California regulators want to tax text messages to increase funds for programs that bring connectivity to underserved residents.A new surcharge proposed by the California Public Utilities Commission (CPUC) wouldn't be a per-text tax, but a monthly fee based a cellular bill that includes any fees for text-message services. Most carriers offer a flat fee option for texting, and already charge a similar fee for other services included in the bill — such as phone calls. The exact structure of the charge would vary from carrier to carrier.The commission will vote on the measure January 10, 2019, and is facing strong opposition from industry trade groups like the CTIA, which represents AT&T Mobility, Sprint, and T-Mobile. On Wednesday, the FCC approved a new rule that classifies text messages as an "information service" like email. Proponent of the rule say it will give carriers the ability to crack down on spam messages, and critics say it could lead to carriers censoring messages.The CTIA argued in a legal filing submitted Wednesday that if texts are an information service, then the CPUC doesn't have authority over them and can't add on surcharges. It claims the proposal would go against federal law.The industry group also says the proposal would create inequity "between wireless carriers and other providers of messaging services," such as WhatsApp, iMessage and Skype."Subjecting wireless carriers' text messaging traffic to surcharges that cannot be applied to the lion's share of messaging traffic and messaging providers is illogical, anticompetitive, and harmful to consumers," the CTIA said in its filing.In light of the FCC ruling and other legal filings submitted to the CPUC, the group could change its draft proposal before the vote next month.According to the CPUC, the charges go to a number of different programs, including 911 services, subsidized phone service for low-income residents, and equipment for deaf and hard-of-hearing users. 2379

CHANDLER, Okla. – Investigators say they were able to use DNA from a discarded cigarette butt to crack a 33-year-old cold case.The Oklahoma Attorney General's Office says the cigarette butt and latent prints were collected at a rest stop where Paul Aikman was found brutally stabbed to death in September of 1985.A DNA profile was developed from one of the cigarette butts, but the Lincoln County case eventually went cold.Last year, however, forensic scientists notified agents that they had found a potential DNA hit in the national DNA database. The DNA matched 55-year-old Earl Wilson, who is currently incarcerated in Oklahoma Department of Corrections custody for unrelated crimes.Criminalists say they then matched a print taken from the crime scene to Wilson.Attorney General Mike Hunter has now filed first-degree murder charges against Wilson.“Advances in DNA technology are allowing authorities to take another look at these difficult cases,” said Hunter. “Just because cases go cold doesn’t mean someone shouldn’t be held responsible, even after three decades.”The director of the Oklahoma State Bureau of Investigation, Ricky Adams, says Aikman’s family has suffered for 35 years, not know who was responsible for his murder.“35 years have passed, but we have not forgotten about Paul,” said Adams. “Thanks to science and determined police work by OSBI agents and our Cold Case Unit, we are pleased to announce that the suspect in Paul’s murder has been identified. (CNS) - A man suspected of setting fire to a historic commercial structure in downtown La Mesa during a police brutality protest that devolved into rioting last spring was jailed Tuesday on suspicion of arson and felony vandalism.Daniel Louis Sandoval, 43, was arrested Tuesday morning near his Campo home in connection with the fiery destruction of the Randall Lamb and Associates Building on Palm Avenue, according to the La Mesa Police Department.The structure, which had been designated as historically significant by the La Mesa Historical Society, was one of several buildings, including two banks, burned to the ground during the unrest.Two other men have been arrested in connection with the fires and the looting of stores during the chaotic demonstration.The May 30 protest was sparked by the Memorial Day in-custody death of George Floyd in Minneapolis and the arrest of another Black man, Amaurie Johnson, in La Mesa a few days later.Johnson's rough arrest by a white La Mesa police officer was captured on video and proliferated over social media, prompting extensive backlash and a federal lawsuit filed by Johnson against the city.The demonstration began with protesters marching onto Interstate 8 in the afternoon, stopping traffic, before moving on to La Mesa police headquarters.Though the protest began peacefully, confrontations began breaking out at nightfall, with some demonstrators throwing things and officers firing beanbag rounds and tear gas to disperse the crowd.Sandoval was booked into San Diego Central Jail, where he was being held on 0,000 bail pending his initial court appearance.
