UPDATE - The Escondido City Council voted 5-0 Wednesday to approve the moratorium on carwashes. Escondido has too many car washes. That's a conclusion the City Council may make on Wednesday, when it may place a moratorium on new car washes in the city.A city report says there are now 28 car washes in Escondido, with more in the planning stages. Instead, the report says the city prefers businesses that create higher paying jobs, more sales tax revenue, and are less intrusive on the surrounding environment. "Escondido has the most permissive policy towards car washes compared to other agencies in North County," the report says. "Currently, there are no special use regulations established for carwash facilities."The moratorium would give the city 45 days to come up with those rules.The issue is coming to light because Neil Capin wants to redevelop an old skating rink at 864 N. Broadway into an express wash. But that's right across the street from a 24-hour mostly manual carwash, with one automated wash. Capin said it should not matter what's across the street, noting that there are plenty of coffee shops and fast food restaurants near each other.Others say the city has too many car washes as it is."I'd rather drive another mile and not have them on every corner," said Ryan Carlson, who was washing his truck at the 24-hour facility on Broadway. Plus, not all car washes are the same. At Soapy Joe's on East Valley Avenue, V.P. Ron Deimling says the company sets itself apart by giving back to the community, having good environmental habits, and investing locally."We provide jobs, we provide training," he said. "We really also want people to grow and learn so if they don't want to stay in the carwash business that's fine, but hopefully take those skills of leadership and working with customers somewhere else."The council meets at 4:30 p.m. Wednesday.   1939

VENTURA, Calif. (AP) — A study shows California’s stay-at-home order in response to the coronavirus outbreak seems to have saved some wildlife, as decreased traffic resulted in fewer collisions with mountain lions, deer and other large animals. The Ventura County Star reports a study by the Road Ecology Center at the University of California, Davis found traffic declined by about 75% after the emergency order went into effect in March. The number of animals struck and killed by vehicles also fell, including a 58% decrease in fatal crashes involving mountain lions between the 10 weeks before and 10 weeks after the order. 635

Uber's IPO will likely arrive before the end of the decade.CEO Dara Khosrowshahi confirmed on Thursday that the company's "target" is to go public in 2019. The move is a departure from his predecessor, Uber co-founder Travis Kalanick, who had tried to put off an IPO as long as possible."We have all of the disadvantages of being a public company, as far as the spotlight on us, without any of the advantages of being a public company," Khosrowshahi said on stage at the New York Times DealBook Conference in Manhattan."Travis and the whole board now agree that we should just go public," he added.Uber currently has a valuation of billion, which makes it the most highly valued startup in the world. Two people were found dead in a South Euclid, Ohio home early Saturday morning following a 12-hour standoff tied to the investigation of a Beachwood, Ohio doctor who was found shot to death on Thursday.Around 7:30 p.m Friday, SWAT converged on a second house belonging to Dr. Richard Warn in the 4300 block of Elmwood Road to serve a warrant with homicide detectives. Warn was found dead the previous day inside his Beachwood home on Brentwood Road.SWAT officers made entry into the residence using an armored vehicle and were met with gunfire. Authorities retreated and over the next 12 hours attempted to make contact with the people inside. On Saturday morning SWAT entered the house and found two white males dead inside, police said.The Ohio Bureau of Criminal Investigation is processing the scene for evidence.Police said the two men were persons of interest in the doctor's death. Their identities have not been released, and it's not known how they died.Watch the press conference regarding the SWAT standoff below: 1052
