SOLANA BEACH, Calif. (KGTV)- As San Diego county's COVID-19 cases continue to climb, restaurant owners hope outdoor dining isn't banned next. Los Angeles County shut down outdoor dining last Wednesday for a minimum of three weeks due to a surge in infection rates.Piero Tarantino owns Parioli Italian Bistro on Highway 101 in Solana Beach.He's down to just two employees, with the restaurant open only four days a week."We have a problem retaining employees cause we have to cut their hours since we don't have a lot of business, and we have to close a few days cause there are not enough sales to even pay one employee," said Tarantino.He says outdoor dining was going well in the summer, but it's a struggle now that cooler weather is here even when using heaters. "It's not comfortable cause you have heat coming from one side, but then the rest of your body is cold," said Tarantino.Restaurants across the country are trying to continue with outdoor dining even as the weather gets cold. Some owners are getting creative using everything from igloos, to individual pods, to tents and canopies.Dr. Anne Rimoin is an epidemiologist at UCLA. She said eating outside is only safe if you are truly outside."The issue is it needs to be completely open, wide open, ventilation if you have a roof, if you have sides, that's not outdoors, outdoors means in the open air," said Dr. Rimoin. Rimoin said everyone needs to do their part to bring down the infection rates."Right now, we're at the most dangerous point of this pandemic that we've been in, so far," said Dr. Rimoin.San Diego County Supervisor said right now there is no talk of banning outdoor dining locally."I have not seen evidence to suggest there's significant spread, at least from outdoors settings," said Supervisor Fletcher. Shamika Burrage survived a near-fatal car accident two years ago, but not without losing something pretty important: her left ear.Now, thanks to a novel procedure performed at an Army medical center in Texas, Burrage is getting that ear back in a most unusual way.Plastic surgeons harvested cartilage from Burrage's ribs to create a new ear and then grew it under the skin of her forearm. Then the doctors at William Beaumont Army Medical Center in El Paso successfully transplanted the ear from her arm to her head.The technique -- a first time in the Army -- is called prelaminated forearm free flap, said Lt. Owen Johnson III, chief of plastic and reconstructive surgery at William Beaumont Army Medical Center.Some of the big advantages of it is that it reduced the chance of more scarring around Burrage's ear. Also, growing the ear under the skin of her forearm allows new blood vessels to form."(The ear) will have fresh arteries, fresh veins and even a fresh nerve so she'll be able to feel it," Johnson said on the US Army's website.Burrage, a 21-year-old private, still has to endure two more surgeries, but she's feeling more optimistic about the future than ever in the years since her accident."It's been a long process for everything, but I'm back," said Burrage. 1295

  

Seven people, including four children, have been found dead in a rural property in Western Australia, in what's believed to be the country's worst mass shooting in more than two decades.Officers were called to a residential property in Osmington, around 170 miles (270 kilometers) south of state capital Perth, in the early hours of Friday morning, where the seven bodies were discovered, said Western Australia Police Commissioner Chris Dawson.Police arrived at the property following a call from "'male person' connected to the property" shortly after 5:00 a.m. local time (5 p.m. Thursday ET), national broadcaster ABC reported.Five bodies were found inside the house, and the other two outside, close to the property. Dawson described the incident as a "tragedy" and "horrific incident."Police were treating the incident as a murder-suicide, according to ABC."It appears that gunshot wounds are there, but I don't want to go further than that... two firearms have been located," Commissioner Dawson said, according to the ABC.The ABC is reporting that it is Australia's worst mass-shooting since 1996's Port Arthur massacre, in which a lone gunman killed 35 people with a military-style semiautomatic rifle.The massacre, in Australia's southern island state of Tasmania, was the last straw for Australians, following a decade of gun massacres which had left more than 100 people dead.Just 12 days after the Port Arthur shooting, the government of Prime Minister John Howard announced nationwide gun law reform, by far the most popular initiative of his first year as Australian leader.In Friday's incident, police statement said there were "no concerns about wider public safety."Police say they are unable to share any other details and are currently looking for next of kin and friends to notify.  1816

  

Senate Majority Leader Mitch McConnell said Thursday he is not sending senators home until there is a coronavirus stimulus bill that has been approved by the chamber.“The Senate is not going anywhere until we have COVID relief out the door. We're staying right here until COVID relief is out the door,” McConnell said.As far as the status of negotiations?“Conversations are still underway and making progress on the major pandemic relief package we've all been seeking for the American people. As I've been saying, families across the nation have waited far too long already for another significant dose of assistance. People's lives depend upon it,” he said.Last week, House Speaker Nancy Pelosi said that the House will not break for the holidays until pandemic relief is passed.There is added pressure on Congress as the government runs out of funding Friday night.But both sides have been working on economic relief for months, but have failed to come to any sort of compromise.Two weeks ago, a bipartisan group of legislators proposed a 0 billion stimulus plan that would extend funds for additional unemployment benefits for up to 18 weeks per worker. The legislation also would replenish funds for the Paycheck Protection Program, which helped companies affected by the pandemic make payroll.In recent days, members of Congress have pushed for 0 stimulus checks to be added to the comprehensive package. The checks would be sent to Americans in a similar fashion as the stimulus checks most Americans received in the spring. 1783
