SAN FRANCISCO, Nov. 11 (Xinhua) -- Facebook is close to a settlement with the U.S. Federal Trade Commission (FTC) over the charges that the world's largest social network misled users about its use of their personal information, the U.S. media reported Friday. The proposed settlement would require Facebook to get users' consent before making "material retroactive changes" to its privacy policies, said a report from The Wall Street Journal, citing people familiar with the talks. The agreement with the FTC is also expected to ripple much farther in the tech industry as more companies are developing programs to observe people's online behavior and profiting from the personal information, such as the target advertisements. With a current 800-million-user base worldwide, Facebook changed its user policy in late 2009 to disclose more of users' personal information without adequate notice, leading to a federal investigation along with mounting complaints online. On Thursday, two U.S. representatives asked the Palo Alto, California-based company to explain a February patent application, saying that it raises alarm bells about how the company tracks users on other websites.Outside the U.S., Facebook is also drawing criticism on its privacy policies in countries with strict privacy laws, such as Germany. On Thursday, German authorities said they are considering suing Facebook over its use of facial recognition technology. In a PBS interview aired earlier this week, Facebook's founder and chief executive officer Mark Zuckerberg and chief operating officer Sheryl Sandberg said the company is focused on privacy, addressing that it gives users the ability to protect their privacy.Zuckerberg said Facebook users volunteer all of their personal information on the social network, unlike other Internet giants and advertising networks that compile information "behind your back."

BEIJING, Oct. 24 (Xinhuanet) -- There is no evidence to prove that using a cell phone can increase the risks of brain cancer, suggested a lastest study by Danish researchers. To arrive at the result, the researchers examined the health records from 1990 to 2007 for 358,403 Danish cell phone plan subscribers. They found that among people using cell phones for as long as 13 years or more, the cancer risks were almost the same as for non-subscribers.The finding, published in the British Medical Journal last week, alleviated the fear among the world's 5 billion cell phone users.Five months ago, a statement from the World Health Organization's International Agency for Research on Cancer (IARC) sparked fear in cell phone users around the world because it said that cell phone use might cause brain cancer. However, the finding could not rule out the risk of brain cancer triggered by heavy use of cell phones, admitted Patrizia Frei of the Danish Cancer Society's Institute of Cancer Epidemiology, lead author of the study.Frei added, cited by CNN, "There are still some open questions, about greater amounts of use, and about the effects on children."The IARC did not give formal response to the study, but it offered some ways for cell phone consumers to reduce possible risks months ago.Texting and using hands-free sets for voice calls lower exposure to potentially harmful radiation, compared to device-to-ear voice calls, by at least 10-fold, IARC stated, reported by the New York Daily News.

BANGKOK, Nov. 4 (Xinhua) -- Hundreds of Bangkok residents gathered in the city centre on Thursday, making ten thousand micro-organism balls to help clean the polluted water in flooded areas.Organized by local volunteer groups, the activity aimed to make 10,000 Effective Micro-organism balls (EM Ball), which are proven to be efficient in cleaning contaminated floodwater.According to Danal Chanchaochai, the organizer of the event, people in flooded areas were facing critical conditions as germs may spread in polluted water and threat their health. Mainly consist of soil, rice bran and micro-organisms, a tennis-sized EM Ball is capable to clean up 10 liter of water and can last for as long as one month, which making it a perfect water sanitizer.Another main objective of the event was to educate citizens on the simple steps of making EM Balls, in case of more flood in the city, he said. The organization had generated buzz on social media sites like facebook and twitter, calling everyone to help.Held at Amarin Plaza, one shopping mall at city centre, the activity attracted groups of volunteers, including office workers, local students and even foreign visitors.Volunteers were lining up to get the raw materials from the collection point and gave back completed EM Balls to the distribution centre in boxes. Residents needed to present their identity cards in order to retrieve the donated water cleaners.Volunteer Kulawan Ayura Chai said that, although her house hadn' t been affected by water yet, she understood the difficult situation faced by the victims and felt responsible to help.Lasted for three days from Thursday to Saturday, the activity aimed to make 100,000 EM Balls, adding to the 30,000 balls made earlier, to distribute to the flood victims in Bangkok and other regions in Thailand.

BEIJING, Nov. 27 (Xinhua) -- China's industrial enterprises saw their profits increase 25.3 percent year-on-year in the first ten months of 2011, slowing down from the year's previously recorded figures, official data showed Sunday.Growth in the January-October period was 1.7 percentage points lower from that of the first three quarters, the National Bureau of Statistics (NBS) said in a statement. It marked a gradual downshift from the 34.3-percent year-on-year growth seen during the January-February period and the 28.7-percent growth seen during the first half of the year.Profits realized in the first ten months amounted to 4.12 trillion yuan (650 billion U.S. dollars), the NBS said. The NBS compiled the figures using data collected from a pool of industrial businesses with at least 20 million yuan in annual sales revenues each.In October alone, industrial profits expanded 12.5 percent year-on-year to 438.3 billion yuan, the NBS said.Among 39 industries surveyed, 36 sectors reported profit growth in the first ten months. The oil refining, coking and nuclear-fuel processing sector saw profit plunge 89.8 percent year-on-year.Private businesses posted the fastest profit growth, with a year-on-year rise of 44.3 percent, followed by collectively owned enterprises of 33 percent, equity-holding companies of 30.3 percent, state-owned enterprises of 16.6 percent and overseas-funded firms of 11.6 percent.China's industrial production growth rate will moderate due to economic turmoil in Europe and the United States and weakening domestic demand brought about by a tightened monetary policy, Huang Libin, an official with the Ministry of Industry and Information Technology, said last week.China saw its economic growth slow to 9.1 percent in the third quarter of this year from 9.5 percent in the second quarter and 9.7 percent in the first quarter.

BEIJING, Sept. 29 (Xinhuanet) -- Even a slightly high blood pressure is considered dangerous to largely increase the stroke risk, a new study found. The finding was published Wednesday on the online edition of U.S. medical journal Neurology. In the study, researchers found people who have pre-hypertension, whose blood pressure measured between normal and high, are 55 percent more likely to suffer a stroke compared with normal people. The study involved data from 12 previous studies on blood pressure and stroke occurrence of some 500,000 adults.About one in three U.S. adults suffer from pre-hypertension, which is defined at a systolic blood pressure between 120 and 139 or a diastolic blood pressure between 80 and 89, according to the U.S. Joint National Committee on Prevention, Detection, Evaluation and Treatment of High Blood Pressure."People who do fall into the higher range of pre-hypertension should modify their lifestyle as much as possible," suggested Dr. Bruce Ovbiagele, director of the Olive View-UCLA Stroke Program and leading author of the study.Stroke is the number three cause of death, killing more than 130,000 in the U.S. a year, according to a CBS report.
