ESCONDIDO, Calif. (KGTV) - The Old Palomar Hospital on the eastern edge of downtown Escondido could be redeveloped into hundreds of new homes and thousands of square feet of commercial, recreational and office space.In a letter to the city, developer Integral Communities says it wants to turn the site into a 450 homes, and 5,500 square feet of commercial spaces. The project could serve as a new gateway to downtown and add some much needed foot-traffic to Grand Avenue. Some businesses were closed Wednesday despite this being the midst of holiday shopping season. Beth Stevens, who owns the Vinklectic boutique on Grand Avenue, said she would welcome the project and the crowds it could bring. "I think new development is a good thing for everyone," Stevens said. Other business owners, however, said they are concerned about the project's increased traffic. But Rorie Johnston, who heads the Escondido Chamber of Commerce, said downtown needs to become more walkable. "The more you can slow people down, the more you can keep people in an area longer, the more possibility you have to engage with them," she said. Integral reached a deal with Palomar in February to buy the site for million. Palomar moved most of its services to its new hospital in west Escondido in 2012, making the older hospital available. It still offers cancer treatments, mental health services, and has office facilities at the downtown site. A hospital spokesman says it expects to stay in the downtown location through March 2020. Federal investigators say the pilot of the helicopter that crashed in thick fog, killing Kobe Bryant and seven other passengers, reported he was climbing when he actually was descending. The National Transportation Safety Board said Wednesday that Ara Zobayan’s last transmission said he was climbing to 4,000 feet to get above clouds. But he actually was in a rapid descent into a hillside northwest of Los Angeles. The report confirms initial findings that the helicopter was functioning and does not offer a conclusion of what caused the Jan. 26 crash that killed all nine aboard.Video and photos from the crash site indicated that heavy fog was in the area at the time the helicopter crashed.The pilot of the helicopter, who was among the nine killed, has lengthy experience in the air. He had 8,200 hours of total flight time and 1,250 hours with the type of helicopter flown. He had completed the same route the day before, albeit in clear conditions. 965

ENCINITAS, Calif. (KGTV) -- Nearly 5,000 runners woke up early Sunday morning to enjoy a run with a view of the ocean. Runners laced up for the second ever Encinitas half-marathon. The course took runners through Leucadia, Encinitas, Cardiff and Solana Beach. Seven and a half miles of running with a gorgeous view of the ocean. Nearly ,000 worth of prizes were up for grabs for the fastest runners. Proceeds from the half-marathon go to help local ocean conservation projects. The winner finished in an hour and seven minutes.  559

Evacuations have been ordered for northern Arizona communities due to the Tinder Fire burning near Happy Jack.According to Coconino County officials, evacuations were ordered Sunday by the Coconino County Sheriff's Office for affected communities north, east and west of Highway 87 including Moqui Ranchettes, all of Starlight Pines, Clear Creek (except 1 and 2), all of Timber Ranch, all of Tamarron, Pine Canyon, Blue Ridge Estates, Ponderosa Pines, and Mogollon Ranches. The evacuation will be in effect until further notice, deputies will stay in the area to provide 24-hour security.  The fire has burned an estimated 8,000 acres and is burning 1.5 miles northeast of Blue Ridge Reservoir.
