CHULA VISTA (KGTV) - Chula Vista police are searching for a possible arsonist after four brush fires were set within minutes of each other Thursday morning.Firefighters responded around 3:30 a.m. to the area south of Lake Crest Drive and east of Wueste Road in Eastlake.While crews were working to put out the fire, they received a second fire call nearly three miles away on Eastlake Parkway.The third brush fire happened a short time after on Telegraph Canyon Road, and then the fourth fire broke out near Vista Oak Place.No one was hurt, and firefighters were able to put out all the fires.Witnesses told fire investigators they saw a silver Lexus leaving the scene of the fourth fire around 4:15 a.m.Anyone with information on the suspected arsonist or the incidents is asked to contact the Metro Arson Strike Team (MAST) at 619-236-6815. 850

CHULA VISTA, Calif. (KGTV)- The Chula Vista Police Department is debuting a first-of-its-kind program allowing officers to listen in on 911 calls in real time.If you live in Chula Vista and need to call to 911, there's a good chance the person who takes your call won't be the only one listening."Essentially the community is talking directly to officers and getting that information relayed to them immediately," said Lt. Don Redmond, who oversaw the project.The brainchild of a Chula Vista police officer, the department partnered with HigherGround, a dispatch software company, to create Live 911, which allows officers to hear 911 calls inside their vehicles. Here's how it works. Patrol officers can pick an area near them - say a half-mile radius - and listen to any 911 call as it comes in."They're hearing real-time information, as opposed to the inherent delays in dispatching," said Lt. Redmond.Right now, 911 calls are taken by a person who inputs information. A dispatcher reads that information and radios officers to respond. Lt. Redmond says that process can take several minutes. Those minutes could become critical."If it save us two or three minutes, that could be a life that we save," said Lt. Redmond.After a six-month test, Live911 went into all police vehicles in mid-May. Already, there have been examples of quicker response times. On one occasion, an officer got to a home within a few minutes - in the middle of the 911 call - and rendered medical aid. Lt. Redmond says Live911 will also help officers respond better. Because dispatch can relay only so much information, officers in the past only got part of the picture."The officers can hear everything, they are picking up on clues that could be left out," said Lt. Redmond.Those clues could include a person's tone and urgency, and any details that could help an officer better assess or deescalate a situation."We feel like Live911 can be a game changer for law enforcement in general," said Lt. (KGTV) -- The city of Chula Vista is hoping "Granny Flats" will help ease the county's affordable housing crisis. Tuesday night, the city council unanimously voted to approve a series of changes designed to make it cheaper and easier to apply for a permit to build a granny flat or "accessory dwelling unit." The ordinance brings the city into state compliance. California lawmakers passed a measure last year loosening the regulation and reducing some fees associated with building. Chula Vista added a regulation aimed at preventing the units from becoming short-term vacation rentals. Under Chula Vista's ordinance, the homeowner must live on the property. Max Zaker owns a real estate company in Eastlake. He's also running for Chula Vista City Council. He said the city must find a way to keep up with its growth. "The average price for a two-bedroom condo is about ,700 to ,800 a month, so imagine a kid right out of college, they just got their first job. There's no way they're going to be able to afford it. So, if there was a granny flat they could stay at home," said Zaker. The new rules also eliminate parking requirements in some cases. If the property is located within half a mile from a public transit stop, the homeowner is no longer required to provide parking. "The whole idea is to make these affordable and less cumbersome and less excessive requirements," said Michael Walker, Chula Vista's senior planner. Walker estimates the reduction in fees could be a savings of roughly ,500. On average, the city only gets roughly 10 permit applications a month. City leaders hope that will change with the relaxed rules. "We are hoping this will encourage other types of residential development to happen in Chula  Vista so we can increase our housing stock because we have to," said Zaker. A second reading is required before the ordinance is officially passed. The new rules are expected to go into effect in May.  2109

CHULA VISTA (CNS) - UTC Aerospace Systems plans to wind down manufacturing at its Chula Vista aircraft plant beginning early next year, eliminating around 300 jobs, it was reported Friday.The company -- a division of Farmington, Connecticut-based conglomerate United Technologies -- said the decision stems from ending production of certain commercial aircraft models, the San Diego Union-Tribune reported.The Chula Vista plant builds aerodynamic engine pods and mounts for customers such as Boeing and Airbus.UTC Aerospace plans to keep an after-market spare parts distribution, engineering test labs and administrative jobs in Chula Vista, according to the Union-Tribune."We remain committed to being in Chula Vista," Stacey MacNeil, vice president of communications for UTC Aerospace told the newspaper. "There will still be 1,500 jobs there. We are not shutting down the entire location."The closure of manufacturing, however, will end production of aircraft components at the plant, which has been building planes and supplying aircraft sub-systems since Fred Rohr founded Rohr Aircraft Co. in 1940, according to the Union-Tribune."We recognize the impact this decision will have on our employees and their families, and will not begin the wind-down until 2019," the company said in a statement. "We expect the entire process to take place over a two-year period."The layoffs include about 265 sheet metal workers who are members of the International Association of Machinist and Aerospace Workers, according to the Union-Tribune. Non-union supervisors, purchasers and other salaried workers involved in manufacturing also will lose their jobs.In July, UTC Aerospace Systems notified the union of the planned shutdown, according to the Union-Tribune.The first round of layoffs is expected in the first quarter of next year, with a second round slated late in the year. The final round of layoffs would occur in the fall of 2020.The company is looking to vacate 725,000 square feet of manufacturing space -- leaving buildings on nearly 60 percent of its 86-acre campus vacant, the Union-Tribune reported.Initial negotiations have begun between the company and the union over severance, benefits and training, J.P. Fletcher, area director for District 725 of the International Association of Machinist and Aerospace workers, told the newspaper."In this case there is a sister facility in Riverside that we are looking to see if there are any openings where we can get our people transferred up there," Fletcher told the newspaper.
