XIAMEN, Sept. 7 (Xinhua) -- China's foreign trade surplus was approximately 84 billion U.S. dollars from Jan. to July, down 20 percent year on year, and the year 2010 is expected to see a small trade surplus, said Commerce Minister Chen Deming on Tuesday.Chen made the projection at the ongoing World Investment Forum that runs from Sept. 7 to 9 in southeast China's coastal city of Xiamen.China has seen a trade surplus in recent years, but with a decreasing margin, and the trade surplus takes up a very small proportion of the GDP, noted Chen."China's foreign trade policy aims to stabilize exports and increase imports, which can boost China's economy and also bring positive impacts to neighboring countries," said Chen.Customs statistics show that China's import and export value in the first seven months reached 1,617 billion U.S. dollars, with exports worth 850.5 billion U.S. dollars, up 35.6 percent, and imports at 766.6 billion U.S. dollars, up by 47.2 percent.China's trade surplus in 2009 was more than 190 billion U.S. dollars, down 34.4 percent from the 290 billion U.S. dollars in 2008.The World Investment Forum is the global meeting on investment and development issues organized by the United Nations Conference on Trade and Development. Held every two years, the forum aims to strengthen international cooperation in the interest of promoting international investment and its contribution to economic growth and development.

XINING, Oct. 16 (Xinhua) -- Ten people died while 34 others were injured after a passenger bus plunged over a bridge in a mountainous region in northwest China's Qinghai province on Saturday, local police said.The accident occurred in Dulan county, Mongolian-Tibetan-Kazak Autonomous Prefecture of Haixi, at 4: 59 a.m. Saturday, police said. At least two children were among the dead.The injured are being treated in a major hospital in the nearby Golmud city, police and hospital sources said. Three of them remain in critical conditions.An initial probe said the driver's misjudgment was to blame.

BEIJING, Sept. 25 (Xinhua) -- The Chinese trawler captain Zhan Qixiong arrived safely in Fuzhou, capital of southeast China's Fujian Province early Saturday morning by a chartered plane after he was illegally detained by Japan.Crowds gathered at the captain's home in Gangfu Village, Jinjiang City of Fujian Province while the his wife and son left for Fuzhou, the provincial capital for family reunion."I was so happy when I was told that my brother would soon return," said Zhan Yuehong, a sister of the captain. "After all these sleepless nights, I can finally have a good rest now."The sister said she is preparing a bowl of noodles with eggs for her brother, a local tradition to keep off bad spirits when a family member returns from an ordeal.Chinese Foreign Ministry said in a statement after the captain's return that the Chinese government expressed "strong protest" against Japan, whose detention, investigation or any form of judiciary measures for the Chinese trawler and fishermen are unlawful and invalid.China asked the Japanese side to make apology and compensation for the incident, the statement said. It also said the two sides should resolve the problems of Sino-Japanese relationship through dialogue and consultation.On Sept. 7, two Japan Coast Guard patrol ships and a Chinese trawler collided in waters off China's Diaoyu Islands. On the following day, the Japan Coast Guard illegally seized the Chinese trawler and detained the trawler's captain and 14 fishermen on board, drawing strong protests from the Chinese government and people.The Japanese side freed the 14 fishermen and the boat on Sept. 15, but continued to hold the captain. A Japanese court announced on Sept. 19 the trawler captain's detention would be extended by another 10 days.China has repeatedly urged Japan to unconditionally release the Chinese captain to avoid further damaging bilateral ties, warning "strong counter measures" if Japan failed to do so.China has already halted bilateral exchanges at and above the provincial and ministerial levels. BEIJING, Aug. 27 (Xinhua) -- The United States has repeatedly blocked investment from Chinese companies on national security grounds, a protectionist move that will only harm its own interests, analysts say.Eight U.S. congressmen recently asked the Obama administration to scrutinize a deal between Chinese telecom equipment giant Huawei and the American operator Sprint Nextel on national security grounds.It was not the first time Huawei's attempts to break into the U.S. market have been stymied. Earlier its buyout attempt of 3Com was summarily dismissed by the U.S. government.Citing national security concerns again, a bipartisan group of 50 lawmakers in July requested that the government investigate an investment project of China's Anshan Iron and Steel Group (Ansteel), China's fourth largest steelmaker, which plans to establish a joint rebar venture with a U.S. partner in Mississippi."It is inappropriate for some U.S. lawmakers to label regular business behavior as a move that threatens national security," Yao Jian, a spokesman for the Ministry of Commerce, recently said about Ansteel's investment plan."I hope the United States can create a better investment environment for Chinese enterprises," he said.Chinese analysts said the actions were sheer protectionism, adding that national security concerns is only a lame excuse by U.S. authorities, whose true intention is to protect the interests of domestic enterprises and industries.Moreover, standing up to China's allegedly unfair trade practices can easily earn the congressmen much needed political chips in the upcoming mid-term election in November, the analysts said.The setback that Huawei and Ansteel suffered is only the tip of the iceberg. Actually, blocking investment from Chinese companies in the name of national security has morphed into a knee-jerk reaction that could only harm America's own interests.Emcore Corporation, a U.S. fiber optics producer, announced in late June that it has abandoned a joint venture in partnership with China's Tangshan Caofeidian Investment Corporation because the Committee on Foreign Investment in the United States "has certain regulatory concerns about the transaction."
