MOSCOW, Aug. 24 (Xinhua) -- A Russian Progress cargo ship crashed into Siberia after failing to reach the right orbit Wednesday. The crash marked the second failure in space launch in less than a week and the third in this year, prompting local media to suspect a major reshuffle in Russia's space industry.UNPRECEDENTED FAILUREThe Progress M-12M unmanned freighter was launched to the International Space Station from Baikonur space center in Kazakhstan on Wednesday. Solovyov said the launch of the next Progress is scheduled for October 28.So far, Roscosmos has refrained from comments regarding the possible halt in manned missions aboard Soyuz carrier rockets."Comments will follow. Now it is necessary to determine the causes of today's abortive launch of a Soyuz-u carrier rocket with the Progress M-2M transport ship," Roscosmos told Itar-Tass news agency.Local media raised the prospect of a major reshuffle in Russia' s space industry as the country has lost a total of six space vehicles over the past nine months.On Aug. 18, a carrier rocket Proton-M failed to deliver to the orbit communication satellite Express-AM4. TAMPA, the United States, June 18 (Xinhua) -- The HIV/AIDS patients in the U.S. state of Florida are in dispute with state authorities over a proposal to impose tighter restrictions on those who qualify for drugs provided by the state's AIDS Drug Assistance Program (ADAP).According to the proposed restrictions, individuals would have to earn less than 21,000 U.S. dollars annually to qualify for ADAP drugs. If approved by the Florida Department of Health (FDH), this would affect approximately 1,150 HIV/AIDS patients."The FDH is currently looking at the number of cost containment activities, including altering the financial eligibility for ADAP services," said FDH's press secretary Jessica Hammonds. "After soliciting public input on this matter, the department is in the final stages of evaluating the matter."The Florida ADAP program serves almost 9,500 clients, each of whom receiving 8,600 dollars in funding annually, Hammonds said. There are still another 3,482 on a waiting list.Four FDH sponsored public hearings were held in April and May on the proposal to reduce HIV/AIDS funding. Two were held in Miami, one in Tampa, and the other one was held in the state capital city of Tallahassee. WASHINGTON, July 20 (Xinhua) -- Using the Hubble Space Telescope, astronomers have discovered a fourth moon orbiting the icy dwarf planet Pluto, the U.S. National Aeronautics and Space Administration (NASA) announced Wednesday in a statement. The tiny, new satellite, temporarily designated P4, was uncovered in a Hubble survey searching for rings around the dwarf planet.P4 was first seen in a photo taken with Hubble's Wide Field Camera 3 on June 28. It was confirmed in subsequent Hubble pictures taken on July 3 and July 18. It is the smallest moon discovered around Pluto. It has an estimated diameter of 8 to 21 miles (13 to 34 km).
