SAN DIEGO (KGTV) — A man convicted of killing a San Diego Police officer in 1978 in the city's Skyline neighborhood has been granted parole by a review board.Jesus Cecena was convicted of killing SDPD officer Archie Buggs on Nov. 4, 1978, during a traffic stop. He was sentenced to life in prison without the possibility of parole after shooting the 30-year-old officer four times before killing him with a final shot at point-blank range, according to the San Diego District Attorney's office.According to Deputy District Attorney Richard Sachs on Wednesday, the parole board feels Cecena is no longer a risk to society. The San Diego District Attorney's office believes he should remain in prison."He hasn't come to grips with the crime. He doesn't own the causative factors of this offense. He does not accept his true motivation behind committing this crime," Sachs told 10News anchor Lindsey Pena on Tuesday.The former gang member was 17-years-old at the time of the slaying. His prison term was later modified to seven years-to-life due to his age, making him eligible for Youth Offender Parole.Since then, Cecena has been denied parole at least 14 times, the latest being 2019, 2017, 2016, and 2014. Each time, the seriousness of his crime was cited. The DA's office told 10News last year that Cecena has had an unstable social history in prison, receiving more than 10 violation reports for misconduct.Last year, Gov. Gavin Newsom denied Cecena parole.Tuesday, Pena spoke with Buggs' former partner, Jesse Navarro. Navarro was there the day he and his partner made the traffic stop and remembers the day vividly."It was a planned execution by gang members in the area. They'd been talking about killing a police officer in the area for a number of months," Navarro recalls.Buggs died right in Navarro's arms. Buggs was laid to rest just a month before he was supposed to get married."Not only we became partners but Archie and I became very good friends," said Navarro. 1985

SAN DIEGO (KGTV) - A local Naval officer is making a plea for tips after thieves made off with some priceless military heirlooms.On Tuesday, Gervy Alota's wife called him after she returned to their home on Linbrook Drive."Just completely ransacked my house...my heart sunk," said Alota.Since there were no clear signs of entry, Alota believes the thieves got in through the doggie door in the back of the home.Among the missing items were several dozen collectible Jordan sneakers and about 15 pieces of jewelry, including Alota's class ring from the Naval Academy.  He calls it a symbol of the start of his 20-year Navy career.  A class ring belonging to his wife - also a graduate - was also stolen. 720

According to WalletHub, San Diego takes the 47th spot on the list among 257 other cities throughout California. America’s Finest City ranked 51st for quality of life, 139th for health care and 4th in the activities ranking. San Diego did take the top spot in California in several categories. According to WalletHub, San Diego has the most museums and fishing facilities per capita when compared with other California cities. San Diego did, however, rank quite a bit lower when it comes to adjusted cost of living and percentage of population aged 65 and older, placing 149th and 145th respectively. According to the WalletHub ranking, the best cities in California for retirement are Los Gatos, Los Altos and Walnut Creek. The lowest-ranking cities are Modesto, San Bernardino and Stockton. To compile the list WalletHub compared more than 250 cities across 28 key metrics. 997

  

SAN DIEGO (KGTV) — A measure that would increase property tax bills to pay for thousands of affordable housing units has moved closer to the November ballot.On Tuesday, the San Diego City Council voted 6-3 to support what's called a resolution of necessity about the measure. It directed city staff to prepare language for the council to approve for the November ballot.The San Diego Housing Federation, which brought the measure forward, says it would pave the way for an estimated 7,500 affordable housing units. Of those, 5,000 would be for the homeless and those at risk of becoming homeless, while another 2,500 would be for low-wage working families. RELATED: Father Joe's Villages breaks ground on affordable housing project in South Bay"This is a solution to homelessness on the scale of the problem that's in front of us," said Stephen Russell, who heads the federation. "Our hearts say we need to do this and frankly it is cheaper to put people in housing than it is to flood them with emergency services."The proposal would raise property taxes on average 19 cents per ,000 of assessed value, taking a gradual approach over about seven years. Once it is fully in place, an owner of a median priced home of 0,000 would pay an average of about 0 per year. The measure would require a two-thirds majority vote. James Douglas, a downtown resident, said something needs to be done to help the homeless, but he lamented his own high rent. "I was paying 0 for a two-bedroom and living room, kitchen, front yard backyard out towards the San Bernardino area," He said. "Here I got a studio for ,000. It's not even worth it."The six Democrats on the council supported the measure. The two Republicans and independent voted no. 1917

  

SAN DIEGO (KGTV) -- A runaway boat became lodged on rocks after taking off while the owner was trying to dock the vessel Monday afternoon.Captain Tony Olson with TowBoatUS San Diego said a man sailing from Harbor Island was trying to dock at Shelter Island when the boat took off.According to Olson, the man was trying to tie the boat off with the sail partially up and the motor running, causing it to take off without him.The 35-foot vessel became lodged on rocks at the Naval Base.It took a while for the boat to become dislodged. Olson says there doesn’t appear to be any major damage to the vessel.Olson noted that this is one of several boats that ran aground Monday.A 19-foot vessel, pictured below, also smashed into rocks at the foot of Point Loma. The Coast Guard warned people traveling through marine channel 16 of the boat that ran aground.  872
