Police in Washington, D.C. released body camera video Thursday from the shooting death of 18-year-old Deon Kay.Police said the incident began Wednesday when Kay and his friends brandished firearms on a social media livestream. Officers located where the livestream was taking place, drove to the scene and found the group.Less than 10 seconds after arriving on the scene, Officer Alexander Alvarez fired the fatal shots that killed Kay.According to D.C. Metropolitan Police Chief Peter Newsham, Alvarez was chasing another suspect at the time of the shooting."When he turned around, that's when Deon Kay approached him and displayed a handgun, and in response to that, the officer fired one round," Newsham said. "Unfortunately, Deon Kay lost his life."Alavarez had been with the department for two years prior to the shooting. All officers involved in the shooting were placed on administrative leave, which is department policy.Police also said that Kay threw his gun away prior to being shot. Officers found it 90 feet away from his body."I know that he's validated gang member from the area and I know that he's had multiple touches with the criminal justice system," Newsham saod. "I'm pretty sure Deon Kay fell through multiple safety nets before yesterday afternoon."Washington, D.C. Mayor Muriel Bowser said the release of body cam footage doesn't answer all questions in the case, but added that it's a start."When we purchased these body-worn cameras, we knew that they wouldn't answer all the questions, for any incident, but they would tell us you know in some part what the officer or what the public saw at that time," Bowser said. 1653

The Food and Drug Administration (FDA) just gave it the green light.The antibody treatment is for patients over the age of 65 who have mild to moderate symptoms. That could add another limitation to how many patients get the new antibody treatment.“And then how will patients be referred to that facility? Will doctors know about that? And defining exactly which patients will benefit from this is somewhat still up in the air,” said Doron.Health and Human Services will be responsible for distributing the treatment. PHOENIX — Besides being our best friends, there are plenty of important jobs our dogs can be good at, like assisting people with disabilities, arson investigations and police work.  But is there a way to find out what is on a dog's resume before they go through all of that expensive training?  Researchers at the University of Arizona believe they may have found a solution. It is called the Canine Aptitude Test and it is in the early stages of development. The test is for adult dogs and looks to see if a dog's cognitive behavior will dictate where they would have more success as a working dog. "With assistance dogs that help people with disabilities, only about 50 percent of the dogs who begin training ultimately make it through," said Arizona Canine Cognition Center Director Evan MacLean. That means that major amounts of money are going to the dogs with no return on investment.For those who rely on these pets to live their lives, they are forced to wait sometimes up to two years or more."If that were any other kind of medical procedure it would be, we would think about this as a horrible thing," MacLean explained. "I need this operation and there's a two-year waiting list to get it. So, we would do something about that. So we want to do something about that with the dogs, too." Shelby Smith spoke to the University of Arizona on the impact an assistance dog has had on her life with a disability."Picasso to me is more than independence ... he's my best friend," Smith said. "He's someone I lean on ... depend on to get through daily challenges that comes with having a disability." MacLean said that stories like Smith's pushed him to really ramp up his research."For a long time, we've been interested in whether you can predict which dogs will become good working dogs based on aspects of their psychology or their cognition," MacLean said. Their next step is to determine if they can see these skills in puppies as well as testing a dog's genetic makeup. 2097
