SAN DIEGO (KGTV) — Jim Jennings has spent the last nearly 20 years living on a street corner just a short walk from San Diego State University. "It's very vibrant, it keeps me young," he says. It's a community Jennings has seen grow, along with the university. Now, many of the homes around his are rented out to groups of students. The number of residents increased even more because the city has streamlined permitting for companion units, such as backyard granny flats or converted garages. The goal is to add to the housing supply amid a steep supply shortage. Jennings, a member of the area's planning board, says the concern that it will make a severe parking crunch even tighter once school starts next month is now the talk of the neighborhood."I don't want to move," he says. "I just want to be able to park in my neighborhood."The system in place aims to guarantee he is able to, but now it may be part of the problem. For decades, the only daytime street parking in the neighborhood south of the campus has been allowed by permit. Each residence is eligible for up to four, which can be used for visitors. The permit system, from 8 a.m. to 7 p.m., prevents SDSU students from parking in the neighborhood for free and going to class. Now, a memo from City Attorney Mara Elliott says people who live in companion units can't be treated any differently than those in a traditional home. Their dwelling may be in someone's backyard, but it comes with its own address, and therefore is eligible for four additional parking permits. In other words, a parcel with a granny flat or companion unit can qualify for up to eight street parking permits. "Denying all permits to residents of companion units while maintaining the current level of four permits for primary dwelling units would be legally problematic," the memo says, citing Equal Protection Clauses. In 2018, the city authorized more than 260 accessory dwelling units. Through May of this year, it has authorized an additional 119. Jennings says the increase is making it almost impossible for people to find street parking. "We have guests over, where are you going to park? You have to go, circle and circle around the block looking for parking," he said. Elliott's memo says the City Council can act on this issue. SAN DIEGO (KGTV) — Lime can still operate its dockless scooters and bikes in San Diego, after the city's petition to revoke the company's permit was denied.Tuesday, a hearing officer reportedly refused the city's petition to revoke Lime's Shared Mobility Device (SMD) permit. The city argued that Lime violated municipal code on several occasions.“Lime is pleased with today’s decision and we appreciate the hearing officer for recognizing our compliance in San Diego. A letter to Lime from the city's Development Services Department claimed the company had violated San Diego Municipal Code on July 13, July 14, and Aug 1.Dockless scooters and bikes are required to have a 8 mph speed restriction in high-traffic areas areas like Spanish landing and near Petco park, and as low as 3 mph along the Embarcadero and the Martin Luther King Jr. Promenade."The Mayor has made it abundantly clear that operators who don’t follow rules meant to protect public safety could lose their permit and no longer do business in San Diego anymore. SAN DIEGO (KGTV) -- Mayor Kevin Faulconer has directed city staff to reinstate San Diego Fire-Rescue Department’s Girls Empowerment Camp that was abruptly canceled last week.The event was canceled one day after attorney Al Reva sent a letter to the city’s attorney and organizers of the event.The letter claims that Reva’s client Rich Allison was “deterred and prevented from timely enrolling his son in this camp because boys were not invited to attend, based solely on their sex.”RELATED: Girls empowerment camp rescheduled after abrupt cancellation?Families who previously registered for the canceled camp will have first choice of which of the two weekends the camp is being offered they would like to participate in.“Our firefighters, staff and volunteers put their hearts and souls into this event,” said Fire Chief Brian Fennessy. “We are committed to moving forward with this excellent opportunity for young people. Last year, we heard that the Girls Empowerment Camp was a priceless experience for the campers. We want the same for our 2018 participants.”The Girls Empowerment Camp is a free two-day camp for youth ages 14-18 “regardless of age or gender.”The camp introduces participants to career opportunities in firefighting and encourages them to consider public safety as a career option.“We made a commitment to hundreds of kids and their families and we are going to stand by that,” Mayor Faulconer said. “This is an important camp that teaches kids what it’s like to be a firefighter and exposes many of them to a career opportunity they may not have considered previously.
