SAN DIEGO (CNS) - A 20-year-old man was arrested today on suspicion of attempted murder following a SWAT standoff after a shooting in the City Heights area that sent two people to the hospital, police said.The shooting occurred in the 1800 block of Rowan Street at 9:30 p.m. Friday, according to Lt. Andra Brown of the San Diego Police Department.When officers arrived on scene, they found a 21-year-old man with an apparent gunshot wound to his head, Brown said. The victim directed officers to his companion, who was seated in a nearby car and also appeared to have been shot.The officers provided aid to the victims, who were later taken to a hospital, Brown said. The man who called for help is expected to survive his injuries, but the other victim was not expected to survive.Homicide detectives were called to the scene to investigate. ``While the investigation has just begun, detectives have learned that the two men arrived in San Diego from Central California to meet with a male at 1700 Rowan Street,'' Brown said. ``It is believed the men were meeting to conduct a marijuana transaction. The suspect shot both victims and fled to a nearby residence.''A SWAT team and emergency negotiators arrived and attempted to talk the suspect into surrendering peacefully, the lieutenant said. After 1:30 a.m. Saturday, the suspect surrendered and was taken into custody. Matatoa Samoata, 20, was booked into San Diego Central Jail on suspicion of two felony counts of attempted murder and one count of grand theft, according to jail records. He is scheduled to be arraigned on Dec. 4.The victims have been identified, but their names were not released, Brown said. Both victims reside in Bakersfield. 1710

SAN DIEGO (AP) — Fans at the Holiday Bowl between No. 19 Iowa and No. 22 Southern California will be asked to do the “Iowa Wave” directed at patients in a children’s hospital in Iowa City as well as representatives from two children’s hospitals in Southern California who will be at the game on Dec. 27.The wave will replicate what has become a game-day salute at Hawkeyes home games to patients and family members at the University of Iowa Stead Family Children’s Hospital.The salute started on Sept. 2, 2017, when more than 70,000 fans stood at the end of the first quarter and waved to patients and families in the children’s hospital, which rises above Kinnick Stadium. The patients and families waved back. SAN DIEGO (CNS and KGTV) - San Diego's City Council voted 6-3 Tuesday night to place restrictions on sleeping and living in vehicles on city streets and parking lots.The vehicle habitation ordinance goes into effect immediately and restricts people from living in their vehicles anywhere within 500 feet of a school or residence. It also places an overnight ban between from 9 p.m. to 6 a.m. anywhere in the city, with the exception of approved lots. According to a news release from the city, the ordinance aims to address illegal dumping, public urination and drug use on city streets and in parking lots. “We are creating a balance that provides opportunities to those in need while protecting our neighborhoods from behavior that creates unsanitary conditions and hurts quality of life,” Mayor Faulconer said. “If you want to work toward finding a permanent home, we have programs that can help. We will not allow the proliferation of ‘van life’ culture that takes advantage of San Diego’s generosity and destroys community character.”The ordinance will be enforced using criteria including sleeping, bathing, meal preparation, grooming items and containers of human waste. San Diegans were reminded again this weekend that what was formerly known as Qualcomm Stadium is not the city's most glamorous place. The lights just turned off in the middle of San Diego State’s game winning drive against Stanford on Saturday. But the aging San Diego Stadium, as its currently known, appears to be primed for yet another new chapter - even as public officials debate how the site should be redeveloped.  San Diego County Credit Union, which already sponsors the Holiday bowl, is stepping up with 0,000 to place its name on the stadium until the end of next year.  But that's not all.  The credit union’s proposal to the City Council outlines plans to market the venue. The goal is to bring in even more events, including concerts, soccer games, weddings, birthday parties, fireworks, corporate softball, seminars and team building.  Its four key objectives are: Introduce, build and increase awareness of SDCCU StadiumPromote and Increase awareness and attendance of evnets atking place at SDCCU StadiumPosition SDCCU Stadium as the most desired venue in the city of San Diego host any and all types of eventsDrive additional revenue to the stadium. Isidro Cardenas, who enjoyed the tailgate scene at charger games, says he'd like more activity at the stadium “I’d like to see it used for the local sport avenue here in our San Diego County,” he said. “Whatever we can do to help along, so now that the Chargers are gone bring in more colleges to play there. The proposal also says the credit union would install five ATMs on site.The City Council will consider the plan at its meeting Tuesday.  A spokeswoman for the credit union said more details would be released if the city council approves the naming rights plan.   1810
