It is a time for family reunions, gift giving and fireworks.It will be even merrier for the survivors of the Wenchuan earthquake in 2008, who just moved into their new homes in the new town.The earthquake survivors are preparing for the first Spring Festival in their new homes.Xia Tianfeng of Beichuan County, Mianyang City, is sticking red paper decorations onto the windows of her new house for good luck in the New Year."We finally have our new house. Why wouldn't I be happy?" asked Xia.She and her family lived in a makeshift house for two years before moving into their new house one month ago.Dong Depa, 43, and his family moved into their new house in Yingxiu Town, the epicenter of the quake, five days ago."I can pay off the debt incurred to build the house in two years," said Dong, who spent only 30,000 yuan (4,541 U.S. dollars) for the house's construction and decoration, with the rest being shouldered by the government.Dong lost his two children in the quake but he and his wife have since had another child, a son."Last year, we spent the Spring Festival in the dormitory of the brick factory where I work as a cook. Now we can finally enjoy the festival in our own home," said Dong, unable to conceal his joy.Xia told Xinhua the ceremony for the new county seat was the real taste for a happy new year.Reconstruction has finished in the quake-hit zones in Sichuan, with most survivors now in their new houses.In Beichuan County alone, 96.5 percent of the survivors already have their new house.The new county seat is located in Yongchang Town, about 23 kilometers from the quake-leveled old one.The 8.0-magnitude earthquake struck southwest China on May 12, 2008, leaving about 80,000 people dead or missing.Waving goodbye to their temporary barracks, 7,397 households have been allocated new apartments, among which 3,504 households were former Beichuan residents, while others were from different Wenchuan earthquake-hits regions."The new apartment has already been simply decorated by the time I received the door key. With our new furniture, we can wait no longer to move into the home," said 45-year-old Xie Xinghe, a former resident of Beichuan.Including 50,000 yuan (about 7,575 U.S. dollars) in loans, Xie paid a preferential price of 79,600 yuan (about 12,000 U.S dollars) for the 100 square meter new apartment.Losing his only son in the earthquake, Xie and his wife adopted a one-year-old boy."It is the child who brings me new hope for the future," Xie said. MOSCOW, Jan. 21 (Xinhua) -- Russian and Chinese companies started construction of an iron ore dressing plant Friday in the Evreyskaya Autonomous Oblast to provide high-grade iron ore to the Asia Pacific region, including China.Yury Makarov, chief executive officer of IRC Ltd., told Xinhua the plant would reach its designed capacity in 2013 at 10 million tons of iron ore and 3.2 million tons of iron ore concentrates, which contain up to 65 percent iron.Makarov said that 20 percent of the iron ore concentrates, which are natural iron ore processed through crushing, grinding and dressing, would be used to meet demands of Russia's far east and the rest would go to the Asia-Pacific market. Currently, China imports large amounts of concentrates from Brazil, Australia and India."We are very open to interaction with various countries of the Asia-Pacific region, especially China. The volume of processed iron ore has been increasing every year. We will be happy to deliver iron ore to your companies as well as any other consumers who are willing to purchase our products," he said.The plant will draw its resources from the Kimkanskoye and Sutarskoye deposits and send its products through the Khabarovsk Krai and the Suifenhe port to China.The plant is only 7 km from the Trans-Siberian Railway. A railway bridge is being planned between Evreyskaya Oblast and Heilongjiang to further shorten the supply route.Total investment in the plant is 400 million U.S. dollars, with 340 million in loans from the ICBC (Industrial and Commercial Bank of China) in China. Interest under the facility will be charged at 2.8 percent above LIBOR per annum. The China National Electric Engineering Co, Ltd is tasked with the construction of the plant.Makarov said he was very optimistic about the future of the plant and the development of relations between the Russia's far east and China's northeastern region.IRC Ltd. is a metal unit of Russian gold miner Petropavlovsk PLC. BEIJING, Feb. 2, (Xinhua) -- All Chinese travelers stranded in Egypt are expected to have been returned to China by Thursday, the start of the Spring Festival, said China's national tourism authorities late Wednesday.As of the Spring Festival Eve, most of the Chinese tourists stranded in Egypt due to the country's nation-wide protests had been flown back to China by chartered planes, according to a statement released by the National Holiday Office, an inter-ministerial agency led by the National Tourism Administration.China had sent a total of eight "special commercial flights" to Cairo, Luxor and Hurghada to bring back Chinese citizens stranded in these cities, and six of the planes had returned, carrying 1,371 people, including those from Hong Kong, according to the Chinese Foreign Ministry.The Spring Festival is the Chinese lunar New Year, a time for family reunions, according to Chinese tradition.The National Holiday Office has also issued warnings about traveling to Australia, as tropical cyclone Yasi was expected to make landfall in northeast Queensland late Wednesday local time.

ZHENGZHOU, Feb. 16 (Xinhua) -- China's Yellow River catchment authority has launched emergency measures to restrict industrial water usage and to release reservoir water for wheat crops in the face of a worsening drought.The Yellow River Flood Control and Drought Relief Headquarters raised on Wednesday its drought alert from yellow to orange, the second-highest level, indicating the area is facing the worst drought in up to half a century.The headquarters ordered all authorities along the catchment area to initiate an emergency response to ensure water supplies for people and livestock, and to restrict industrial water consumption.The drought, which has plagued the middle and lower reaches of the Yellow River since October last year, was likely to affect more than 40 percent of crops in the area, said a headquarters spokesman.Light to moderate snowfall brought some relief to the wheat farmers in the region over the weekend, but not enough to end the drought. Most regions along the Yellow River received precipitation of less than 10 mm.Thanks to the recent rise in temperatures, ice covering 120-km of the Yellow river has melted, offering more water for irrigation and other water uses.The headquarters' statistics show that water channeled from the Yellow River reached 228 cubic meters per second at 8 a.m. Tuesday, and supplied the drought-plagued Shandong Province, Tianjin Municipality and Hebei Province.The headquarters had released more water from reservoirs along the catchment to help with the irrigation of winter wheat crops, said the spokesman.The Chinese government on Friday announced plans to dig 1,350 wells in eight major wheat-growing provinces to help ease the drought that is threatening grain harvests.
