SAN DIEGO (KGTV) - A deaf and legally blind man was promoted to the Marine Corps Recruitment Depot as a Prep Chef last week and is thrilled to be back to work. Kevin Tong was born deaf in Vietnam and moved with his family to San Diego when he was 13. He fell in love with cooking during an internship and started working in hotels, honing his skills in the kitchen.In his 20s another challenge hit, his vision started to go dark. "I started to see from what would be considered a tunnel and I went to the doctor because it was really alarming to me to work in food services and not have the vision I needed to cut safely," Tong said through interpreter Laila-Wendy Chouinard with the Helen Keller National Center.From 2016 until about two months ago, Tong didn't have a job. That's where the HKNC stepped in with training.They have six core areas of training, according to Susanne Hogan, Senior Orientation and Mobility Specialist, Helen Keller National Center. "We teach in orientation and mobility, which teaches travel in the community or the work environment. We teach assistive technology," which helps those with hearing or vision loss communicate says Hogan."They helped me not only as a deaf-blind person to find success but they taught me how to be independent by teaching me mobility skills, taught me employment skills," Tong said through sign language.He advocates for others in his shoes, "so for those who are deaf-blind or have vision loss, I tell them be flexible and learn to take on challenges." He said even if you can't do something, watch and absorb the information. He said if you don't give up you can achieve your dreams, like saving up to travel the world. "I want to learn more about other deaf cultures, other deaf-blind people who live abroad, I want to see what they do and how they live," Tong says.Tong is one of about half of the staff at the Mess Hall overcoming obstacles to try and lead a normal life, serving those who serve our country. He works for a company called Sodexo, and General Manager Kevin Hollingsworth said he's been very impressed with Kevin's ability and his drive to earn promotions.Tong worked for Camp Pendleton for two months before being promoted and transferring to MCRD. At MCRD he works off a recipe to feed 2,700 recruits three times a day, according to officials on base.A green cutting board helps him see what he's doing easier and he wears extra pairs of gloves to protect himself while working: "If I show any type of distraction it could cost me one of my fingers."October is National Disability Employment Awareness Month and the Helen Keller National Center hopes to raise awareness of their services and help those like Tong.The Mess Hall hasn't stopped running through the pandemic, keeping Marines and recruits full and ready for training. SAN DIEGO (KGTV) — A Celebrity Cruise Line ship docked at the Port of San Diego Monday, pulling into the Embarcadero just before sunrise. More than 1,500 passengers were on board the "Eclipse," including Mali Lev-Ram and her husband. The couple started the cruise on March 1 in Buenos Aires. They were supposed to get off in Chile March 15, but the cruise was turned away because of concerns over the COVID-19 pandemic. SAN DIEGO (KGTV) — A 20-year-old woman claims she was sexually assaulted for about 20 minutes during a Lyft ride in June.She's identified as Jane Roe in a civil lawsuit filed by Estey & Bomberger, LLP on Thursday. Roe tells 10News she has a disability and is unable to drive, she relies on Lyft to get to and from UCSD and around San Diego on a daily basis."I would use Lyft every day for about a year and a half," said Roe. "I would use it about 2-3 times a day."In June, Roe says she was using Lyft to travel from her father's home to her mother's, a 32-minute ride on the Interstate 5 that would forever change her life.RELATED: San Diego women reported in Uber, Lyft sex assault cases"He just asked me inappropriate questions," Roe said, referring to her driver. "He was commenting about inappropriate behaviors that he likes to do."Roe said the driver then told her to sit in the front passenger's seat, and out of fear she complied."The man.. he started touching me.. he groped my vagina, he groped my inner thighs, my thighs, my hamstrings," Roe said. She said the assault lasted between 15 and 20 minutes."I was kind of in a state of shock," Roe said. But Roe and her attorney, Mike Bomberger, say Lyft has been unresponsive."One of the things we don't know is what happened to the driver," Bomberger said.Roe and Bomberger allege that Lyft is not doing enough to keep passengers safe."Lyft fails to cooperate with police when there's an assault. SAN DIEGO (KGTV) - A California lawmaker is planning to move forward on a housing bill that would eliminate hyper low-density zoning near transit and job centers.Senate Bill 50 aims to clear the way for apartment buildings and affordable housing in those locations so more people can live near transit and near where they work, proponents say.California State Senator Scott Wiener of San Francisco tells 10News, in January SB 50 will come back before the Senate, and he intends to move it forward.RELATED: Making it in San Diego: Zoning rules partially responsible for low housing supply, report says"California has a massive housing shortage – which threatens our economy, environment, and diversity – and state action is essential to solve this major problem," Wiener said in a statement.While they wait for action at the state level, some San Diego community groups are pushing for local lawmakers to move forward with their version, dubbed SD 50."We are still working in these neighborhoods to try and change those communities," said Ricardo Flores, executive director of the Local Initiatives Support Corporation (LISC) San Diego.Flores said the City of San Diego needs to end its single-family home zoning regulations. "I believe San Diegans should be in control of what happens in our neighborhoods. There was nothing in SB 50 to mandate that."If San Diego updated its zoning policies, it wouldn't be alone.City leaders in Minneapolis passed "Minneapolis 2040" which aims to increase affordable housing and racial disparities in housing.Ricardo Flores said he believes it's time for politicians to make San Diego more inclusive."If you own a single-family home on your lot and you want to keep that you should be allowed to keep it, but if you like me and are interested in building a couple extra units for mom and dad to move into or to rent it out to help pay for a mortgage you should be allowed to do that," Flores said.In a statement to 10News, San Diego City Council member and Land Use and Housing Committee member Scott Sherman wrote, "A recent study noted that 47 percent of housing costs are due to government red tape and regulation. Since taking office, I have worked to reform land use codes and streamline the permitting process to make homebuilding less expensive. SAN DIEGO (CNS) - The U.S. Department of Defense announced Wednesday its phased plan to distribute and administer the COVID-19 vaccine from the Naval Medical Center in San Diego and the Naval Hospital in Camp Pendleton.The DOD is working with the Department of Health and Human Services and the U.S. Centers for Disease Control and Prevention on the distribution of COVID-19 vaccines.As one of the 64 jurisdictions to which the United States government has allocated vaccines, the DOD plans to administer its initial allocation of 43,875 doses of the COVID-19 vaccine to populations of uniformed service members -- both actives and reserves. That includes members of the National Guard, dependents, retirees, civilian employees and select contract personnel.The department is prioritizing DOD personnel to receive the vaccine based on CDC guidance, first focusing on those providing direct medical care, maintaining essential national security and installation functions, deploying forces, and those beneficiaries at the highest risk for developing severe illness from COVID-19 before other members of the DOD population.Distribution will be conducted in phases. Due to limited availability of initial vaccine doses, the first phase will distribute and administer vaccines at select locations.Initial distribution sites -- including the two local sites -- were selected by the DOD's COVID Task Force based on recommendations from the military services and U.S. Coast Guard, to best support several criteria:-- Anticipated supply chain requirements, such as cold and bulk storage facilities-- Local population of at least 1,000 priority personnel across the military services-- Sufficient medical personnel to administer vaccines and actively monitor vaccine recipientsThe distribution of the allocated COVID-19 vaccines will begin once the Federal Drug Administration authorizes the COVID-19 vaccine for emergency use and in accordance with Operation Warp Speed guidance.Other distribution sites in the continental United States include Fort Hood, Texas, Joint Base Lewis McChord, Washington, Fort Bragg, North Carolina, and Walter Reed National Military Medical Center in Bethesda, Maryland. 2200
