WASHINGTON — The International Monetary Fund has sharply lowered its forecast for global growth this year because it envisions far more severe economic damage from the coronavirus than it did just two months ago. The IMF predicts that the global economy will shrink 4.9% this year, significantly worse than the 3% drop it had estimated in its previous report in April. WASHINGTON — U.S. health regulators posted a positive review of Pfizer's COVID-19 vaccine as they near a decision on whether to allow use of the shot. The review posted online Tuesday by the Food and Drug Administration offers the world the first detailed look at the evidence behind the shot, which was co-developed with BioNTech. The FDA review comes before a Thursday meeting where a panel of independent experts will scrutinize the data and vote on whether to recommend use of the vaccine.The vote isn't binding but the FDA usually follows the group's guidance. VIRGINIA BEACH, Va. -- Cynthia Santiago is currently a master police officer with the Virginia Beach Police Department, but she will soon be Sgt. Cynthia Santiago and the first Latina filling the role.“I'm excited and nervous, and excited-and-nervous is like a constant continuation,” Santiago said.She has been on the force for 10 years and said she joined the police department because she wanted to give back and help her community. She said she also feels some weight on her shoulders."I'm the first one stepping into this role, but I think that as a sergeant,” Santiago explained, “I think my career as a police officer and as a detective shows the type of person I am."She has experience in the patrol unit, domestic violence unit and as a detective."You know, just a regular person - I'm a mom, I'm a daughter and a police officer,” she said. “I don't want to just be considered just the 'Latina police officer.' I have plenty of extracurricular activities that I do outside of work with my family."Santiago took on special projects and efforts such as building a relationship between the department and the growing local Latino community. One way was by helping to start the Hispanic Citizen’s Police Academy last autumn.She will work out of the fourth precinct and said she hopes to continue working on these initiatives as a sergeant."It was so successful, that Hispanic Citizen's Police Academy, and hopefully we have another one because we had a lot of interest of people who still wanted to join,” Santiago said. “Once this pandemic leaves, maybe have some type of community event and invite the community leaders of the Hispanic population here in Virginia Beach."She officially starts her role on Thursday. VISTA (KNSD) - A Carlsbad man who allegedly drugged and sexually assaulted a 16-year-old girl and raped a woman he met online was charged Wednesday with 17 felony counts.Michael Fangman, 47, faces between 20 and 25 years in state prison if convicted of charges involving the minor, identified only as Jane Doe 1, and the woman, identified only as Jane Doe 2.Fangman was arrested shortly before 8:25 a.m. last Friday at his home, Carlsbad police Sgt. Reid Shipley said.Carlsbad police have been investigating since March when they received the first report of sexual assault. The 16-year-old girl contacted police on March 18 and alleged that she had been sexually assaulted by Fangman, who she had met online, Shipley said.The criminal complaint includes allegations that between March 11 and March 16, Jane Doe 1 was sexually assaulted and was given heroin by Fangman during that timeframe. He faces 14 counts related to Jane Doe 1, as well as three pertaining to Jane Doe 2, including forcible rape.According to the deputy district attorney, Benjamin Barlow, all of the alleged acts took place in Carlsbad in the month of March of this year. The judge ordered a no contact order with Jane Doe 1 and Jane Doe 2.
