SAN DIEGO (KGTV) - San Diego Police are investigating the discovery of a man's body in the water off Mission Beach.Lifeguards discovered the body about two and a half miles off the shoreline about 11 a.m., officials said. They had been drawn to the area by a fisherman who saw a flock of seagulls in the water and went to investigate.When they found the body, the man was only wearing only board shorts and was found with a chain around his waist.San Diego Police Homicide Lt. Anthony Dupree described the chain as a "half-inch linked chain. It almost looks like someone may wear it as a belt."Lt. Dupree also said there were no obvious signs of trauma or evidence that the body had been weighed down with anything, but the chain was concerning.The man's identity was not immediately released. SAN DIEGO (KGTV) -- San Diegans will soon have four new restaurants for dining along the San Diego Bay, as Mayor Kevin Faulconer joined Port of San Diego officials and The Brigantine Inc. for the ribbon cutting ceremony Monday for Portside Pier. Portside Pier is an over-the-water dining complex that has been years in the making. It will have four restaurants -- Brigantine on the Bay, Miguel's Cocina, Ketch Grill & Taps and Portside Coffee & Gelato. The dining complex replaced Anthony's Fish Grotto, a staple for 52 years along the bay. The dining complex is now owned by The Brigantine Inc. The restaurants are opening amid the COVID-19 pandemic. The design of the restaurants have plenty of outdoor space to seat about 500 people, with all social distancing guidelines in place. The complex has capacity for about 1,000 people, once pandemic restrictions are lifted. Portside Pier is the first of several projects along the waterfront, to improve and update the embarcadero. The coffee and gelato bar are already open. The other restaurants officially open on July 28. 1090

SAN DIEGO (KGTV) — Rotating outages in San Diego are now over. SAN DIEGO (KGTV) — San Diego health officials are worried about a recent uptick in out-of-towners testing positive for coronavirus locally ahead of the holiday weekend.In San Diego, health officials have seen increases in positive COVID-19 cases diagnosed locally in people who live in nearby counties or states. Throughout the pandemic, there have been 16 Arizona residents have tested positive while in the region, seven of those were in the last week. SAN DIEGO (KGTV) — Ride-sharing service Uber is expanding its dockless transportation offerings in San Diego Wednesday, introducing e-scooters to the city's streets.Uber's JUMP e-scooters will work similarly to the company's JUMP bicycles, allowing users to either reserve a scooter or walk up to one and unlock it via the Uber app.The scooters also bear a similar resemblance to competing Lime scooters, though instead sporting a red and black color scheme.To kick start the service, Uber is offering free rides and helmets through Jan. 9, 2019. Riders can get up to five, 30-minute rides per day.
