NASHVILLE, Tenn. — Joseph Webster was in his 20s when he was convicted for a first-degree murder he didn't commit. At 41 years old, the father of four is readjusting to his newly granted freedom.Webster was released on Tuesday after a Davidson County judge ruled to vacate his murder conviction. New DNA evidence and key witnesses with different accounts of the incident helped solidify the decision. It's the first time a person was exonerated of murder because of his innocence in Nashville, according to attorney Daniel Horwitz."It's unbelievable but believable," Webster said. "The truth will set you free. I just didn't know when."Webster was sentenced to life in prison 15 years ago for the beating death of Leroy Owens in 1998. Horwitz helped uncover new evidence alongside the Davidson County Criminal Review Unit that points to a different suspect.Webster always maintained his innocence and never wavered from his hope that one day he'd get out of prison."It's a rare entity within the district attorney's office. Wrongful convictions are fairly rare, but they do occur," Horwitz said.In early 2019, Davidson County District Attorney Glenn Funk said he would reopen the case after new testing revealed that Webster's DNA was not found on the murder weapon. The only witness in the case allegedly changed her story several times, and at times the testimony pointed to a different suspect. In late October, Webster's attorney announced that Funk had vacated his sentence after a reinvestigation by the Conviction Review board, which cleared the way for Webster's possible release."The Conviction Review Unit no longer has confidence in the conviction of Mr. Webster," the motion stated. "We recommend Mr. Webster's conviction be vacated and the charges against him dismissed."With the victim's family in the courtroom, the state said there was no other option but to free Webster.Seconds after he could walk free, Webster's mother and children swarmed him with hugs and tears. He said he's been laying low and hanging out with loved ones who helped keep his strength over the years.Webster said there are others in his position without a support system. He eventually wants to his use experience to speak to teenagers about life in prison and to stay out of trouble. In the meantime, he wants to reconnect with society and heal from years of emotional, mental and physical stress."I just want to see the other side, and I just want to be happy and enjoy life," he said.He spent part of his day Thursday trying to get a driver's license with his attorney. Webster wants to rent his own apartment, get a commercial driver's license, and start a trucking business with his children.Horwitz said there are currently no plans to pursue restitution, but he has started a GoFundMe to help raise money for Webster.Money raised above the goal will be donated to the Innocence Project. MILWAUKEE, Wisconsin — Over the past year, there has been an increase in drivers illegally passing school buses in Kenosha County, Wisconsin. In 2017, the Kenosha County Sheriffs Office issues 57 "failure to stop for school bus" violations. This year, the number of citations is up 70.Steve Bennett has been a bus driver at First Student Inc. in Kenosha for 11 years. It's a school bus company that services 39 schools in that county. He said when he sees a car passing the stop arm, it’s upsetting. “It’s a mix between anger and I’m terrified. What’s going to happen with my kids?” Bennet said.According to a one-day study done by the Wisconsin School Bus Association, out of 1,538 participating drivers, 363 cars were observed passing the stop arms.In Waukesha County, 242 violations were reported in 2017. Michael Comstock, manager of First Student, said his drivers report violations daily. Once a violation is observed, license plate numbers and the description of the vehicle are then handed off to authorities. “It’s a life and death decision every time they decide to drive through the red lights on a school,” said Bennett.Elizabeth Ramirez is a mother of a 4-year-old and said it’s gut-wrenching to see drivers pass through school bus stop arms. “You have to pay attention because that’s why so many things are happening nowadays. People are in such a rush to get somewhere," said Ramirez. Failure to comply with school bus stop laws could result in a 2 fine.  1515

MOSCOW (AP) — Russian President Vladimir Putin has congratulated Joe Biden on winning the U.S. presidential election after weeks of holding out.Putin’s message to Biden on Tuesday came a day after the Electoral College confirmed Biden as the nation’s next president. The Russian president is one of the last world leaders to congratulate Biden. The Kremlin maintained Putin was holding off on doing so until the election results were officially confirmed. In his message, Putin wished Biden “every success" and expressed confidence that “Russia and the U.S., which bear special responsibility for global security and stability can, despite the differences, really contribute to solving many problems and challenges that the world is currently facing.”Polish President Andrzej Duda also congratulated Biden on Tuesday, wishing him “a very successful term.”Duda is part of a conservative Polish leadership that stands accused by the European Union of eroding democracy. He’s been a strong ally of Trump and once suggested naming a military base “Fort Trump.”Duda received an endorsement from Trump in his own reelection campaign this year, with a last-minute invitation to the White House on the eve of the election. 1219

More than 600,000 people signed up for Obamacare in the first four days of open enrollment, far outpacing last year's rate.Nearly a quarter were enrolling for the first time, while the rest renewed coverage, according to statistics released Thursday by the Trump administration. The period covers Nov. 1 through Nov. 4.The data provides the first look at how Obamacare will fare under an administration determined to dismantle the health reform law. While Trump officials are maintaining the federal exchange, healthcare.gov, they have slashed open enrollment advertising and support. Also, consumers will have only six weeks to sign up for coverage on the federal exchange, rather than the three months or more they had in previous years. Obamacare supporters were quick to jump on the data, noting that the average daily pace was nearly double that of last year's.Related: 5 changes for Obamacare open enrollment for 2018"This is a great start to open enrollment and is further evidence that people want health insurance and that they're finding coverage they can afford," said Lori Lodes, a former Obama official and co-founder of Get America Covered, which is aiming to boost sign ups.Are you shopping for Obamacare coverage for 2018?
