(AP) — Scamp the Tramp will never win a beauty contest. But he's won an ugly one.The bug-eyed, dreadlocked pooch took top honors Friday night at the 31st annual World's Ugliest Dog Contest.Owner Yvonne Morones of Santa Rosa, California, won an appearance with Scamp on the "Today" show, ,500 in cash, another ,500 to donate to an animal shelter — and a trophy the size of a Rottweiler."He's Scamp the Champ, no longer Scamp the Tramp," Morones told the Santa Rosa Press-Democrat after the victory. It was like he knew he had found his forever home."Scamp beat out 18 other contestants who showed off their droopy tongues, bowed legs, perpetually confused looks and other strange attributes.The contestants got to walk the red carpet and preen for adoring fans at Sonoma-Marin Fairgrounds in the heart of Northern California wine country.The competition, as they say, was fierce.Second place went to Wild Thang, a Pekinese with beady eyes and a disturbing tongue, owned by Ann Lewis of Los Angeles.Third place went to Tostito, a Chihuahua whose damaged ears and droopy tongue make him look like he just stuck his foot into an electrical socket. Tostito, owned by Molly Horgan of Falmouth, Maine, also won the Spirit Award.This year's People's Choice Award went to Meatloaf, a bulldog mix with protruding teeth owned by Denae Pruner of Sacramento, California.Everyone knows ugliness is in the eye of the beholder and, to a dog lover, there is no such thing as an uncomely canine. Weird-looking, maybe. Appearance-challenged, perhaps. Or, as owners of ugly dogs like to say, "unique."Like Willie Wonka, a sweet-natured pit bull abandoned after he was discovered to have a genetic malady that left his legs so bowed he could barely walk.With a chuckle, publicist Christy Gentry said the competition wasn't just about being ugly."Judges are looking for special attributes like hanging tongues, slobber, drool (the more the better). Maybe unusual patches of skin or hair," she explained.Last year's champion, an English bulldog named Zsa Zsa, with a tongue that hung nearly to the ground, endeared herself to the judges when she sneezed and drooled all over them.Soon she was headed to New York for national TV appearances. Sadly, Zsa Zsa died about a year ago at age 9.Another previous winner, Nana, made the cover of an album by the Grateful Dead spinoff band Ratdog.Organizers say the contest isn't just skin-deep. It's also about bringing attention to the needs of rescue dogs.Most competitors were previously abandoned or rescued from kill shelters in the U.S., found abandoned on streets or seized from unscrupulous breeders."What we're really doing is we're showcasing dogs that have been rescued and adopted and brought into loving homes," Gentry said. IMPERIAL BEACH, Calif. (KGTV) -- Authorities are investigating after a body was found along Imperial Beach Sunday morning. According to the San Diego County Sheriff’s Department, joggers told authorities they found a man in his 20s unresponsive in the water on the 700 block of Seacoast Drive. Paramedics arrived and pronounced the man dead. The department says they suspect drugs or alcohol may have played a role in the death. The identity of the man hasn't been released at this time. 499

NATIONAL CITY, Calif. (KGTV) -- Three people were injured after a car slammed into a National City restaurant Tuesday afternoon. The crash happened on the 1000 block of Highland Avenue in National City at the Pho 7 Cow restaurant around 2 p.m.An employee of a nearby jewelry store said scene was chaotic, describing the vehicle as going all the way into the building. RELATED: Driver crashes car into National City bar The owner of the restaurant says two customers and an employee were injured in the crash. Their condition is unknown at this time, but a witness said they didn’t appear serious. Roughly 20 people were eating lunch when the car crashed into the front of the restaurant, according to the owner. Surveillance video from inside the restaurant shows the car plow through the front and into a large aquarium near the door. 10News learned all of the fish inside the aquarium died.The owner said the woman driving the car may have accidentally pushed the gas instead of the brake. Inspectors from the city and fire department arrived shortly after the crash to check out the building. The owner was told the structure is sound.  It`s the one thing you don`t think will ever happen.A Cumberland County, Pennsylvania couple who wishes to remain anonymous went to the new Gilligan's location on Carslile Pike, only to come back home with the wrong Members First debit card."It was just crazy busy, and we went to pay, it took a little bit but we were understanding, we left not thinking anything of it," added receiver of wrong card.She says in the days following, she and her husband tried to use what they thought was their card for purchases, but it only worked once or twice before it started to decline."We kept putting the pin in and I was like I know my pin, I use it all the time, why isn`t this working?! And it just never dawned one me to check the name just because it looked like my card. Before it declined it, we were able to pump gas with this card," she added.That`s when she and her husband realized something was wrong."We looked down at the card and saw that it wasn`t our name on the card, same bank, same color card, same everything, just not our name," said receiver of wrong card.So they traced their steps back and found out Gilligan's Carlisle pike had their card and luckily, it had not been charged.But what about the money they accidentally charged on the other person's card?We`re trying to make it right and just pay that back the guy because it wasn`t our card, it`s not right," she said.Al Pioppo at the Members First headquarters in Cumberland County says they are doing the right thing."That`s fantastic that they did go the extra step and it makes our job a lot easier, we don`t have to file a dispute for the member and if we can make the other member whole that`s fantastic," said Al Pioppo, Vice President of card services at Members First.He says situations like these happen more often than not."Not everybody`s honest," said Pioppo.And there are things to keep in mind if it happens to you.First, call your bank."We can check into the account, we`ll notify the member and then we can shut down the card immediately so that it can`t be used by anybody," he added."I think it`s so important to be honest.
