SPRING VALLEY, Calif. (KGTV) -- A man was shot and killed in a Spring Valley parking lot late Sunday.San Diego County sheriff's deputies were called just before 8:30 p.m. after shots were fired in a parking lot at 8667 Jamacha Rd., a shopping center just off state Route 125.Responding deputies arrived to find an adult male had been shot. The unidentified victim died at the scene.It's not clear what led up to the shooting. Sheriff's homicide investigators were called to the scene to investigate.The Sheriff's Department did not say whether there were any suspects immediately after the shooting. 607

PETERSBURG, Florida — Back in 2016, a dog owner received a note saying, "Shut your dog up or we will."Days later, Annabelle, a three-year-old brindle pitbull terrier mix, nearly died from kidney failure.The owner says the kidney failure was caused by wet dog food laced with Acetaminophen, known best as Tylenol, which is extremely toxic to dogs. Rob McCahan says he believes the contaminated food was tossed into his yard from the alley behind his home on 44th Avenue North in St. Pete.The dog found and ate the contaminated food before the owner realized there was a bag there at all.It happened again in March 2018, and this time, Annabelle died."She was the most lovable dog in the world," says McCahan, whose cell phone is filled with photos of his beloved dog, who he rescued from a local shelter.She died after several days in the animal hospital."These people are sick. I'm just kind of confused right now. Trying to figure out who did it," adds McCahan.The second poisoning coincided with a second note left on his door that read in part: "Shut him up. Your neighbors are tired of it."McCahan says Annabelle didn't bark too much and certainly didn't bark any more than his neighbors' dogs.Just a few houses down from McCahan's, on the 700 block of 44th Avenue NE in the North East Park community of St. Pete, another dog apparently died in the exact same manner.A brown bag with poisoned food was thrown into another yard, killing an otherwise perfectly-healthy 8-year-old golden retriever, according to the pet's owner.This pet owner shared her devastating experience on social media online with her neighbors, saying their dog died this past Monday, and wanted to warn others that someone was doing this."I'm afraid for animals," she writes, adding, "My family was devastated and are still recovering. Please be aware. We're upgrading security."St. Pete Police were out in the neighborhood again Friday trying to confirm this second report of a dog's death, but have not yet been able to.Another neighbor on the same 700 block of 44th Avenue NE tells ABC Action News that his cat was found hanged about 8 months ago.  A woman who lives on nearby 43rd Avenue NE tells St. Pete Police that she has received similarly-threatening letters recently, but her pets are doing okay. Six children in Minnesota have been diagnosed with a rare "polio-like" disease since mid-September, state health officials said.Acute flaccid myelitis, known as AFM, affects the body's nervous system -- specifically, the spinal cord -- and can cause paralysis. Unlike polio, there is no vaccine for AFM.Minnesota typically sees less than one case a year, the state Department of Health reported. The disease typically affects children; all the recent cases in Minnesota were in children younger than 10.AFM can develop from a viral infection, although its exact cause is unknown. Symptoms include limb weakness, facial drooping and trouble swallowing or talking. Doctors stress the importance of recognizing the early signs of AFM and seeking care as soon as possible. 776

SOLANA BEACH, Calif. (KGTV) -- A new outdoor art museum showcasing art from around the world is opening in Solana Beach. Called the Art Alley on Cedros, the museum is free to the public. The grand opening of the new alley will be held during the last Cedros Stroll of the summer.The first exhibit is surf-themed and will feature 12 surfboards designed by various international artists displayed along the alley. The entire museum was designed to withstand the elements and, after its opening, will never close. The grand opening of the alley will be held on September 26 from 5 to 8 p.m. at 320 South Cedros Avenue in Solana Beach. Music will continue until 10 p.m. 674

Several countries have started shifting to a shorter quarantine recommendation.Places like France are now telling COVID-19 patients to quarantine for seven days instead of 14. Other countries like Spain, Belgium and Germany are having people quarantine for 10 days.The idea here is that a shorter quarantine is better than no quarantine at all. Some people may find it difficult to self-isolate and because of the long period, they may not attempt to do it.“If you have a job that requires you to be there, you’ll miss two weeks’ worth of work,” said Marcus Plescia, Chief Medical Officer at the Association of State and Territorial Health Officials. “Even if you have a job with really good benefits, where you can take sick leave and they can accommodate that, even in that situation, it’s going to be difficult for most people.”Another idea that supports this is that many people will not need the full two weeks to develop COVID-19 symptoms. The Association of State and Territorial Health Officials says the vast majority of people are showing symptoms within four to six days.They do say that the downside to shorter quarantine is that there is the possibility they will miss some people who start showing symptoms later on.Utah is one state that has approved a shorter quarantine period under certain guidelines. The governor there has allowed students to return to school after seven days of quarantine, if they have not shown symptoms. That’s specifically for students who were wearing a mask and were at school when they were exposed.Some more states are also considering a shorter quarantine time for children in grades K-12.“They tend to be asymptomatic or have very mild symptoms, so there’s not a danger for the most part, there’s not a danger to the children themselves,” said Plescia.The Centers for Disease Control and Prevention (CDC) is currently looking at shorter quarantine periods for college-age students.Depending on what they find, the CDC may be able to issue new guidance on self-isolation periods to get states on the same page. 2065
