PORT MORESBY, Papua New Guinea, Nov. 3 (Xinhua) -- Chinese Vice Premier Li Keqiang on Tuesday discussed bilateral relations and other issues of common concern with Papua New Guinean Prime Minister Michael Thomas Somare. Li said Papua New Guinea, as the largest developing country in the South Pacific, has great influence over regional issues.     He said China attaches great importance to bilateral ties with the Pacific island nation, which China has always regarded as a reliable friend and partner.     In recent years, Li said, the two countries have conducted frequent high-level exchanges, deepened political mutual trust, broadened exchanges and cooperation in an extensive number of sectors. Chinese Vice Premier Li Keqiang (R) shakes hands with Papua New Guinean Prime Minister Michael Thomas Somare in Port Moresby, Papua New Guinea, Oct. 3, 2009.    The two countries also have maintained good communication and coordination in multilateral affairs, Li said.     China appreciates the Papua New Guinean government's adherence to the one-China policy, Li said.     He said China is willing to work with Papua New Guinea to put into practice all of the important agreements reached by leaders from both countries, promote exchanges on various levels and explore the potential for economic and trade cooperation.     The vice premier said China has always been supportive of Papua New Guinea's social and economic progress, and would continue to provide assistance to the best of its ability.     Somare, on his part, said his government cherishes its cooperative relationship with China and that the past 33 years have witnessed marked development of the relationship.     He said, as the country's sixth largest trading partner, China has played an active and significant role in promoting Papua New Guinea's social and economical development.     During the talks, Somare reaffirmed his country's continued adherence to the one-China policy.     Li said China and Papua New Guinea have economies that are complementary to each other's and there is huge potential for cooperation.     Two-way trade totaled 860 million U.S. dollars in 2008.     The vice premier said China will continue to encourage more of its enterprises to invest in Papua New Guinea. Both countries, he said, should broaden their areas of cooperation to agriculture, manufacturing and high-tech, apart from energy and resources.     Somare said Papua New Guinea would like to strengthen cooperation with China in trade, investment, agriculture, infrastructure, manufacturing, education and healthcare.     He also said the preferential loans China has provided to Pacific island nations over the past three years have greatly helped the overall economic and social development of these nations.     Li arrived here on Tuesday on an official visit to Papua New Guinea, the last leg of his three-nation tour. Ha has already visited Australia and New Zealand.

SHANGHAI, Nov. 16 (Xinhua) -- U.S. President Barack Obama said here Monday the U.S.-China cooperation enables both countries to be more prosperous and more secure and that young people are the best ambassadors.     Obama had a dialogue with 500-strong Chinese college students Monday afternoon in the Shanghai Science and Technology Museum, a highlighted activity in the first stop of his four-day maiden trip to China since taking office in January.     He covered a wide range of topics, notably the outlook of Sino-U.S. cooperation and youth exchanges between the two countries, while delivering opening remarks and answering questions from the students and Chinese Internet users.     POSITIVE SINO-U.S. TIES     Obama said China is a nation that encompasses both a rich history and a belief in the promises of the future and that the same can be said of the relationship between the two countries. The Shanghai Communiqué signed 37 years ago opened the door to a new chapter of engagement between the governments and the people of the two countries, he said.     "Today we have a positive, constructive and comprehensive relationship that opens the door to partnership on the key global issues of our time: economic recovery, development of clean energy, stopping the spread of nuclear weapons and the surge of climate change, and the promotion of peace and security in Asia and around the globe," Obama said.     "We have seen what is possible when we build on our mutual interests and engage on the basis of mutual respect."     The success of that engagement depends on understanding, on sustaining an open dialogue and learning about one another and from one another, he said.     "Our relationship has not been without disagreement and difficulties. But the notion that we must be adversaries is not predestined," Obama said, noting that the two countries "share much in common" while they are "different in certain ways."     He said one country's success need not come at the expense of another.     "That is why the United States insists we do not seek to contain China's rise; on the contrary, we welcome China as a strong and prosperous and successful member of the community of nations, a China that draws on the rights, strengths and creativity of individual Chinese like you," Obama said to the students.     YOUNG PEOPLE BEST AMBASSADORS     Obama announced in his speech that the United States would further expand its youth exchanges with China by increasing the number of students studying in China to 100,000.     "These exchanges mark a clear commitment to build ties among our people, as surely as you will help us determine the destiny of the 21st century," he said.     He said young people in China and U.S. are the best ambassadors and that cooperation between the countries should go beyond the governments.     "I believe strongly that cooperation must grow beyond our government. It must be rooted in our people, in the studies we share, in the business we do, in the knowledge that we gain, and even in the sports we play, and these bridges must be built by men and women just like you, and your counterparts in America," Obama said.     "I am absolutely confident that America has no better ambassadors to offer than our young people, for they just like you are filled with talent, energy and optimism about the history that is yet to be written.     "So let this be the next step in the steady pursuit of cooperation between our two nations and the world," Obama said.     "If there is one thing we can take from today's dialogue, I hope that it is a commitment to continue this dialogue going forward," Obama said in his speech. 

TAIPEI, Nov. 8 (Xinhua) -- The Chinese mainland's 20 million yuan of donations to ethnic minorities in the typhoon-hit Taiwan have been "all given out", Kao Chin Su-mei, a representative of the ethnic minorities, said here Sunday.     Earlier in August, the Taiwan Work Office of the Communist Party of China Central Committee announced it has raised 20 million yuan (about 95.4 million new Taiwan dollars) for the ethnic minorities in Taiwan after Typhoon Morakot hit the island.     The donation plan was announced when a delegation headed by Kao Chin Su-mei visited Beijing on August 19.     The donation has been distributed to more than 2,153 homeless ethnic minority families (30,000 new Taiwan dollars for each), more than 3,300 primary and junior high school ethnic minority students in hardest-hit areas (5,000 new Taiwan dollars for each), and nearly 14,00 senior high school and junior college ethnic minority students (10,000 new Taiwan dollars for each), according to Gao Chin Su-mei.     All the donation had been distributed to ethnic minority victims of the typhoon, she said.     Currently, about 500,000 people of ethnic minorities live in Taiwan, 80 percent of whom make a living by growing and processing agricultural products.

HOHHOT, Oct. 20 (Xinhua) -- Police said Tuesday they had shot and killed an escaped prisoner and apprehended three others in north China's Inner Mongolia Autonomous Region.     The four escaped on Saturday from the No. 2 Prison in Hohhot, capital of Inner Mongolia, after killing a prison guard, said a spokesman from the regional public security department.     Acting on information from local residents, police surrounded the men in Helin County early Tuesday, after they had hijacked a motor tricycle and taken the woman driver hostage.     Police shot dead Gao Bo, who resisted arrest and injured a police officer with knife, said the spokesman. Police searched thousands of hotels, nightclubs and Internet bars, questioned 47,500 people and stopped 24,600 vehicles.     The four prisoners were on the run for only 66 hours before they were apprehended.     "We appreciate the local residents' help in hunting the prisoners," said Zhao Liping, head of the public security department of the region." BEIJING, Dec. 8 (Xinhua) -- China's exchange rate regulator said Tuesday it would work to promote balance of payment next year by stabilizing exports while expanding imports.     The promotion of balance of payment should be the fundamental of the work in 2010 in order to safeguard the nation's economic and financial security, said Yi Gang, head of the State Administration of Foreign Exchange (SAFE).     He said SAFE would continue to diversify the investment of foreign reserves, and ensure the safety, liquidity and the value of the mounting assets, which have ballooned to more than 2 trillion U.S. dollars.     The authority would also step up supervision of the cross-border money flow to protect national financial safety, he said.     Yi also noted SAFE would seek chances to push forward reforms in key areas and links of the foreign exchange management but didn't elaborate.
