SAN DIEGO (KGTV) — San Diego Mayor Todd Gloria says the city's convention center shelter for the homeless will be funded through at least the first month of 2021.Gloria said in a release that he's directing staff to provide funding using money previously slated for shelter operations in November and December that wasn't spent due to cost-saving measures and other factors, as well as a state grant specifically for funding homelessness-related services."I am committed to protecting our homeless neighbors from COVID-19 while keeping a focus on connecting them to long-term housing," Gloria said. "A temporary extension for this shelter will allow us to serve the greatest number of people in need with daily health screenings and other COVID protections."RELATED: New questions over cost of convention center shelterCOVID-19 cases surge at Convention Center shelterGloria added that he's proposing the city authorize more funding through March 2021, with plans to continue helping those at the shelter transition into permanent housing or into another shelter by that time. Those financial plans could be discussed by the City Council in January. The city's downtown convention center shelter began in April to shelter hundreds of people experiencing homelessness as the coronavirus pandemic began. Since then, the city says its Operation Shelter to Home program has helped more than 870 people and 45 families find a permanent or longer-term housing solution, with more than 200 others in the process of finding housing.RELATED: San Diego officials say Convention Center homeless shelter helped over 1,100 find housingPart of the program's goal was also to move people experiencing homelessness into one location where they could adequately space out and centralize staff from various city shelters during the pandemic. This month, the shelter has seen an increase in positive COVID-19 tests as virus cases surge across the county and state. Since April, more than 11,200 coronavirus tests have been given at the shelter to residents and staff. The shelter has seen a total of 190 positive tests, including 170 residents and 20 volunteers or staff members, according to the city. Those residents who test positive are immediately moved from the shelter to an off-site hotel managed by the county for public health use. 2326

Mayor Kevin Faulconer announced efforts for the San Diego 250 initiative Tuesday at a news conference. The San Diego region has been Kumeyaay territory for thousands of years, but the San Diego we know today began on July 16, 1769, city officials said. “This year we mark a tremendous milestone – 250 years of history, culture and achievement,” Mayor Faulconer said. “San Diego is the place where California began, and we will reflect on our past, commemorate this moment in time and look forward to building a better future for all San Diegans in the next 250 years. I want to thank the many dedicated individuals and organizations that have come together to help celebrate this important anniversary and create opportunities to learn more about our history and heritage as a city and region.” A group of civic leaders, organizations, community volunteers has met biweekly to plan key events. SAN DIEGO (KGTV) — San Diego County started the rainfall season in October bone dry, but now the region is getting ready for another storm in time for Thanksgiving.San Diego's weekend will be great, cooling down on Monday before the storm arrives. Winds will pick up on Tuesday. Then, the surf will increase along the coast before the Thanksgiving storm arrives. The atmospheric river will potentially set up the stage for heavy rain, flash flooding, and thunderstorms during the major winter storm. Rainfall totals could average from 3-5 inches for the coast and valleys and 4-8 inches in the mountains. Snow levels will start out high around 8,000 feet. RELATED: Today's 10News weather forecastHere's how you can keep your pets safe with the cold weatherCold air will settle in Friday with snow levels dropping to 3,500 feet. That means snow could fall in Julian, Palomar, Mt. Laguna, and even Descanso. The best chance for snow will be Thursday and Friday. The chance of rain will begin late Tuesday, lasting through Thanksgiving Day and Black Friday. Often times San Diego is the envy of the nation, especially during the holiday. The region's warmest Thanksgiving happened in 2017, hitting 87 degrees. Last year the holiday took a chilly turn, plunging down to 58 degrees — just 4 degrees shy of San Diego's coldest Thanksgiving in 1919. Last year, San Diego also picked up 0.04 inches of light rain. The wettest Thanksgiving in San Diego's history received 1.26 inches in 2008, but the expected winter system this week could challenge that record.Traveling this ThanksgivingThe expected wet weather is especially important to consider, as this holiday expects to see the highest Thanksgiving volume on record for California travelers. The holiday will also be the second-highest travel volume nationally since 2000, according to the Automobile Club of Southern California.AAA says about 7 million Americans will be traveling 50 miles or more this Thanksgiving. Of that number, about 4.3 million are from Southern California.Of those Southern Californians, 3.7 million will travel by car, 500,000 by aircraft, and 123,800 will use other modes of transportation, like buses or cruise ships.RELATED:AAA provides tips on preparing vehicles for holiday travelTSA offers advice to travelers for Thanksgiving holiday weekendWith the influx or drivers, thousands of expected to run into problems on the road, according to AAA. The Auto Club says about 100,000 Californians and 368,000 nationwide will need roadside assistance for things like flat tires, dead batteries, or lockouts."This is the fourth Thanksgiving holiday period in a row that the percentage growth in air travel for Californians is higher than the growth in car travel, indicating continued consumer confidence in spending more for holiday trips," said Auto Club spokesperson Jeffrey Spring. "That's despite an average 7 percent increase in airfares over last year."AAA says the top five destinations for Southern California residents will be Las Vegas, San Diego, Mexico (cruises and resorts), the Grand Canyon and Lake Tahoe. 3099

SAN DIEGO (KGTV) - San Diego Police officers arrested a man for attacking a four-year-old girl outside an apartment complex on the 4300 block of 50th Street.According to witnesses, the little girl’s father was dropping the girl off at her grandmother’s home around 11:30. Before the grandmother could walk the four-year-old through the security gates of her complex, a stranger attacked the child from behind.A neighbor, who only asked to use his first name, Robert, says he heard someone calling for the help, so he came outside. He says he saw the grandmother had gotten through the gate, but the father and another neighbor were outside of the entrance trying to hold off the attacker. Robert felt compelled to step in.“He came at me, and it seemed like he was going for someone, and that someone was a child,” he said, “so I had no other recourse, I hit him once he went down. He bit my leg. He got up, and he started coming after me.”But the man didn’t stay down, instead continued to attack.“Very very vicious, he had a very crazy look,” Robert said. “He wasn’t saying anything, he was grunting like a feral animal. He was exceptionally strong. He just wouldn’t quit, even when the police got here, he was very very strong.”Robert says he had no idea why he was trying to hurt the little girl but said the man might have been under the influence of something.Police arrested the suspect.Robert recalled seeing red marks around the little girl’s neck but said she was okay though visibly shaken. She is home with her parents. 1541
