familiar with the matter said.The employee's identity couldn't be determined by CNN. Spokespeople for the US Attorney's office and Trump Organization declined to comment.News of the second employee's talks with prosecutors comes after Trump Organization chief financial officer Allen Weisselberg was granted immunity for providing information about Cohen. Weisselberg's interview with prosecutors focused on Cohen and the payments Cohen made to silence women during the election cycle who claimed affairs with Trump.Prosecutors also granted immunity to David Pecker, a longtime Trump ally and the CEO of tabloid publisher American Media Inc. Pecker told prosecutors that Trump had knowledge of Cohen's payments to women who had alleged sexual encounters with the then-presidential candidate, CNN reported. 1285

  

A second report in as many days is predicting an “extremely active” hurricane season.The National Oceanic and Atmospheric Administration released their annual August update for the Atlantic hurricane season Thursday. They are predicting 19 to 25 named storms, where 7 to 11 of them become hurricanes and 3 to 6 of those become major hurricanes with winds of 111mph or greater.Hurricane season ends November 30.There have already been nine named storms in 2020, the earliest that has happened since historical records began. Hurricane Isaias was also the fifth storm of the season to make landfall. It’s the fastest we’ve gotten to five land-falling storms since the old record set back in 1916.Historically, according to NOAA’s Climate Prediction Center, only two named storms form on average by early August and the ninth storm typically does not form until October.“This is one of the most active seasonal forecasts that NOAA has produced in its 22-year history of hurricane outlooks,” said U.S. Secretary of Commerce Wilbur Ross. “We encourage all Americans to do their part by getting prepared, remaining vigilant, and being ready to take action when necessary.”On Wednesday, Colorado State University’s Tropical Weather and Climate Research Center released their final predictions for the 2020 hurricane season. They believe there will be roughly 24 named storms, and 12 hurricanes.“The primary reason why we’re forecasting such an active season isn’t as much the storm activity that we’ve already had, but the large-scale conditions we’ve observed during July and what we expect to see during the peak of the season,” said Dr. Phil Klotzbach, from Colorado State University.NOAA says current oceanic and atmospheric conditions are making 2020 an active storm year, including warmer-than-average sea surface temperatures, reduced vertical wind shear, weaker tropical Atlantic trade winds and an enhanced African monsoon.Both groups say their predictions are for overall seasonal activity and do not predict landfall. Whether or not a storm comes on shore is determined by short-term weather patterns in a certain area at the time the storm forms. 2159
