The Utes bowl week itinerary includes a joint visit with the Wildcats to U.S. Navy aircraft carrier USS Theodore Roosevelt on Friday and a trip to the San Diego Zoo on Saturday. SAN DIEGO (KGTV) -- A developer is going back to the drawing board after a downtown agency blasted its affordable housing proposal Wednesday. Pinnacle planned to build a 58-unit low-income apartment complex at the corner of 11th and B. It would be attached to a 32-story market rate residential tower. While the buildings would be attached, they would have separate doors, no interior connections, and few shared amenities.Civic San Diego's board of directors rebuked the developer Wednesday. "You want to put us somewhere else," board member Robert Robinson said. "Are we not good enough to get on the top floor and look out at the ocean? That's what the message is here."David Dick, an attorney representing Pinnacle, said that was a misrepresentation of the intent. "It has to do with the realities of construction, cost financing, management and ownership," he said. Dick added that Pinnacle should be lauded for its willingness to fund much-needed affordable housing downtown, as opposed to paying an in-lieu fee that could take years to yield any units. SAN DIEGO (CNS) - The Surfrider Foundation released its annual Clean Water Report Friday, detailing the measures the organization has taken to improve water quality in San Diego County and quell sewage contamination of local shorelines. The report gives an update on the organization's Blue Water Task Force as well as analysis of water quality case studies in Depoe Bay, Oregon; Oahu, Hawaii; Palm Beach County, Florida; and San Diego. The Blue Water Task Force, Surfrider's volunteer water testing group, has increased its number of water tests by at least 12 percent each of the past seven years, according to the report. Task force volunteers conducted 6,826 water quality tests across the country in 2018. Last year, the Surfrider San Diego chapter's Blue Water Task Force focused primarily on ending sewage runoff into the Tijuana River, which subsequently flows into the Pacific Ocean and affects the county's beaches and coastline. According to the report, sewage contamination caused closures of Imperial Beach's shoreline for roughly half of each year from 2015 to 2017. In 2018, Surfrider San Diego established Blue Water Task Force testing labs in Imperial Beach, Coronado and at the chapter's office west of Mira Mesa to improve local water testing efforts. According to the report, the organization's volunteers collect and test water samples each Thursday along the shoreline from Imperial Beach to Pacific Beach. ``In areas like San Diego, California, where communities are impacted year-round by cross-border water pollution ... Surfrider's work to protect clean water is more critical than ever,'' said Mara Dias, the organization's water quality manager. ``Our chapters are tackling regional water quality issues by testing for pollution, building ocean friendly solutions, and informing the public where it's safe to surf, swim and play in the ocean." Surfrider San Diego filed a lawsuit against the U.S. section of the International Boundary and Water Commission last year, alleging that the body has repeatedly violated the Clean Water Act and put the health and safety of local residents in jeopardy by improperly managing the pollution from the Tijuana River. The cities of Imperial Beach and Chula Vista and the Port of San Diego have joined Surfrider's lawsuit, while the city of San Diego and California Attorney General Xavier Becerra have filed a similar suit against the IBWC. SAN DIEGO (KGTV) - A big rig blew a tire and veered across all lanes of southbound Interstate 15 at Carmel Mountain Road Thursday afternoon, leading to a Sig Alert on the freeway. The flatbed truck lost its front left tire about 2:20 p.m., the California Highway Patrol reported. The driver lost control and hit two cars before crashing into the center divider. One of the cars hit an SUV, and was knocked over the freeway rail into the HOV lanes.The CHP reported debris on the freeway from the crash, including fuel leaking from the truck. One injured person was taken to Palomar Medical Center, City of San Diego officials reported. Another driver had minor injuries.Check 10News traffic conditions The far left lane of I-15 and the right lane of the HOV section reopened at 5:45 p.m., according to the CHP. SAN DIEGO (KGTV and CNS) - Trial started Monday for the Yuma, Arizona police officer accused of raping a woman during a visit to San Diego.Jared Elkins, 34, is charged with eight felony counts of rape for the alleged incident in September 2017.The 23-year-old woman’s mother called 911 to report a crime at a home on Marlborough Street in Kensington. Elkins, who is related to the alleged victim by marriage, was staying at her home.Elkins, the alleged victim, and two other family members went to dinner then watched a movie while drinking beer and wine at the home before the alleged assault occurred, according to prior court testimony.RELATED: Arizona police officer charged with raping San Diego womanThe alleged victim testified during a preliminary hearing in April that Elkins physically forced her to participate in sex acts despite her pleas for him to stop. The two other family members were asleep in the house so small "you can hear someone breathing in the next room," the woman testified.During the alleged assault, the woman said she asked Elkins what would happen if she cried out for help. "He said, ‘I would kill you,"' the woman testified. After the incident, the woman said she found another family member in the house and they called police.At a hospital, the alleged victim's blood-alcohol level was determined to be .09 percent, according to witness testimony.Besides forcible rape, Elkins is charged with rape of an intoxicated person, forcible digital penetration, two counts each of forcible oral copulation and oral copulation of an intoxicated person, forcible sexual penetration and sexual penetration of an intoxicated person.Elkins -- a seven-year veteran of the Yuma Police Department who later resigned -- faces 14 years in prison if convicted, according to Deputy District Attorney Lisa Fox. 1834
