BEIJING, Aug. 29 (Xinhua) -- China's top legislature Sunday initiated a nationwide inspection over Agricultural Techniques Promotion Law in an effort to boost the development of the country's vast rural area while ensuring the nation's food security.Three inspection teams from the Standing Committee of the National People's Congress (NPC) will travel to six provinces and municipalities for supervision of the inspection in late August and September. Another eight teams from provincial level legislatures will be authorized to supervise the enforcement of the Agricultural Techniques Promotion Law and the Seed Law.Wu Bangguo, Chairman of the NPC Standing Committee, said the inspection teams should push local governments forward to pay more attention to popularizing agricultural techniques, transform techniques into increased agricultural output and raise the incomes of farmers.Promoting agricultural techniques and increasing technology's contribution to agricultural development is the fundamental method to resolve the agricultural difficulties caused by limited resources and markets in China, said Uyunqimg, Vice Chairwoman of the NPC Standing Committee.The Agricultural Techniques Promotion Law was passed by the top legislature and began to be put into use in 1993, which aims at promoting more adoption of scientific and technological achievements in agricultural production to assure the modernization of the nation's agriculture.Statistics show the ratio of scientific and technological contributions to agricultural growth in China has increased from 26 percent in 1993 to 51 percent in 2009.

BEIJING, Nov. 3 (Xinhua) -- The Consumer Price Index (CPI), the main gauge of inflation in China, is likely to rise 4.1 percent in October after accelerating to a 23-month high of 3.6 percent in September, the Bank of Communications forecast on Wednesday.The bank, China's fifth largest lender, said in a report that the index would see moderate dips in the coming two months amid decreasing demand due to the slowing economy.But oversupply of liquidity at home, surging food prices, rising labor costs, and pressures caused by imported inflation would mean very limited room for the index to drop, the report said.The report predicts China's CPI would rise 3.1 percent for the entire year of 2010, topping the government's target to keep the inflation rate under 3 percent.It also forecast food prices would rise further during the first half of 2011.Food prices, which account for one-third of weighting in calculating the CPI in China, climbed 8 percent in September, pushing the CPI to the highest level in nearly two years. Food prices had risen 7.5 percent in August, 6.8 percent in July, and 5.7 percent in June.

HANOI, Oct. 29 (Xinhua) -- Chinese Assistant Foreign Minister Hu Zhengyue accused Japanese representatives here Friday of violating China's sovereignty and territorial integrity through statements to the media during the summit meetings between the Association of Southeast Asian Nations (ASEAN) and its partners.The Japanese side also made untrue statements about the content of a meeting between Chinese and Japanese foreign ministers held earlier in the day, he said.Hu said the Japanese move ruined the atmosphere for leaders from the two sides to conduct talks in the Vietnamese capital.The Japanese side should take full responsibility for any consequence to arise, the Chinese diplomat said.It was known to all that China had always tried to preserve and push forward bilateral relations between China and Japan on the basis of the principles set out in the four political documents signed by the two countries, Hu said.However, the truth was that the diplomatic authority of Japan, in cahoots with other nations, tried to create noises on the issue of the Diaoyu Islands in the East China Sea in the lead-up to the summits between ASEAN and its partners. BEIJING, Aug. 29 (Xinhua) -- Shanghai Pudong Development (SPD) Bank said its first-half-year net profit rose 33.92 percent from one year earlier due largely to lending boom and increased commission fees.Net profits climbed to 9.08 billion yuan (1.34 billion U.S. dollars) in the first six months of this year, the Shanghai-based lender said in a statement filed with the Shanghai Stock Exchange late Sunday.Its growth in profits stemmed from rising operating revenues, a result of growing net interest earnings, increased fee incomes and the improved quality of assets, according to the statement.Earnings per share stood at 0.791 yuan, up 20.21 percent from one year earlier. Also, operating revenues grew 36.42 percent to 22.75 billion yuan in the first half of 2010, it said.Total assets for the commercial bank hit 1.781 trillion yuan by the end of June, up 9.77 percent from the end of 2009.
