NAIROBI, Nov. 15 (Xinhua) -- The UN refugee agency said on Tuesday there has been an outbreak of cholera in Dadaab, the world's largest refugee camp in Kenya, which is believed to have started among new arrivals who had most likely acquired it in Somalia or en route to the camp.The UN High Commissioner for Refugees (UNHCR) said the situation in Dadaab, home to Somalis fleeing famine and conflict, is being exacerbated by heavy rains and accompanying risks of waterborne diseases."Rains and flooding had affected the trucking of water to parts of the camps, and we fear some refugees resorted to using unsafe water from flooded areas," the UN refugee agency said in a statement released in Nairobi.According to UNHCR, there are now 60 cases in the camps, including 10 laboratory-confirmed cases and one refugee death. To manage the outbreak, UNHCR and partners have set up cholera treatment centres for severe cases, it said.The UN agency deplored insecurity which it said continues to affect aid efforts more than a month after the kidnapping of three aid workers in Kenya's Dadaab refugee complex.The UNHCR says insecurity is still hampering aid efforts in the area, despite the deployment of 100 Kenyan policemen in the last month.UNHCR is assisting them with vehicles, shelter and telecommunications equipment."Together with our partners, we are exploring options to gradually resume full operations despite continued security incidents in and around Dadaab. In the meantime, refugees are still receiving life-saving aid, namely food, water and health care," it said.According to the agency, most cases can be managed through oral rehydration solutions (ORS) that can be given at home or at the health posts."We are working with UNICEF and the Ministry of Health to train health workers in the community-based management of diarrhoea so that patients can begin treatment at home," it said.UNHCR said it has increased levels of chlorine, which kills cholera-causing bacteria, at water points in the camps. These, it said, are monitored to make sure they are maintained at the correct levels."We are also promoting hygiene practices among the refugees, especially the use of latrines and hand washing with soap. Each refugee received 250 grams of soap with the latest food distribution and this will continue monthly for several months," UNHCR said.Dadaab is home to more than 400,000 registered refugees, nearly all of them Somali, with an estimated 70,000 people having arrived in July and August as conditions in their homeland rapidly deteriorated.

BEIJING, Dec. 29 (Xinhua) -- China on Thursday issued a white paper on the development of space industry since 2006 and the major tasks for the next five years.The white paper titled "China's Space Activities in 2011" was the third white paper on the country's space activities issued by the State Council Information Office, following the one in 2000 and another in 2006.The Chinese government has made the space industry an important part of the nation's overall development strategy and adhered to exploration and utilization of outer space for peaceful purposes, the white paper said.Over the past few years, China has ranked among the world's leading countries in certain major areas of space technology, it said, adding that in the next five years, there will be new opportunities to the country's space industry.At the same time, China will work together with the international community to maintain a peaceful and clean outer space and endeavor to promote world peace and development, the document said.FUTURE MISSIONSMajor tasks listed in the white paper for the next five years include space transportation system, Earth satellites, human spaceflights and deep-space exploration.The country will launch the Shenzhou-9 and Shenzhou-10 spaceships and achieve unmanned or manned rendezvous and docking with the in-orbit Tiangong-1 vehicle, the paper said.China also plans to launch space laboratories, manned spaceship and space freighters, and will start a research on the preliminary plan for a human landing on the moon, the document said.As an important part of deep-space exploration, the country's lunar probe projects follow the idea of "three steps" -- orbiting, landing and returning.In next five years, the country plans to launch orbiters for lunar soft landing, roving and surveying to implement the second stage of lunar exploration, then it will start the third-stage project of sampling the moon's surface matters and get those samples back to Earth, the white paper said.In addition, China will build a space infrastructure frame composed of Earth observation satellites, communications and broadcasting satellites, plus navigation and positioning satellites.MAJOR PROGRESSAccording to the white paper, breakthroughs have been made in major space projects, including human spaceflight and lunar exploration, since 2006.From Sept. 25 to 28, 2008, China successfully launched the Shenzhou-7 manned spaceship and became the third country in the world to master the key technology of astronaut space extravehicular activity.In November 2011, China accomplished the first unmanned space rendezvous and docking test between the Tiangong-1 space lab module and Shenzhou-8 spaceship.In addition, the country's lunar probe projects have achieved milestone breakthroughs over the past five years. China successfully launched two lunar probes, the Chang'e-1 on Oct. 24, 2007, and Chang'e-2 on Oct. 1, 2010.The first probe retrieved a great deal of scientific data and a complete map of the moon while the second created a full higher-resolution map of the moon and a high-definition image of Sinus Iridium.

SHANGHAI, Jan. 11 (Xinhua) -- The listed arm of China's biggest train maker, China South Locomotive and Rolling Stock Industry (Group) Corporation (CSR), has been allowed by regulatory authorities to raise 9 billion yuan (1.41 billion U.S. dollars) on the stock market, the company said Wednesday.The Hong Kong- and Shanghai- listed CSR Corp. Ltd. will sell 1.96 billion shares at 4.46 yuan apiece to select investors, it said. But CSR's parent -- state-owned CSR Group -- has agreed to buy no less than 6 billion yuan's worth of the shares, leaving the rest to institutional investors.CSR's net profit growth in the third quarter of 2011 plunged to 9.66 percent year-on-year from a high of 85.08 percent in the first half of 2011 as the country put the brakes on development of the railway sector after a deadly bullet train crash on July 23 that killed 40 people and injured 210 others.The decision to slow the development of high-speed rail lines has led to halts in construction of about 90 percent of ongoing railway projects, or 10,000 km of rail lines across the country, local media reported earlier.CSR is the maker of the bullet trains involved in last July's deadly collision. After the accident, the company's executives bought a combined 540,000 share in August, a move seen as an attempt to bolster battered stock prices.Analysts say the fundraising would help CSR greatly ease its financial burdens. BEIJING, Dec. 27 (Xinhua) -- The People's Bank of China (PBOC), China's central bank, announced Tuesday that it is banning local regions, institutions or individuals from setting up gold exchanges apart from the existing Shanghai Gold Exchange and Shanghai Futures Exchange.The country also bans the establishment of any gold trading platforms in other exchanges, a statement on the PBOC website said.The statement said the country has ordered a cease to the building of any new gold exchanges or trading platforms. Those which have opened for business must cease operations.The ban came amid bigger risks in gold trading after some local regions, institutions and individuals grew enthusiastic in setting up gold exchanges and trading platforms in recent years as gold prices soared, which led to a surge of illegal practices due to inadequate management, the statement said.It added the central bank will work with the Shanghai Gold Exchange and Shanghai Futures Exchange to boost the healthy development of the country's gold trading market.

"Over the past ten years HIV diagnoses and deaths in New York City have seen a dramatic decline," said Mayor Bloomberg. "Steady progress in our fight against HIV has turned what used to be a death sentence into a disease that can be prevented and, with antiretroviral therapy, managed.The annual death toll from HIV in the city is down by more than a third: 933 deaths in 2009Despite this progress, however, more than 110,000 people in New York City are infected with HIV, more than in any other U.S. city and about 75 percent of all cases in the New York State.Figures from the New York City Health and Hospitals Corporation (HHC) showed that HHC has tested more than one million New Yorkers for HIV since 2005 when the public hospitals and health centers began offering HIV screening as a routine part of medical care for patients aged 13 to 64.
