SAN DIEGO (KGTV) — More than 0,000 went missing from New Hope Friendship Baptist Church in 2008 and 2010, according to new Sheriff’s Department investigation report Friday.The investigation was an Internal Affairs probe into Lt. Devera Scott. Scott was also the treasurer for New Hope Friendship Baptist Church during the time the money went missing.The report claims Scott admitted to church officials she took the money. However, the church told investigators they did not want to press charges as Scott had promised the church she would it pay it all back through monthly payments, and a portion of her retirement.The church also told investigators they were in the business of forgiveness and did not want to ruin Scott’s career, according to the documents.Investigators also learned that Scott made the church a beneficiary to a 0,000 life insurance and accidental death and dismemberment insurance policy.The internal investigation became public Friday, following the ruling of a San Diego judge. The decision comes after local media, including 10News, sued to keep police unions from blocking departments from releasing records related to officer misconduct.The San Diego Sheriff's Department was not part of the suit and has been releasing cases pursuant to SB1421, according to sheriff's department Lt. Karen Stubkjaer.Scott retired from the sheriff’s department on March 22, 2013, before the investigation into the missing church money was complete according to the documents. No charges were ever made against Scott.Other court filings suggest Scott might have been facing financial problems at the time.10News reached out to the church for comment. SAN DIEGO (KGTV) — Police released a sketch Thursday depicting the suspect of a sexual assault at Black's Beach near La Jolla Shores this week.San Diego Police say the female victim was jogging on the beach Wednesday when she was sexually assaulted. The suspect slapped the woman's buttocks twice and grabbed her in the genital area before she broke free and called for help.Officers responded by did not find the man. The suspect is described as a Black man between 30 and 40 years old, with short to no hair and an earring in one ear. SAN DIEGO (KGTV) -- Proposition 25 is a measure that would end the money bail system, replacing it with an assessment for public safety and flight risk. If approved, it would allow SB 10 –signed into law in 2018—to take effect.Team 10 spoke to a San Diego mother against Proposition 25. She did not want to be identified because her daughter has an open case. She said she was recently able to get her out of jail by paying bail.“It would be devastating not to have that available,” she told Team 10 over the phone. “Unfortunately, she is caught up in a very unhealthy relationship and she actually was the victim in this.”She said her daughter has mental health issues and is worried that her daughter would have unfairly stayed in jail longer.“Not having [bail] available, I wouldn't have been able to get her out especially with this whole pandemic going on. There [are] delays in the courts. Courts are not open.”While many civil rights groups have worked to reform the current system, some do not believe this proposal is better. The No on 25 ad features the President of the California NAACP.In the ad, Alice Huffman says “Prop. 25 ends our right to put up bail for anyone, even though they may have been racially profiled. Prop. 25 replaces bail with computer algorithms.”Backers of the measure believe Proposition 25 is a fairer system. Opponents believe it is a “new discriminatory system of computer-generated profiling,” according to the argument against Prop. 25 in the official voter guide.Legal analyst Michael Crowley said while parts of the ad are factual, there are misleading statements.“It is factually correct that this proposition will replace the cash bail [and] bail bondsman with algorithms. They say algorithms like it's a dirty word, but we live with algorithms every day,” Crowley said. “In fact, they're using some algorithms in the court system as we speak.”In reference the term “black boxes” used in the ad, Crowley said that it is a “term in the industry that is just used to talk about algorithms that they keep them proprietary.”The American Bail Coalition is a major backer of the No campaign. The Legislative Analyst's Office said if approved, it could increase state and local costs by the mid hundreds of millions of dollars a year. SAN DIEGO (KGTV) -- Officials say more than 80 people are currently being monitored for coronavirus symptoms in San Diego County, as the first flight of quarantine passengers from a cruise ship arrived at MCAS Miramar Tuesday. A group consisting of between 50-60 people arrived at MCAS Miramar just before 10 p.m. Tuesday for a 14-day quarantine. The passengers had been aboard the Grand Princess cruise ship that was brought to Oakland.All passengers have been screened and showed no symptoms, County Public Health Officer Dr. Wilma Wooten said, adding that about 400 more passengers were expected to arrive at Miramar on Wednesday.The cruise ship reported at least 20 people infected with coronavirus aboard the ship, before it was directed to dock in Oakland after spending about a week awaiting orders off California's coast.RELATED: San Diego County woman tests positive for coronavirus following overseas travelAbout 900 California residents who were aboard the ship will be repatriated through MCAS Miramar and Travis Air Force Base in Northern California, according to Wooten. Charles Dockery said the U.S. Department of Health and Human Services is leading the local quarantine effort on the base."As with the previous mission, all passengers entering quarantine will have been deemed asymptomatic by health care professionals. Passengers will remain quarantined throughout the 14-day period and there will be no contact with DOD personnel. Finally, any person that tests positive for COVID-19 will be transferred off-station," Col. Dockery's statement read.San Diego is currently monitoring 73 travelers from China and Iran for coronavirus symptoms, according to the county. Since Feb. 6, 448 travelers have been monitored, with 375 travelers clearing their quarantine period.Currently, 11 non-travel related individuals in San Diego County are being monitored: Nine who had contact with an Orange County patient who works in Chula Vista and two people who had contact with a travel-related coronavirus patient who lives in San Diego County. SAN DIEGO (KGTV) -- Police Monday arrested a suspect they say beat a 72-year-old man with a crowbar during a carjacking. Police say Daniel Dubois, 33, was arrested for the incident. According to police, the incident happened on the 5000 block of Kesling Street in Clairemont Mesa East around 9:47 a.m. Monday. Police say the 72-year-old drove up to his home only to find a man trying to break into his garage with a crowbar. Police say the victim suffered major head injuries in the attack. The incident happened less than a week after an 87-year-old man was beaten by three men who broke into his Clairemont home. The victim in that attack says he was working on a ceiling fan with the door open when the suspects stormed in. 974
