SAN DIEGO (KGTV) -- The woman who stole a car with two children inside before driving to the U.S-Mexico border in 2018 has been sentenced to 13 years in prison. Police say Leslie Esparanza Saenz, 27, stole a car with an 8-year-old and 3-year-old inside outside a Cricket Wireless store on the 200 block of Euclid Avenue April 9, 2018. According to police, the children’s father parked the gold Hyundai Excel outside the store and went into the business by himself, leaving the vehicle unlocked. Moments later, Saenz got into the car and drove off on Imperial Avenue. RELATED: Not guilty plea from woman accused of stealing car with children insideThe vehicle was spotted later that afternoon when the Hyundai arrived at the San Ysidro Port of Entry. There, federal agents who had gotten a be-on-the-lookout bulletin regarding the auto theft and kidnapping took the driver - who was later identified as Saenz -- into custody without incident. Authorities then reunited the children, who had suffered no injuries during the ordeal, with their father and returned his car to him, Roman said. 1096

SAN DIEGO (KGTV) — This isn't the first time the idea of an aerial tram in San Diego has been floated around. But it is the first time the idea of one from the airport has been raised.A feasibility study, completed by engineering firm WSP USA, proposed a "skyway" to connect San Diego International Airport to the convention center could be built with current aerial cableway technology. The study suggests the aerial cableway "has the potential to enhance mobility within the study area." The transit system could include intermediate stations at Santa Fe Depot, Seaport Village, the Embarcadero, and in the Marina District.Riders would also be able to connect to MTS, Coaster, and Amtrak stations, the study says. The skyway would cost about 0 million to 0 million to construct and about million to million to operate every year, the study says. The study adds the skyway could make 1.1 million and 1.6 million trips a year, or about 3,600 to 4,900 trips a day. An aerial cableway could transport about 2,400 people per hour per direction, with cabins holding eight to 12 people, according to the study. In the study, the skyway begins at the Gaslamp Quarter trolley station near Harbor Dr. and 5th Ave., and roughly follow Harbor Dr., Kettner Blvd., Broadway, and Harbor Dr. again to the airport, ultimately ending at passenger terminals. IS IT POSSIBLE?While the study determined a skyway is feasible, it did not say whether it would be the best method for mobility to alleviate traffic between the airport and downtown.A system of this kind would also be a first in the U.S. New York and Oregon are both home to point-to-point aerial cableways: the Portland Aerial Tram and Roosevelt Island Tram. But a system with intermediate stops hasn't been implemented in the U.S.Large aerial systems already exist in South America, Europe, and Asia. Many of those systems make intermediate stops and help with transportation through topographically challenging areas, the study says. It's not the first time an aerial method of public transportation has been suggested in San Diego. An aerial tram from the San Diego Bay to Balboa Park was introduced in another feasibility study in 2015.Read the full airport "Skyway" study here. 2287

SAN DIEGO (KGTV) -- Time to celebrate, San Diego. Your two favorite tiger cubs are ready for visitors at the San Diego Zoo Safari Park. Friday the zoo released video of the cubs enjoying their new home. The approximately 3-month-old, rescued Bengal tiger cub and his 4-month-old companion, a Sumatran tiger cub are settling in nicely at the Tull Family Tiger Trail. “The two cubs are adjusting really well to their new home,” said Lori Hieber, senior mammal keeper at the San Diego Zoo Safari Park. “They’re doing great. They act like little brothers; they play and cuddle a lot, and they squabble a bit like most brothers, but it’s all natural, healthy behavior.”The Bengal tiger cub was brought to the San Diego Zoo Safari Park on  August 23, 2017, after being confiscated by U.S. Customs and Border Protection officers during a vehicle inspection at the U.S./Mexico port of entry near San Diego. RELATED: Customs and Border Protection agents seize tiger cub at US-Mexico borderHe remains under the jurisdiction of the U.S. Fish and Wildlife Service. The Sumatran tiger cub was born at the Smithsonian’s National Zoo, but his mother was unable to care for him properly. RELATED: Washington, DC tiger cub flown to San Diego to be paired with smuggled tigerThe cubs have bonded well and are growing quickly - weighing in at 32 pounds. They are fully weaned from formula, and now eat an exclusively carnivore diet.As they continue to grow, the Bengal tiger will eventually outweigh the Sumatran tiger by about 200 pounds, given the difference between these two tiger subspecies.“We feel really fortunate to have these two cubs here,” said Hieber. “It was an unusual circumstance for us to acquire them, but we think they’re in the best possible hands, and they’re going to have a wonderful life while they’re here at Tiger Trail.” The cubs will be visible to guests daily from 9 a.m. to 12:15 p.m. They may also be seen occasionally on the Safari Park’s online Tiger Cam.Like all tigers, the critically endangered Sumatran tiger and endangered Bengal tiger subspecies face many challenges in the wild, from loss of habitat to conflicts with humans, but the biggest threat continues to be poaching. Tigers are killed by poachers who illegally sell tiger body parts, mostly for folk remedies. People can help protect wild tigers by avoiding products made with non-sustainable palm oil, an industry that harms tiger habitat; and by refusing to purchase items made from endangered wildlife. 2528

SAN DIEGO (KGTV) -- The San Diego Police Lieutenant serving as the department's LGBT liaison has announced he is stepping down from the role. In an open letter posted to LGBTQ San Diego County News, Lt. Daniel Meyer explained why and how he made the decision to leave his position as the liaison. Lt. Meyer has been the liaison for 10 years. The news comes after San Diego Pride organizers sent a letter to the mayor announcing no law enforcement contingents would be allowed in the parade or festival, until policing changes are made, to show support for the Black LGBTQ community. The LGBT Community Center announced it would no longer allow armed, uniformed officers at its facilities and events. In his letter, Lt. Meyer says he found himself at a cross roads, proud of the work he's done to make SDPD a more inclusive and understanding agency. Meyer says he recognizes a need for change on a national level within community relations with law enforcement. Meyer continues, explaining that he cannot support the decisions because it "simply negates the amazing work done over decades."To read Lt. SAN DIEGO (KGTV) - This record hot summer was the first that San Diegans had to pay the state's new high-usage charge on their electric bills. It led to bills as high as 0, and complaints pouring into San Diego Gas and Electric. Now, the utility says the charge - meant to discourage high use - isn't working and should be eliminated."We want to move forward to eliminate this charge and help our customers," said SDG&E spokesman Wes Jones.Jones said the utility understands the frustration over summertime bills. Nearly 81,000 households were hit with the high-usage charge in August, a month with record heat.RELATED: Making It in San Diego: Families stunned by high electric bills"We heard from folks that they needed that much energy to run their A/C and tried to stay cool," Jones sadi. "We think that's very important. We want to make sure they are comfortable."SGG&E now plans to ask the state Public Utilities Commission to eliminate the charge altogether."You hopefully will see a reduced shock and awe bill," Jones said. But questions remain about the proposal. The high-usage tier is just 7 cents more per kilowatt hour than the next lower tier. And by the time someone passes the high-usage threshold, they're already paying an 80 percent premium on electricity, at a price of 43 cents per kilowatt hour.RELATED: San Diego Gas and Electric addresses high power billsSDG&E would have to adjust those lower tiers if the state adopted its plan. "To me, it feels like you're on the street in New York and someone's moving a cup around with the ball in it. You don't know where it is and what's going on," said Jeff Tarzia, a Poway resident.Tarzia began driving for Uber after his family got hit with a 0 electric bill in August."As it stands right now I think they need to go to a more simplistic layout for the billing cycle," Tarzia said,.But Jones said the plan is not cosmetic. SDG&E also wants to expand options, like qualifying customers with plans that have lower rates - like the ones for those with electric cars. SDG&E also proposes to change its scheduled cash credits to all hit in August to help with the year's most expensive months. The utility will also ask the Public Utilities Commission to review its baseline rates - which sets tiers from the coast to the mountains. SDG&E also hopes to combine summer and winter prices for a lower year round rate. SDG&E plans to submit the proposal to the commission in the coming months. A spokeswoman for the commission said the agency would evaluate how to consider the options through a public process.  2665
