A new study out of the University of California, San Diego, suggests the best way to curb the spread of coronavirus is by wearing a mask.In a UCSD campus-released article titled "To wear a mask or not, is not the question; Research indicates it's the answer," Chemistry Nobel Laureate and UCSD Professor Mario Molina shows the data does not lie."Let's work with the scientists," Molina said. But in Italy, even after the lockdown, positive cases continued to climb. Additionally, despite the stay-at-home order in New York City, numbers continued to rise.A pivotal point of the study was when they looked at the numbers in Italy and New York after their respective mask mandates went into effect on April 6, 2020, and April 17, 2020. SAN DIEO (KGTV) - Parole agents checked on child sex offenders Thursday night to ensure they were in compliance, as part of the 26th Annual Operation Boo.10News rode along with California Department of Corrections and Rehabilitation Agents who went knocking on 7 doors Halloween night."The gates were closed, the lights were turned off, they kind of know what is expected of them," Parole Agent Matthew Holmes said.Some of the stops took us to National City, City Heights, even a marina where a house boat was docked."Most of the time they're compliant, occasionally somebody has to go back to jail, but we just try to hold them accountable for their conditions," Holmes said.That means no alcohol, drugs, weapons, or pornography.Thursday night everyone checked out.One parolee told 10News he's excited to take the next step after his release, "I feel fantastic, the program is great, State Parole is great. It's definitely worth it. I think all this tax payers expense, they're getting their money's worth, I'll tell you that."Operation Boo is just a small part of agents' role of checking in on parolees. SAN DIEGO (KGVT) -- Parents of San Diego Unified School District students will hold a demonstration Tuesday with a goal for the school district to return to full-time, in-person education as soon as possible.Parent and family therapist Gina Smith said she started the group called "Reopen SDUSD" because she is frustrated that other San Diego County districts have set reopening dates, and many private schools are already open. The group has already started a petition which has more than 650 signatures."What sparked the fire is that other schools have reopening plans within weeks and San Diego Unifed has been silent," Smith said.San Diego Unified has not released any definitive dates or a timeline for reopening.Currently, the district is reporting a projected loss of 2,474 students. Two out of every three un-enrolled students are kindergartners. Enrolling children into kindergarten is not mandatory in the state of California.The district has a meeting scheduled for Tuesday evening, and before that meeting, hundreds of parents are expected to rally over their concerns about distance learning. Some parents say they're concerned about the mental health impact distance learning is having on their children."The isolation and lack of social interaction is a huge part that many children as young as five are experiencing depressive symptoms", Smith said. San Diego (KGTV)- As teachers come up with their virtual lesson plans for the upcoming school year, one local music teacher is turning to the community. Students at Grossmont High School need guitars for class."We'll have 80 students plus taking guitar this year," says teacher Jeremy Cooke. "It is vital for them to be able to play a guitar at home."The high school is not able to provide an instrument for each student."We're a Title I school. So over half of our students get free or reduced lunch, and many can't afford their own guitar."Cooke made a post on Facebook asking for the community to donate any used or new guitars. He says the response has been amazing. As of Monday afternoon, Cooke has received over 30 guitars. Many others are pledging to donate."I've been driving around the county picking up guitars, meeting the people who are donating, and its really neat to see, especially during these tough times."As part of his distance learning plan, Cook has compiled multiple videos recorded over the years to help students learn to play the guitar.Once the class is finished, the students will return the donated guitars to the school for others to use the following year.Grossmont High School is still in need of more guitars. Cooke says he is accepting used and new acoustic or electric guitars for the upcoming school year. San Diego is weighing major new rules that would ban people from living in their cars near schools and homes.The proposal would block anyone from living in their cars within 500 feet of a school or residence, and also prohibit them from living in their cars on most other city streets between 6 p.m. and 6 a.m.San Diegans living in their cars have had free reign since a judge ruled in August that its current laws were too vague. That's led to concerns from some residents in beach areas, who say they have seen people drinking in cars, as well as urinating and defecating on neighborhood streets. "I used to feel very safe walking around throughout La Jolla, Pacific Beach and everything, and there's a lot of times I don't feel as safe as I used to," said Sarah Bonesteel, a Crown Point resident. The issue of in-car living has grown along with San Diego's high housing costs. The car is one of the last pieces of shelter a homeless person may possess, Mayor Kevin Faulconer noted Tuesday. At a news conference, the mayor announced that the city would open an additional parking lot for people to legally sleep in their cars. It will be in the overflow lot across from SDCCU Stadium, providing access to housing and other services."The goal for every person or family staying here will be to access resources to get back into long-term housing," Faulconer said. Meanwhile, the city's Public Safety and Livable Neighborhoods Committee will consider the citywide restrictions Wednesday. Ann Menasche, a senior attorney with Disability Rights California, called the proposed rules draconian and said the fault is with the city. "They created the crisis by the policies of the city, and now they want to blame the victims of the crisis for the crisis itself," she said.
