BEIJING, Jan. 8 (Xinhua) -- All China Federation of Trade Unions (ACFTU) said Saturday it had allocated 2 million yuan (about 303,000 U.S. dollars) to relief efforts in Guizhou and Hunan provinces, where days of snow and icy rain have disrupted people's lives.Freezing weather in south China has forced the evacuation of at least 58,000 people from their homes over the past week, according to the Ministry of Civil Affairs.The hardest hit has been Guizhou and Hunan, which will continue to experience the inclement weather over the next three days, the National Meteorological Center (NMC) said Saturday.The ACFTU urged local trade unions to work closely with governments and related departments to minimize the impact of the bad weather on people's life.

BEIJING, Dec. 10 (Xinhuanet) -- Provincial level officials and ministers will be held more fiscally responsible under an expanded auditing system, the country's top auditor said on Thursday."The regulation will be significant in supervising officials' power use and corruption prevention," Liu Jiayi, head of the National Audit Office, was quoted as saying in an interview posted on the office's website.Under the regulation, released by the general offices of the Communist Party of China (CPC) Central Committee and the State Council, leaders of public institutions and State-owned enterprises will also be audited.China introduced the first such regulation in 1999, but it only included measures to audit financial records of county-level and below Party and government officials.The audit target was extended to provincial governors and ministers in 2000 on a trial basis and to heads of provincial government departments in 2005.Chinese auditors have uncovered more than 68.4 billion yuan (.2 billion) in illegal use of funds during nationwide audits of some 410,000 Party and government officials and bosses of State-owned enterprises since 1998, according to Liu.During the audit of provincial governors and ministers, their implementation of economic policies, handling of income and expenses, key fund management and project construction will be examined."They have power and control many resources, and how they fulfill their economic accountability will impact local economic and social development," he said.More importantly, the audit can be carried out frequently, so illegal activities can be cleared up before they spread, he said.Liu also said the audit will be made during an official's tenure to solve any problems that exist.Results of the audit will be recorded in an official's file and it will be an important factor in performance assessments, promotions or removal, and rewards or punishments.The audit group will consist of officials from local discipline inspection commissions and sectors including audit, supervision, organization, human resources and State asset supervision and management."It's a big step in cracking down on corruption. And the regulation will deter officials who want to abuse their power," said Liu Xutao, a professor at the Beijing-based Chinese Academy of Governance.

ASTANA, Nov. 10 (Xinhua) -- China's top political adviser, Jia Qinglin, met here Wednesday with Kazakh President Nursultan Nazarbayev and both sides called for intensified bilateral ties.Jia, chairman of the Chinese People's Political Consultative Conference (CPPCC) National Committee, said during the meeting that bilateral relations have witnessed fruitful development since the two countries established diplomatic ties 18 years ago.China and Kazakhstan have supported each other in such issues concerning their core interests as sovereignty, security and territorial integrity, Jia said.They also have carried out close cooperation under multilateral frameworks of the United Nations, the Shanghai Cooperation Organization (SCO) and the Conference on Interaction and Confidence-Building Measures in Asia, the top adviser said.In addition, Jia said, both sides have kept close communications and coordination on major regional and international issues."Deepening relationship between the two was in line with the basic interests of the people in two countries, and China will work hard with Kazakhstan for a sounder and deeper relationship," Jia said.China and Kazakhstan bear great potential in economic development, and the two sides will further strengthen cooperation in the fields of finance, energy, transportation and tourism, Jia said.Nazarbayev hailed the close high-level contacts and the development of ties after the two countries established a strategic partnership in 2005.He also hailed the ever-deepening pragmatic cooperation that has benefited the two countries.Kazakhstan values the development of its ties with China and stands ready to work together to further enhance exchanges and cooperation in such areas as trade and economy, energy, and security so as to keep promoting their strategic relationship, the president said.Nazarbayev also vowed to intensify cooperation with China under the SCO framework."Since Kazakhstan is now chairing the rotating presidency of the organization, we will try all means to prepare and present a successful summit next year," he said.On the same day, Jia also met with Nurlan Nigmatulin, first deputy chairman of People's Democratic Party "Nur Otan." Jia called for closer ties between the Communist Party of China and "Nur Otan" party under the basic principles of "independence, equality, mutual respect and non-interference in other parties' internal affairs."Nigmatulin echoed Jia's remarks, and said he looked forward to closer contacts between the two parties to boost full development of relations between China and Kazakhstan.Jia arrived here Tuesday for a three-day goodwill visit to Kazakhstan.
