SAN DIEGO (KGTV) - Port of San Diego Commissioners saw the latest draft of the new Port Master Plan this week while allowing people who live in the area one more chance to weigh in on the region's future.The Port Master Plan is a 51-page document that will guide development along the San Diego Bay. This is the Plan's first update since it was created in 1981."For the first time, we include elements, or chapters of goals, objectives, and policies that will guide issues that apply Bay-wide, not just specific to individual locations," says Lesley Nishihira, the Port's Planning Director.The new Master Plan calls for more hotel development, with nearly 4500 new rooms on Harbor Island and the Embarcadero. But it prohibits new hotel rooms on Shelter Island, the Coronado Bayfront, and the Silver Strand.RELATED: Planned park could impact USS Midway MuseumIt also includes provisions for height restrictions on new buildings, a plan to turn the parking lot at Navy Pier into park space, and commercial industry use guidelines along the Bay.Port employees have been working on it for nearly eight years, with the Port Commissioners holding 40 meetings about the Plan, as well as dozens of public forums.But critics say it is too focused on tourism and industry and does not do enough to help out San Diego residents who live along the Bay, particularly in low-income areas south of the Convention Center."The status quo isn't good enough for the community," says former City Councilman David Alvarez, who has been vocal in his criticism of the new Plan. "We've seen the pollution. We've seen the impacts; the parking problems, the lack of access to the water (for low-income residents)."Alvarez brought these issues up at a public comment session on Monday. He says, to his surprise, the Commissioners voted unanimously to make sure more Social and Environmental Equity issues go into the Plan.Port employees say they will include specific policies in the final draft to ensure all San Diegans can benefit from the Bay."We'll take a closer look at those policies and see where we can include more information to make sure we're truly addressing the issues as needed," says Nishihira.Port employees are now finishing the Final Draft of the new Master Plan. It should be completed by the summer of 2021. Blinded by the swirling embers and thick brown haze, Allyson Roach and her family tried to drive out from the Paradise Fire.The car she was in crashed into a neighbor’s car and careened into a blazing tree. Burned over 86 percent of her body, she climbed out screaming for her sister Ashley to follow.Allyson would learn from the hospital bed that her sister never made it out. The origin of the Paradise Fire was later determined to be arson, though the person responsible has never been found.The 2003 firestorms ultimately claimed 15 lives, including a firefighter, and burned almost 2,400 homes.A state fire commission released a scathing report on the overall response. SAN DIEGO (KGTV) -- Police are investigating after a 19-year-old was shot in Chicano Park Wednesday night. According to San Diego Police, the teen was walking with a group of men in the park just before 7 p.m. when an argument broke out and an unknown suspect pulled out a handgun. Several shots were fired at the 19-year-old, who was hit twice by the gunfire, police say. The victim ran away from the scene and was taken to the hospital by an acquaintance. He sustained non-life threatening injuries, police say. Both the victim and acquaintance were unable to provide any details about the shooting. SAN DIEGO (KGTV) — Officials are seeking the public's help to identify a young woman who was hit and killed on Interstate 5 near the San Clemente Border Patrol station almost two weeks ago.The Hispanic female, believed to be in her late teens to early 20s, was hit while trying to run across northbound I-5 lanes at about 9:30 a.m. on Aug. 9.She may have recently traveled to the country from Mexico or another Central American country, according to Medical Examiner investigator Tessa Lee.RELATED: Unaccompanied girl hit, killed walking on Interstate 5 near San Clemente border station"We are hoping that someone may recognize this young woman so we can identify her and notify her family," Lee said.A fingerprint search in the FBI and U.S. Border Patrol databases came back with no matches.The woman had brown eyes, long hair, weighed about 111 pounds, and was 5-feet 1-inches tall. She didn't have any identification at the time of her death.She was, however, wearing distinctive clothing: A maroon shirt with repeating cartoon prints and the word "travels" on it, jeans with a stitched design on a brand tag reading "Eemociones," and gray high-top sneakers with a heart on the sides and turquoise metallic studding.Officials have released a sketch of the woman as she would've appeared while alive.Anyone who may have any information about the woman's identity is asked to call the Medical Examiner's Office at 858-694-2905 and mention case number 2018-01951. 1496
