SAN DIEGO (KGTV) - Port of San Diego Commissioners saw the latest draft of the new Port Master Plan this week while allowing people who live in the area one more chance to weigh in on the region's future.The Port Master Plan is a 51-page document that will guide development along the San Diego Bay. This is the Plan's first update since it was created in 1981."For the first time, we include elements, or chapters of goals, objectives, and policies that will guide issues that apply Bay-wide, not just specific to individual locations," says Lesley Nishihira, the Port's Planning Director.The new Master Plan calls for more hotel development, with nearly 4500 new rooms on Harbor Island and the Embarcadero. But it prohibits new hotel rooms on Shelter Island, the Coronado Bayfront, and the Silver Strand.RELATED: Planned park could impact USS Midway MuseumIt also includes provisions for height restrictions on new buildings, a plan to turn the parking lot at Navy Pier into park space, and commercial industry use guidelines along the Bay.Port employees have been working on it for nearly eight years, with the Port Commissioners holding 40 meetings about the Plan, as well as dozens of public forums.But critics say it is too focused on tourism and industry and does not do enough to help out San Diego residents who live along the Bay, particularly in low-income areas south of the Convention Center."The status quo isn't good enough for the community," says former City Councilman David Alvarez, who has been vocal in his criticism of the new Plan. "We've seen the pollution. We've seen the impacts; the parking problems, the lack of access to the water (for low-income residents)."Alvarez brought these issues up at a public comment session on Monday. He says, to his surprise, the Commissioners voted unanimously to make sure more Social and Environmental Equity issues go into the Plan.Port employees say they will include specific policies in the final draft to ensure all San Diegans can benefit from the Bay."We'll take a closer look at those policies and see where we can include more information to make sure we're truly addressing the issues as needed," says Nishihira.Port employees are now finishing the Final Draft of the new Master Plan. It should be completed by the summer of 2021. SAN DIEGO (KGTV) - Parents rallied at Poway Unified District Headquarters during their monthly board meeting, asking them to pause on proposed plans to bring a Costco to land zoned to build a school.The vacant lot is at the corner of Camino Del Sur and Carmel Valley Road and was labeled a surplus by the Poway Unified School District.That means they don't need it and believe they have enough schools in the area.Parent Gianni Nguyen said that's not true, "in our particular area the schools are impacted, so no."Nguyen said she doesn't mind the idea of creating mixed use retail, restaurants and a Costco, but she was angered by the process the board went through to get the deal."I felt like we were just robbed... We just want to be part of that process, bring us to the table, give us a voice, let us share with you what our opinions are," she said.The board voted unanimously at their September meeting to pursue a long term lease with Costco, that spans decades. Nguyen said the community was blindsided."I have four kids in the public school district, four young kids, my oldest is only 12, so I am very passionate about this," she said looking away.She hopes the rally makes the board pause and reconsider moving forward on this deal.Nguyen added, "we're going to unite and say we do have a voice and there should be a choice and you guys should be in there to represent us and if you're not representing us, who are you representing?"The deal was not on the agenda Thursday. 1493

SAN DIEGO (KGTV) -- More than a dozen men were arrested after Border Patrol says they tried to enter the US illegally by boat Monday morning. According to Border patrol, the first incident began around 12:30 a.m. Monday when the US Coast Guard spotted a 23-foot-long vessel with four men onboard roughly six miles off the coast of Mission Bay. All the men, who were determined to be Mexican nationals, were taken into custody for entering the US illegally. Around 3:30 a.m. Monday, the Coast Guard found a small panga-style boat off the Imperial Beach pier with nine men onboard. The nine people aboard the boat admitted to being Mexican nationals and were all taken into custody, according to the agency. 714

SAN DIEGO (KGTV) — Next time you head off to your gate to catch your flight, make sure you look over your bin upon leaving the TSA checkpoint.Transportation Security Administration officials say the agency collected 6,030.44 in unclaimed money that passengers left behind at security checkpoints last fiscal year, between Oct. 1, 2018, and Sept. 30, 2019. Of that, ,899.09 was in foreign currency.In San Diego, airport officials say ,809.39 was left behind by travelers.TSA says the money consisted of loose change and paper currency passengers removed from and left in bins during the security screening process.While San Diego saw nearly ,000 left behind, it was nowhere close to the top five U.S. airports:John F.
