SAN DIEGO (KGTV) — Another local man says he was shaken down by Mexican police, as Tijuana officials announced an investigation into the alleged incidents.Since January, 69-year-old Lupe Adame has been driving his truck back and forth from Escondido to Tijuana to help his friend renovate a home. On a Wednesday night in mid-June, he was returning from Tijuana, blocks from driving up to the line to cross the border, when he saw the police lights."Police car got over on my driver side and he said, 'Pull over!' ... I looked and my stuff was gone! So angry," said Adame.Adame says a second officer had grabbed all his tools — worth nearly 0 — and placed them the police car's back seat. A stunned Adame says they patted him down and emptied his pockets, including his wallet."When I looked at my wallet, I realized that this guy took my money. I said, 'You just robbed me.' He said, 'Shut up!'" said Adame.More than 0 in cash had disappeared. He says the officer then let him go and told him to not come back. At the border crossing, he reported the incident to a US Customs and Border Protection officer."She says, 'You know what, you're the third person it happened to in my lane, including someone who was robbed of 0,'" said Adame.On Thursday, ABC 10News reported on a similar account from Tom, a San Diego retiree who says he was also shaken down several weeks ago by Mexican officers, officers who explained their COVID-related motive."They're just going to pull over Americans and take whatever money they have because the people in Tijuana are hurting really bad because the border is closed," said Tom, who asked us not use his real name.Since March, non-essential travel has been banned by both governments to limited coronavirus infections.In a statement, a spokesperson for the city of Tijuana called any shakedown, "an evil act," while announcing they will investigate "to apply the corresponding sanctions."The State Department tells 10News they are monitoring the situation, but declined further comment on any investigation. 2412

SAN DIEGO (KGTV) — City officials say 55 people at the San Diego Convention Center's emergency homeless shelter have tested positive for COVID-19, as cases surge around the country.The individuals who tested positive include those suffering from homelessness and staff at the center, according to the City of San Diego.Those homeless individuals who tested positive will be moved to a local hotel managed by the county for public health use. Staff who tested positive have been notified and advised to stay home. Positive individuals will be kept off-site until it is deemed safe for them to return.The county has made testing available to all staff and residents at the center to halt any further spread and is working to determine if there is an impact to others at the Convention Center.Prior to this round of testing, there had been less than 30 positive tests at the Convention Center over the last nine months, the city says.The city says that individuals utilizing the Convention Center and staff have a daily temperature check and verbal questionnaire and must wear a face covering, and staff clean and sanitize surfaces and hands frequently.The new positive cases as COVID-19 cases surge across the county and state. SAN DIEGO (KGTV) -- California's energy operator have issued a statewide Flex Alert ahead of anticipated high temperatures this coming weekend.The California Independent System Operator (ISO) is calling for voluntary electricity conservation, from 3 p.m. to 10 p.m. on Friday, Aug. 14."With high temperatures in the forecast, the power grid operator is predicting an increase in electricity demand, primarily from residential air conditioning use," the ISO said in a statement.In San Diego, an Excessive Heat Warning will be in effect from noon Friday until 8pm Monday from the inland areas to the deserts. The heat will peak on Friday and Saturday with temperatures ranging 5 to 15 degrees above normal.The above-normal temperatures and humidity will stick around through most of next week."Consumers are urged to conserve electricity, especially during the late afternoon and early evening, when the grid is most stressed due to higher demand and solar energy production falling. SAN DIEGO (KGTV) – County leaders Wednesday approved a plan that would allow San Diego businesses such as gyms and local places of worship to operate outdoors at county parks.The new initiative gives businesses another option as they look to operate amid the coronavirus pandemic. Last month, the state implemented restrictions that forced many businesses to either close completely or move outdoors.Under the plan, space at any of the county’s 30 parks could be used for service via a free permit.“We need to be creative and provide a lot of flexibility, particularly to churches, places of worship, gyms, and other fitness-oriented businesses,” said County Supervisor Dianne Jacob, who proposed the plan.Jacob said of the process to obtain permits: “I’m asking the county to streamline the process so it’s a very quick turnaround.”She added the process is similar to Poway’s, a city with a similar plan already in place.San Diegan Joel Nevarez visits San Diego’s Waterfront Park off Harbor Drive every morning for his workout because he enjoys it and the park was one of his only options."Getting some sunlight is good for you. The cool zones, spread out throughout the county, provide designated air-conditioned facilities that provide a place to beat the heat. According to county officials, the cool zones provide a place where seniors and others can congregate to protect their health and reduce individual energy costs. The program has been in operation since 2001. The County Health and Human Services Agency Aging and Independence Services partners with San Diego Gas and Electric to provide the service. Be your most physically active during the coolest part of the day, usually between 4-7 a.m. Pace yourself when engaging in physical activity.Stay indoors as much as possible.
