(KGTV) - Bedbugs, the bane of many homeowners, were discovered lurking inside several San Diego County buildings last week.10News was tipped off to a bedbug infestation at a county building: the Agricultural Weights and Measures building in San Marcos.The county confirmed to 10News, bedbugs were found there and another building from the same department in Kearny Mesa.  As for how it happened, a county spokesperson revealed only that an employee is the cause and public areas were not affected.Workers from the Agricultural Weights and Measures Department, which provides pest control for the county, have laid traps, monitored for bed bugs, and moved employees to a separate area.Garrett Thrasher is Vice President of Thrasher Pest Control.  He says the typical plan of attack could also involve K9 alerting, vacuuming, steam cleaning and sometimes chemical treatments."From there, it's weekly checks to make sure there is no new activity or complaint," said Thrasher.Thrasher says bedbug calls have been increasing over the last few months and are slightly up from the same time last year. 1161

The judge called them “a politically motivated attack on the efficiency of the Postal Service” before the November election. SAN YSIDRO, Calif. (KGTV) - An abandoned church in San Ysidro will become the site of 10 new affordable housing units, as well as a cultural center.The non-profit group Casa Familiar is spearheading the project, called "Living Rooms at the Border.""What we want to do is build a culture corridor from SY Blvd through the alley, all the way to the Beyer Trolley Station," says Community Development Director David Flores.The church was built in 1927 and is known in the neighborhood as "El Salon." Casa Familiar bought the property in 2000 and has worked to develop it since then.The proposed 14,000 square foot development will turn it into a cultural arts center. Around it, Casa Familiar will build 10 units of affordable housing, a community garden and patio, office space for support services and programs, and walkways connecting the alleys to main streets.Flores says it will connect the community to its past and future."There's history. There's richness. There are stories that families love sharing about San Ysidro and growing up here. It's going to be a space that will bring back a lot of those memories."As part of the plan, the exterior of the church will stay in place. So will much of the filaments inside."People would tell us stories about coming here for Sunday services, or doing their first communion, even weddings, people get married here," says Flores. "It's a really special, cool place, where we thought, why demolish everything. This is a really important community icon that we can restore."The project is the latest effort to revitalize the neighborhood. A new park and playground are just a half block away from the church, and plans are underway to build a new San Ysidro library two blocks away.The new homes will vary in size. There will be three one-bedroom units, three two-bedroom units and four three-bedroom units."This is not a lot of units, it's 10 units," says Flores. "But the whole idea behind this project is to build in the service, support programs that families need.""Living Rooms at the Border" will cost around 8.25 million dollars and includes improvements to the surrounding infrastructure.Casa Familiar says they got a 0,000 seed grant from Art Place America. They were able to pair that with a 2-for-1 matching grant from the PARC Foundation. That gave Casa Familiar more than a million dollars to begin the project. New-Market tax credits and financing will help pay for the rest.They hope to start construction in July and have it finished by next summer.  2533

  

Sandy Hook, Orlando, Aurora, Las Vegas, and now Sutherland Springs, Texas. As we struggle to find answers and to come to terms with the reality of mass shootings, one of the key questions is, why?What drives some people to carry out unthinkable attacks? And what do mass shooters tend to have in common?Dr. Richard Cooter is a forensic psychologist at George Washington University. He specializes in mass shootings, and the mind of a killer. “You will have some people who are true psychopaths. That's relatively rare,” he said. “The majority of these folks, and they’re men, they have a grievance of some sort.  It may be real, it may be imagined.  But whatever it is, it is real to them.”An FBI report released in 2014 looked at 160 active shootings and found gunmen almost always acted alone, were usually male, had a wide range of ages, and killed themselves about 40 percent of the time.But what makes a person want to carry out such a horrific crime in the first place? Cooter says something makes them lose empathy and disconnect from their conscience. Often, he says they become overwhelmingly angry.  “They tend to isolate from people and they just ruminate over this grievance and over a period of time they will come to a point they can’t stand it anymore," he said.The Sandy Hook shooter was apparently mad at his mother. The Pulse nightclub shooter who pledged allegiance to ISIS was said to be “angry at the world,” Cooter said.Cooter believes they may let the anger simmer, building until it makes them direct their rage at society.Other shooters are what he would consider highly psychotic and unable to feel remorse.  He points to the shooter who opened fire in a movie theater in Aurora, Colorado. Doctors testified he had a psychotic mental illness. The gunman who targeted Arizona congresswoman Gabby Giffords and others was diagnosed with schizophrenia.Cooter says there’s another factor. For the deeply disturbed, a mass shooting can offer instant fame and a way to make their lives seem to have meaning.  “They become famous for a while. They’re usually not around to know it, but that’s the plan,” Cooter said. "There seem to be copycat sorts of things.”Even so, Cooter says there are plenty of people who have deep anger or other hallmarks of a mass shooter, but it’s extremely rare to actually decide to kill scores of innocent people. 2434
