SAN DIEGO (KGTV) - Some local leaders believe a significant number of homes that could help ease the housing shortage are actually vacant, and it may be time to consider a 'vacancy tax.'On any given night, amid the bright lights of the downtown skyline, are the not-so-bright, 41-story towers of the Harbor Club condominiums. Aaron Howe lives two blocks away."Just kind of empty and lonely. You see a few lights, but it's mostly dark," said Howe.Sources tells 10News, at various times in the past decade, as many as half the units have been vacant, meaning they are not a primary residence. I'm concerned you have people making investments in their fourth, fifth and sixth homes. To tackle the housing crisis, you can't just build something you call housing. It has to be something that actually houses people," said Fletcher. But just how many local homes stand empty? According to the the real estate tracker CoStar, San Diego's vacancy rate is about 4.5 percent. A healthy market is around 7 or 8 percent, but those numbers generally account for apartments, not single family homes and condos. Months ago, the San Diego Housing Commission directed staff to look into more accurate vacancy numbers, a first step that could lead to the proposal of a vacancy tax, similar to one enacted in Vancouver, British Columbia in 2017. "Housing prices were going up far faster than local incomes were. There was fear a lot of homes were bought as investments and they were being left empty," said Dan Fumano, a reporter with the Vancouver Sun who has covered the issue extensively.RELATED: Facing It Together: San Diego college students cope with homelessnessVancouver assessed a 1 percent levy on a home's assessed value for homes occupied less than half the year. While some homeowners cried foul, the city pressed on, including audits on homes to confirm they were inhabited. So far, city leaders have called the results of the tax encouraging. In the first year, it generated million in revenues for affordable housing projects.In the same time period, the number of declared vacant units dropped by 15 percent, welcome news in a tight rental market."There have been all these stories of college students living in mansions in expensive neighborhoods ... owners renting out to a group of five students for quite cheap just so the owner can avoid paying the tax," said Fumano.A similar tax has since been enacted for the entire province of British Columbia. SAN DIEGO (KGTV) — Some local colleges are shifting toward a new policy of getting rid of standardized test scores as an admissions requirement.The University of San Diego is one of 60 other colleges, including local Cal State and University of California campuses, now using the "test blind" policy amid a pandemic-altered high school experience and education.The SAT has been something on Laila Ellyse's mind for some time now. She says part of her concern recently has been COVID-19-related restrictions on testing group sizes."You've been hearing about it for such a long time you have to take the SAT, it's like this big bad test," Ellyse said. "The number of seats available at any given test site is now reduced because of social distancing and all of those kinds of things." Ellyse says she had to go all the way to Utah to take the test because there were no testing site options in California. Standardized testing has also become increasingly debate following the nationwide college admissions scandal, in which several parents were charged with paying to get their kids admitted to top tier colleges.That's part of the reason USD is now a test blind campus. While SAT or ACT scores can be admitted, they'll be ignored for admission. Instead, college officials will consider other factors including high school academic record and GPA, letters of recommendation, admission essays, extra-curricular involvement, work experiences, and family responsibilities.USD says it hopes the new policy will make the admissions process fair and equitable for all students and allow lower-income students who may face barriers to accessing testing an even playing field.The test blind policy may not be permanent though. SAN DIEGO (KGTV) -- San Diego State University canceled spring break 2021 on Tuesday night, citing concerns of rising COVID-19 cases. Instead of the traditional nine day break, students will get four "rest and recovery days" scattered throughout the semester. The days will create multiple long weekends for students and faculty. The decision was made during a University Senate meeting. The vote was 44 to 28. The school senate is made up of faculty, staff and student representatives. Within hours of the decision, an online petition gained thousands of signatures from students asking for the school to bring back spring break. In a lengthy email sent to the entire campus, school officials explained the decision was made in an attempt to slow the spread of COVID-19,citing health and safety as the schools top priority. Officials say the rest and recovery days are for no instruction, assignments, deadlines or exams. Orchard is in search of stability, but in a competitive job market, that search becomes more difficult. I think showing that at the top of their resume is really going to highlight and give you those extra buzzwords,” said Barara. Another way to make your resume stand out is including or obtaining certificates in your specific field of interest. According to Dana Ellison, a senior recruiter, a common mistake job seekers make is not applying for the right job.“I say titles are a little nebulous. If you see a job and say hey this describes all the skill sets I do, but it’s not how I’m marketing myself, that would be a great way to start,” said Ellison. Ellison also suggests job seekers ditch the fluff words to make room for things that matter. “If someone says they are a good communicator, a team player, a fast learner, those are things literally everyone says, so those things can be left off,” said Ellison. SAN DIEGO (KGTV) - San Diego-based Qualcomm is bringing tech companies together this week to showcase innovations in technology at its Smart Cities event. Zee Munir is in San Diego to display a giant touchscreen system. It puts everything teachers need for lessons at their fingertips. Teachers can record lessons and even have an extra set of eyes. “The cameras would show whether the student is paying attention or not dozing off or not,” Munir said. The first-of-its-kind event is designed to make it easier for governments to identify and use the smart innovations, which include parking meters, license plates, and even vacuums. Snajeet Pandit of Qualcomm said San Diego is where much of the smart tech begins. “San Diego compared to other cities adopted tech much faster rather than waiting and watching so they are at the cutting edge of deploying tech,” Pandit said. 882
