Premier Wen Jiabao held talks Sunday with Turkmen President Gurbanguly Berdymukhamedov in the capital Ashgabat, as both sides exchanged views in various fields including security, trade and economy, and cultural exchanges.Turkmenistan President Gurbanguly Berdymukhamedov (R) welcomes Chinese Premier Wen Jiabao at a grand ceremony in the preseidential palace compound in Ashgabat on Sunday. [Xinhua]China-Turkmenistan relations have a long history and the ancient Silk Road is a strong bond linking the two countries, Wen said in his meeting with Berdymukhamedov. "China thanks Turkmenistan for its strong support in areas such as the Taiwan question, Tibet and 'East Turkistan' issues," Wen said, adding China will continue to support Turkmenistan's independence, sovereignty and economic development.Berdymukhamedov emphasized that strengthening Sino-Turkmen relations is in the interests of peoples in both countries and contributes to peace, stability and development in the region. He said Turkmenistan will work with China to expand collaboration in areas such as construction of oil and gas pipelines, transportation, telecommunication and textiles. The two leaders also witnessed the signing of two documents on the construction of fertilizer and glass plants.Turkmenistan is the second leg of Wen's four-nation trip, which has already taken him to Uzbekistan and will take him to Belarus and Russia.Wen arrived in Turkmenistan on Saturday after a two-day official visit to Uzbekistan where he attended the Sixth Meeting of Prime Ministers of Member States of Shanghai Cooperation Organization. The Chinese government regards Uzbekistan as a very important partner in Central Asia and will continue to promote the partnership on the basis of equality, mutual trust and benefit, and common development, Wen said in his meeting with his Uzbek counterpart Shavkat Mirziyaev on Saturday.During his visit, China and Uzbekistan issued a joint communique pledging further efforts to strengthen bilateral relations and cooperation in various fields.Uzbekistan reaffirms its adherence to the one-China policy, and recognizes that the government of the People's Republic of China is the sole legitimate government representing the whole of China and that Taiwan is an inalienable part of China's territory, the communiqu said."China reiterates its support to Uzbekistan and its leaders in their efforts to safeguard national independence, sovereignty and territorial integrity and uphold national dignity, and to maintain domestic stability and develop its national economy. China opposes any attempt to interfere in the internal affairs of Uzbekistan under the guise of 'human rights'," the communique said.Wen said he hopes Uzbekistan will work to improve the investment environment so that more Chinese companies could invest in the country and contribute to its economic development. The two prime ministers also attended the signing ceremony of 10 documents on closer cooperation in various fields including environmental protection, public health, water supply and finance.

The China Meteorological Ad-ministration (CMA) Tuesday announced the completion of a national climate observation network to help mitigate global warming.CMA director Zheng Guo-guang said the network would collect accurate information about climate change."Climate change is threatening the environment, state security and economic development," Zheng said.Responding to a UN plan, China's first climate observation network was set up in 1997. Seven departments - meteorology, water affairs, agriculture, environmental protection, forestry, ocean and scientific research - joined the network. The network set up 16 key observation areas, Zhang Renhe, director of the Chinese Academy of Meteorological Sciences Director, said. These are: Atmosphere and land systems in the Qinghai-Tibetan plateau, glacier; water and ecological systems in the Tianshan Mountain area; Xilingol pastures in the Inner Mongolia Autonomous Region; Dunhuang desert in Gansu Province; forests in Northeast China; water circulation systems in Sichuan and Yunnan provinces; agriculture in the Yellow and Huaihe river basins; the lakes of Dongting and Poyang; the atmosphere around Mount Waliguan in Qinghai Province; ecological systems in source regions of the Yangtze, Yellow and Lancang rivers; the economic belt around Beijing; economic development zones in the Yangtze and Pearl river deltas; Sichuan Basin; the land-ocean-atmosphere system around Bohai Sea; air-sea interaction in the South China Sea; and comprehensive oceanic observations.By observation and data processing, the network should provide data about temperatures, glaciers, frozen soil, accumulated snow, aerosoles, greenhouse gases, ozone, plant and soil."This data can help China predict natural disasters, strengthen forecasts of extreme weather events and be more adaptable when it comes to industrial projects," Zheng said.A National Climate Change Program was released in June, which pledged to cut greenhouse gas emissions, but with no specific goals.

KHARTOUM: Chinese peacekeepers were on Wednesday awarded certificates of merit for their excellent performance during their eight-month term in Sudan, a Chinese officer said Thursday.Lieutenant General Jasbir Singh Lidder, commander of the UN Mission in Sudan (UNMIS), presented Unit Citations to the engineering, transportation and medical contingents of Chinese peacekeeping troops, and Force Commander Commendations to 22 Chinese troops. The two certificates of merit are the highest honor awarded to peacekeepers from various contributing countries in Sudan, said the Chinese officer. The awards ceremony was held at the base of the Chinese peacekeeping troops in Wau, capital of West Bahr al-Ghazal state in southern Sudan, two weeks before their departure from Sudan to rotate with another batch of Chinese peacekeeping troops.Lidder said it was a great honor for him to serve with the Chinese peacekeepers as they were ending "their very successful term" in Sudan."During the past months, the three contingents of the Chinese peacekeeping troops have done a significant job to be a role model for professionalism, commitment and conduct," Lidder said. The Chinese peacekeepers had also maintained excellent relations with the contingents of other countries as well as the local population, the UNMIS commander said.Li Chengwen, the Chinese Ambassador to Sudan, congratulated all the three contingents, the 22 Chinese peacekeepers as well as the other officers and soldiers. He highly praised their performance in Sudan, especially in the extremely difficult and complicated conditions. The 435-strong Chinese peacekeeping troops, the second batch of Chinese peacekeepers deployed in southern Sudan since China started taking part in UN peacekeeping operation there in May last year and arrived in Wau in January this year.

BRUSSELS - Javier Solana, European Union top diplomat, expressed here on Thursday his concern over Taiwanese leaders' comments on the Chinese province's application for UN membership."I have noted with concern the comments made by Taiwan's leadership on October 24 concerning Taiwan's application for UN membership under the name of Taiwan," Solana said in a statement."The EU has a substantial interest in peace and stability in East Asia. It has a particular interest in the continued prosperity and security of Taiwan and in the maintenance of peaceful relations across the Taiwan Strait," he said.    The fundamental position of the EU is that the Taiwan question must be solved peacefully through cross-Strait negotiations between all concerned parties."We have concerns about the current policy of Taiwan's authorities to pursue a referendum on the question of UN membership in the name of Taiwan," Solana said, adding "This concern flows from the EU's conviction that both sides of the Strait should refrain from statements or actions which might raise tension across the Strait and which might be perceived as a unilateral change in the status quo."The proposed referendum would risk making it harder for Taiwan to enjoy the pragmatic participation in the activities of specialized multilateral fora, "when there are clear public interests for this and when statehood is not required." he said"I therefore want to encourage both sides to take further initiatives aimed at promoting dialogue, practical cooperation and confidence-building," he concluded.
