WASHINGTON (AP) — Federal officials are outlining new rules that will let operators fly small drones over people and at night. Most drones will need to be equipped with remote identification that can be tracked by law enforcement officials. The final rules announced Monday by the Federal Aviation Administration could boost the commercial use of drones, which has been slowed by regulatory hurdles. UPS, Amazon.com, and Google parent Alphabet are among many companies exploring the potential for making deliveries to consumers with drones.“These final rules carefully address safety, security and privacy concerns while advancing opportunities for innovation and utilization of drone technology,” said U.S. Secretary of Transportation Elaine L. Chao.The FAA issued the following three operational requirements:1. Operate a standard Remote ID drone that broadcasts identification and location information of the drone and control station;2. Operate a drone with a Remote ID broadcast module (may be a separate device attached to the drone), which broadcasts identification, location, and take-off information; or3. (KGTV)—  Hundreds of volunteers and voters attended the “Moms Demand Action” Rally in Vista.They gathered, rallied, and went door to door, advocating for what they call, “common sense gun legislation.” They featured a special guest speaker, Fred Guttenberg, who lost his daughter to an active shooter in Parkland, Florida this February. With only two days left until the deadline of voter registration, volunteers are ramping up their last-minute pushes. 10News followed a few volunteers on their door knocking routes in Vista. They said every step they took was to garner every vote for their cause. “We need to vote like our lives depend on it, because they do,” Wendy Wheatcroft, California Chapter Leader of “Moms Demand Action,” said. It’s something Fred Guttenberg knows all too well. “My daughter was… my life… she’s gone,” he said. His daughter, Jaime Guttenberg, was 14 years old when she was killed at Stoneman Douglas High School. “When you live through what we’ve lived through, it ain’t easy,” Guttenberg said.Guttenberg said since his daughter’s death in February, his life mission has changed. It is now to get people around the country to the polls, and advocate for what he calls “common sense gun legislation.”“I support the 2nd Amendment,” Gutenberg said. “My father-in-law owns guns. VISTA (CNS) - An ex-con who stole a car with a 6-month-old baby inside from an Escondido shopping center pleaded guilty to felony auto theft and was immediately sentenced to four years in state prison on Monday.Anthony Guerrero, 31, entered his change of plea during a hearing at the Vista courthouse. He also admitted that he was convicted of robbery in 2009 and 2015, said Deputy District Attorney Nicolette Estrada.Dispatchers received a call from the baby's mother at 10:06 p.m. on Dec. 4 saying that her Mercedes-Benz sedan was stolen from outside a 99 Cents Only store at the Civic Center Plaza Shopping Center on North Escondido Boulevard. She said her 6-month-old child was in the vehicle.A short time later, a police officer spotted the Mercedes in a parking lot in the 1200 block of North Escondido Boulevard, less than two miles from the shopping center where the car was taken, said Escondido police Sgt. Suzanne Baeder. As the officer approached, the suspect, later identified as Guerrero, got out of the car and ran.He was taken into custody after he crossed the street and the baby was found inside the car unharmed, Baeder said. 1153

WASHINGTON (AP) — Federal health officials warned parents Wednesday about the dangers of teething remedies that contain a popular numbing ingredient and asked manufacturers to stop selling their products intended for babies and toddlers.The Food and Drug Administration said that various gels and creams containing the drug benzocaine can cause rare but deadly side effects in children, especially those 2 years and younger.The agency has been warning about the products for a decade but said reports of illnesses and deaths have continued. Now, it wants teething products off the market, noting there is little evidence they actually work."We urge parents, caregivers and retailers who sell them to heed our warnings and not use over-the-counter products containing benzocaine for teething pain," said FDA Commissioner Scott Gottlieb, in a statement.One major manufacturer, Church and Dwight Co. Inc., said Wednesday it would discontinue its four Orajel teething brands, including Baby Orajel and Orajel Medicated Teething Swabs.The FDA said it will take legal action against other companies that don't voluntarily comply as soon as possible.Benzocaine is also used in popular over-the-counter products for toothaches and cold sores in adults, including Orajel and Anbesol and generic drugstore brands. Products for adults can remain on the market but the FDA wants companies to add new warnings. Church and Dwight will continue to sell its other Orajel products, the company said in a statement.Benzocaine can cause a rare blood condition linked to potentially deadly breathing problems. The pain-relieving ingredient can interfere with an oxygen-carrying protein in the blood. Symptoms include shortness of breath, headache and rapid heart rate.The American Academy of Pediatrics does not recommend teething creams because they usually wash out of the baby's mouth within minutes. Instead, the group recommends giving babies teething rings or simply massaging their gums to relieve pain.The FDA issued warnings about the teething products in 2006, 2011 and 2014, but it did not call for their removal from the market. Officials reviewed 119 cases of the blood disorder linked to benzocaine between 2009 and 2017, including four deaths, according to the FDA.Wednesday's action comes more than four years after the consumer advocacy group Public Citizen petitioned the FDA to stop sales of teething products. The agency faced a deadline next week after Public Citizen sued the FDA to force a response to the petition. 2526
